After a decade of Soviet occupation in Afghanistan and the resulting internal conflict, the removal of explosive remnants of war (ERW) became a complicated issue. Systematic clearance of ERW was difficult to establish due to the volatile security situation and an inability to regulate clearance work. However, due to collaboration between the United Nations and Afghan nongovernmental organizations, mine clearance operations were successfully established in Afghanistan in the 1990s.

In 2013 and 2014, the Center for International Stabilization and Recovery at James Madison University led a project funded by the U.S. Department of State’s Office of Weapons Removal and Abatement (PM/WRA) to provide explosive remnants of war risk education to Syrian refugees living in urban areas of northern Jordan. At the time, it was unclear whether the hundreds of thousands of Syrians fleeing the civil conflict and seeking refuge in neighboring countries would be able to return home in the near future, but there was still significant hope this would happen.

Unable to be physically present in Syria due to ongoing conflict, DanChurchAid (DCA) is collaborating with a network of journalists and activists in order to assess the need for risk education in the country. By framing its risk education curriculum and strategies around this information, DCA’s mine action initiatives are tailor-fit for the hard-to-reach populations of war-ravaged Syria.

Until recently, the mine action and broader humanitarian disarmament community have relied on ORDATA for ordnance information. However, the Geneva International Centre for Humanitarian Demining, James Madison University and software-development company Ripple Design developed a novel aid to using ORDATA: the Collaborative ORDnance data repository (CORD). Representing a significant update to the data set, CORD is an ordnance-identification system featuring Web 2.0 concepts that allow individual users to contribute updates to the data.

After Hungary formally closed its border with Serbia on 15 September 2015, refugees fleeing conflict in the Middle East, Central Asia and Northern Africa have turned next to Croatia as a gateway to reach countries such as Sweden and Germany. The influx of refugees traversing the areas near the Croatia-Serbia border has raised concerns that refugees will encounter residual landmine contamination in Croatia as they make their way to Slovenia and Hungary. Territorial Defense Strategies In The Northern Cardinal (Cardinalis Cardinalis): Who Is The Bigger Threat?, Kaylee M. Gentry

This thesis examines the use of defensive strategies in relation to territories year round in the northern cardinal (Cardinalis cardinalis). Responses to recorded neighbor song and stranger song playback from the middle of a focal male’s territory were measured. This allowed for an estimation of aggression in both the winter and spring seasons. Each focal male was subjected to both treatments (stranger song and neighbor song). Males were more responsive over-all to neighbor song playback, however in the winter months, persistence of response to neighbor song playback increased. An extensive cultural resources document for the Eel River Estuary Preserve was prepared in 2014 to identify resources within the initial project area. With new project proposals and an expanded Area of Potential Effect (APE), several additional structures were surveyed. This addendum looked at three barns and a house, none of which will be affected by proposed projects. They were surveyed because they fall within the expanded APE.

The purpose of this study is to examine the administrative style used in New York State (NYS) counties for administering two needs-based federal programs: Supplemental Nutrition Assistance Program (SNAP) and Temporary Assistance for Needy Families (TANF). Needs-based federally-funded policies have significant implications for public administration and intergovernmental relations because these programs involve public servants in the determination and delivery of services of federally-mandated programs which states deliver through a variety of models (state, county, or contracting with private or nonprofit agencies). Philippe Van Leeuw and Kivu Ruhorahoza’s cinema proposes an esthetic and ethical gaze that distances itself from the historic realism that defines the majority of the films on the genocide against the Tutsi in Rwanda. By conferring an unprecedented eloquence to different types of silence and by maintaining viewers in a concerted state of ignorance, both filmmakers question societies’ will to know within the legacy of genocide and their willingness to culturally acknowledge the traumatic resonance of its aftermath.

Social media platforms facilitate the emergence of citizen communities that discuss real-world events. Their content reflects a variety of intent ranging from social good (e.g., volunteering to help) to commercial interest (e.g., criticizing product features). Hence, mining intent from social data can aid in filtering social media to support organizations, such as an emergency management unit for resource planning. However, effective intent mining is inherently challenging due to ambiguity in interpretation, and sparsity of relevant behaviors in social data. Many policies and programs have relevance to intimate partner violence (IPV), such as no-drop policies, firearm-related policies, mandatory reporting, mandatory arrest, and others. IPV affects persons from a multitude of demographics and statuses. Dating violence has its mark on college campuses. The present research studies both attitudes toward IPV and attitudes toward interventions that pertain to IPV. Attitudes toward IPV have been found to relate to a number of explanatory variables: attributions, socioeconomic status, age, class standing, race/ethnicity, religion/spirituality, attitudes toward gender, violence in the family of origin, and previous IPV histories. The vintage political business cycle framework of Nordhaus (1975) represents the idea that the macroeconomic business cycle is manipulated opportunistically by an incumbent government to achieve re-election. A key assumption in this prototypical framework is that voters discount their memories about unemployment and inflation at a constant rate. Yet starting with Ebbinghaus (1885) and Jost (1897), a large body of research in psychology documents an empirical regularity that has come to be known as Jost's Second Law of Forgetting-individuals discount recent memories at a higher rate compared to the rate at which they discount older memories.
