Comparison Excluding Commitments: Incommensurability, Adjudication, And The Unnoticed Example Of Trade Disputes, Sungjoon Cho, Richard Warner

We claim that there are important cases of “incommensurability” in public policymaking, in which all relevant reasons are not always comparable on a common scale as better, worse, or equally good. Courts often fail to confront this. We are by no means the first to contend that incommensurability exists. Yet incommensurability’s proponents have failed to sway the courts mainly because they overlook the fact that there are two types of incommensurability. The first (“incompleteness incommensurability”) consists of the lack of any appropriate metric for making the comparison. Workforce Development

The three education partners—Columbus State Community College, Stark State College, and the Washington County Career Center—working on the 2011-2015 Ohio H-1B Technical Skills Training Grant (TST) completed a post-program evaluation centered on the workforce development model implemented by their respective organizations. This report discusses the successes, challenges, and future sustainability of the programs, as experienced by each educational partner. The information generated from this evaluation, along with best practice research in workforce training programs, may inform future sector strategy training programs. The best practice research is included in the Appendix.

The Supplemental Nutrition Assistance Program (SNAP) is the largest nutritional safety net in the United States. Prior research has found that participants have higher consumption shortly after receiving their benefits, followed by lower consumption towards the end of the benefit month. This “SNAP benefit cycle” has been found to have negative effects on beneficiaries. We examine two behavioral responses of SNAP participants that may work in tandem to drive much of the cycle: short-run impatience – a higher preference to consume today; and fungibility of income – the degree of substitutability between a SNAP dollar and a cash dollar. Whether Supplemental Nutrition Assistance Program (SNAP) benefits are adequate to provide food security for eligible households is an important and timely policy question. While the nominal value of SNAP benefits is fixed across states (except for Hawaii and Alaska), variation in food prices across geographic areas is dramatic, and the real value of SNAP benefits varies widely across the U.S. Our research provides new evidence on geographic variation in the adequacy of SNAP benefits to purchase the Thrifty Food Plan (TFP).

The purpose of this research is to examine the history of soil erosion and US agricultural policy in order to show why a soil erosion tax would be a good policy. Part A of this essay focuses on the dust bowl as an archetype for modern agriculture and ecological limits. This article describes how partisan actors during the Obama years have escalated polarization by transforming policy disputes into constitutional contests over the ground rules of the federal system – contests, moreover, in which one bloc of politically like-minded states opposes another. The article examines in particular how Republicans have supported strong claims of state sovereignty, and in some cases resurrected the antebellum doctrine of nullification, to deny to either Congress or the executive branch the authority to reform state health care markets or to limit states’ emissions of greenhouse gases. While the literature emphasizes the importance of teaching political science students methods skills, there currently exists little guidance for how to assess student learning over the course of their time in the major. To address this gap, we develop a model set of assessment tools that may be adopted and adapted by political science departments to evaluate the effect of their own methods instruction. The model includes a syllabi analysis, evaluation of capstone (senior) papers, and a transcript analysis. We apply these assessment tools to our own department to examine whether students demonstrate a range of basic-to-advanced methodological skills. Our …

This article considers the nexus between education and economic growth in Nigeria. Education here is seen as portraying one of the major components of human capital formation. Investment in the quantity of education, and more significantly in its quality is pivotal to achieving sustainable economic growth. Time-series data were collected from different sources for the period 1980-2015. Cointegration technique and error correction methodology were employed for the estimation of the chosen model. The empirical results reveal that educational investment impacts on economic growth in Nigeria in a direct and significant manner. Causality Between Government Revenue And Expenditure: Empirical Evidence From Zambia, Mutinta Champita

We establish the causality between government revenue and government expenditure using Granger causality tests within the Vector Auto-Regressive (VAR) framework. The estimated VAR model includes gross domestic product, exchange rate and Treasury Bill rates. Granger causality tests found unidirectional causality running from government expenditure to revenue. This work is founded in economic theory of public choice and the underlying causality of budget deficits. Knowledge of the revenue spending nexus will shed more light on the nature of the intertemporal relationship between government revenue and government spending and help shape the political economy of fiscal policies.

In response to climate change, new technologies resilient to climatic variability have been promoted among smallholder farmers. Conservation Agriculture (CA) has been promoted since the 1990s in sub-Saharan Africa. However, as with any new technology, various factors affect adoption and ultimately the impact of the technology. Gender is one such factor. Both female and male smallholder farmers are faced with numerous constraints to accessing productive resources. Anterior cruciate ligament (ACL) injuries occur most commonly during non-contact situations, such as landing from a jump. Arm position has been shown to affect the loading of the lower extremity and therefore alter the potential injury risk. This study aimed to investigate the effect of arm position on lower extremity kinematics during single limb drop landings. The use of a tilt platform to simulate a lateral ankle sprain and record muscle reaction time is a well-established procedure. However, a potential caveat is that repetitive ankle perturbation may cause a natural attenuation of the reflex latency and amplitude. This is an important area to investigate as many researchers examine the effect of an intervention on muscle reaction time. Muscle reaction time, peak and average amplitude of the peroneus longus and tibialis anterior in response to a simulated lateral ankle sprain (combined inversion and plantarflexion movement) were calculated in twenty-two physically active participants. Using a participatory and collaborative approach, we developed, implemented, and evaluated a culturally responsive school counseling group, Boys II Men, for 11 low-income diverse male students of color at an urban public school. The content of the group focused on five areas: social connections and support, exploring gender roles, navigating identities, school engagement, and future planning. We worked closely with teachers, school staff, and counselors to foster a supportive and positive school climate (Beesley, 2004). Historically, the topics of same-sex marriage and immigration reform have been debated as separate political issues. Both issues, however, have impacted the lives of LGBTQ immigrants and their American partners. Presently in the United States, families that include same-sex binational couples are part of the increasingly diverse family landscape. Binational couples are defined here as same-sex partnerships in which one spouse or partner is an American citizen or resident and the other is a foreign national. Acculturation And Bicultural Efficacy Effects On Chinese American Immigrants’ Diabetes And Health Management, Kevin M. Chun, Christine M.L. Kwan, L. A. Strycker, Catherine A. Chesla

The primary goal of this study was to examine effects of bicultural efficacy, or perceived confidence in dealing with bicultural acculturation stressors, on type 2 diabetes management and health for first-generation, Cantonese-speaking, Chinese American immigrants (N=162) recruited for a larger community-based diabetes intervention study (Chesla et al., 2013). The current study also tested whether a new Bicultural Efficacy in Health Management (BEFF-HM) scale is a more robust predictor of diabetes and health outcomes than proxy (years in the U.S.) and general acculturation measures. Hierarchical regression analyses of cross-sectional data revealed that high BEFF-HM was significantly related to positive outcomes on …

Background: A large literature has developed researching the origins of socioeconomic gradients in child health in developed countries. Particularly, this research examines the age at which these gradient effects emerge and how they change across different stages of childhood. However, similar research on developing countries is limited.

Methods: This paper examines the socioeconomic gradients in early childhood health in two developing countries, Bangladesh and Nepal using the 2011 Demographic and Health Surveys. The paper separately studies two measures of household socioeconomic status: household wealth and maternal educational attainment.
