Calling All Actors: A Holistic Framework For Tackling Supply-Side Proliferation, Christopher Hobbs, Elisabeth Young

International Journal of Nuclear Security

This article proposes a new holistic framework for tackling supply-side proliferation, based on a mix of punishments, incentives, and new normative standards (PIN) that could be taken by industry. After outlining a brief history of illicit nuclear trade, highlighting the increasingly sophisticated strategies adopted by proliferators, we explore in detail the PIN framework. We argue that to meet this challenge, industry must adopt behavior that goes beyond compliance with current regulations, particularly in the area of due diligence and information sharing.

Ukraine At The Fulcrum: A Nuclear House Of Cards, Natalie Manaeva Rice, Dean P. Rice, Howard L. Hall

International Journal of Nuclear Security

The foundation of preserving and enhancing global nuclear security rests on three fundamental pillars: nuclear disarmament; preventing further proliferation of nuclear weapons; and international cooperation aimed at safeguarding nuclear materials. Today, experts argue that the recent decision of Russian president Vladimir Putin to cut cooperative efforts to secure nuclear materials are placing in peril the future of international efforts to promote global nuclear security. We argue that in addition to the clear erosion of the third pillar of nuclear security, there are more threatening ramifications resulting from the recent actions of Russia in Ukraine.

The scheme that carved world order during the Cold War was a pitched battle for 'containment' against burgeoning communism. In turn, rationality gave way to the threat of catastrophic nuclear force as the basis of stability. To combat the threat of nuclear terrorism, the Domestic Nuclear Detection Office (DNDO) was established within the U.S. Department of Homeland Security to focus efforts on developing and enhancing radiological and nuclear detection and national technical nuclear forensics capabilities. With respect to nuclear detection, we at DNDO, in concert with interagency partners, are developing and enhancing a multi-faceted, layered, defense-in-depth framework to make prohibitively difficult the importation, possession, storage, development, transportation, or use of nuclear or other radioactive material that is out of regulatory control. Foreign civilian nuclear start-ups have an increasing number of international partners capable of supplying fuel cycle technologies. The desire to prevent the spread of dual-use enrichment and reprocessing technology by asking partner states to rely on international fuel markets is a major obstacle for US negotiating civilian nuclear trade agreements, leading to delays. US participation in emerging nuclear markets is being undercut by foreign competition, leading to decreasing economic competition and influence in international nonproliferation issues. King V Burwell: Subsidizing Us Health Insurance For Low- And Middle-Income Individuals, Lawrence O. Gostin, Mary C. Debartolo, Daniel Hougendobler

In King v. Burwell, the U.S. Supreme Court once again saved the Affordable Care Act (ACA) by upholding subsidies (tax credits) offered to low- and middle-income individuals for insurance bought on federal exchanges. A contrary opinion would have put at risk health insurance for 6.4 million Americans and threatened to destabilize insurance markets for millions more.

The ACA is supported by four interlocking reforms, each of which are necessary to realize its promise of expanding health care coverage: (1) guaranteed issue (prohibiting discrimination based on pre-existing conditions), (2) community rating (barring insurers from imposing higher premiums based on health …

Higher incidences of academic deficiency resulting from previous adverse circumstances in the home environment were investigated. A review of Bronfrenbrenner's Ecological Systems Theory illustrated the impact of the home environment on a child's development which can greatly influence academic achievement in later years. A vast collection of literature was compiled and presented to shed insight on implications surrounding adverse home environments. The current study examined associations between college students' retrospective ratings using the validated Risky Family Questionnaire and their concurrent academic achievement. Traditional education routes are not always an appropriate fit for students, particularly those with Emotional/Behavioral Disabilities (EBD). With limited academic, social, and self-determination skills, often times upon leaving high school these individuals do not attend or are not successful in a college setting, and seek vocational studies instead. As such, in the interest of fostering success in this population, the current study looks at curriculum requirements, across states, for vocational studies to see if coursework is present which addresses the aforementioned short comings in individuals with EBD.
