A Public Health Framework For Screening Mammography: Evidence-Based Versus Politically Mandated Care, Lawrence O. Gostin, Kenneth W. Lin Md

This Viewpoint highlights the societal risks of politically motivated mandates relating to public health guidelines. Although the Affordable Care Act mandated insurance coverage for U.S. Preventive Services Task Force (USPSTF)-recommended preventive services, it went further for mammography screening. Instead of relying on the most recent USPSTF guidelines, Congress amended the ACA to require the Department of Health and Human Services (DHHS) to use its 2002 guidelines, which recommended screening every 1-2 years starting at age 40. The FY 2016 Consolidated Appropriations Act instructs DHHS to interpret any reference to “current” USPSTF breast cancer screening recommendations to mean those issued “before …

Quantity And Quality: Increasing Safety Norms Through After Action Reviews, Alexandra M. Dunn, Cliff Scott, Joseph A. Allen, Daniel L. Bonilla

Workplace safety is a concern for both scholars and practitioners alike because accidents and injuries can result in time away from work and lost organizational resources. This study focuses on how one type of post-incident discussion can be effectively used to promote positive safety norms. It adds to the growing body of research on after action review meetings, one type of post-incident discussion intervention commonly used in high reliability organizations to increase future workplace safety behaviors. Psychological And Economic Self-Sufficiency Among Low-Income Jobseekers With Physical Disability Barriers, Philip Young P. Hong, Hayley Sneiderman Stokar, Sangmi Choi

The purpose of this research is to investigate the process of psychological empowerment by way of examin- ing the effects of perceived employment barrier on employment hope, and employment hope on economic self-suffi- ciency. A structural equation modeling analysis was used with a sample of 517 participants in a job readiness program of a community-based social service organization in Chicago. Results indicate that employment hope mediates the path between perceived barriers and economic self-sufficiency. Findings provide preliminary evidence to support an em- powerment-based approach to rehabilitation, promoting self-sufficiency among people with physical disabilities using interventions that address employment barriers and …

Last week, Education Week released their 20th annual Quality Counts report. This year’s report discusses school accountability and examines state and federal accountability policies. It also grades the nation and each state on academic performance and outcomes. Overall, Arkansas received a C– and was ranked 41st among the 50 states. This policy brief examines Arkansas’ rank in each category of the report as well as the quality of the report itself.

Managing User Delay With A Focus On Pedestrian Operations, Andrew Kading

Across the U.S, walking trips are increasing. However, pedestrians still face significantly higher delays than motor vehicles at signalized intersections due to traditional signal timing practices of prioritizing vehicular movements. This study explores pedestrian delay reduction methods via development of a pedestrian priority algorithm that selects an operational plan favorable to pedestrian service, provided a user defined volume threshold has been met for the major street. This algorithm, along with several operational scenarios, were analyzed with VISSIM using Software-In-The-Loop (SITL) simulation to determine the impact these strategies have on user delays. A Decision Model For Recommending Which Building Occupants Should Move Where During Fire Emergencies, Norman E. Groner

This paper describes a decision model for managing the movement of building occupants during fire emergencies. Currently available guidance from standard practice, egress modeling, codes and the re-search literature, is too general to provide much help to persons charged with the responsibility of where groups of occupants should be located given a fire scenario. The occupant movement decision model described in the paper uses three basic yes–no questions to divide building occupants into groups during a fire emergency.
