Two years ago, the Supreme Court determined that voter discrimination is a thing of the past. The Court's decision to gut the 1965 Voting Rights Act ensures that this summer's 50thanniversary commemoration is an ironic one.
We needed the legislation in 1965, the Court argued in its 2013 decision in Shelby County v. Holder, which struck down the formula that made the act enforceable, but we don't anymore. [excerpt]

Health services researchers face growing clinical and policy imperatives for estimating how the effectiveness of medical and public health interventions vary across patients, population groups, and community settings. Recent advances in local instrumental variables estimation techniques allow for the estimation of person-specific and community-specific treatment effects in the presence of unobserved heterogeneity. This presentation explores examples from both medicine and public health following the local IV methods developed by Basu et al. (2013).

Numerous barriers exist when attempting to provide culturally appropriate substance use disorder (SUD) treatment to persons who are Deaf, including a lack of accessible community-based treatment providers. To address these barriers, the Deaf Off Drugs and Alcohol (DODA) Program has provided culturally and linguistically appropriate cessation and recovery support services via a telemedicine program to Deaf individuals who are clinically diagnosed with a SUD. This study was conducted to assess whether an online SUD treatment program, such as DODA, is an effective way to serve the Deaf population, which is underserved due to communication and other cultural barriers. Parents of children with hearing loss often struggle to obtain appropriate psychological evaluations due to a shortage of psychologists with appropriate training and experience. In an effort to fill this void, the Minnesota Department of Human Services, Deaf and Hard of Hearing Services Division (DHHSD) has been awarding a state grant since 1998 (except 2010-2012 due to budget constraints) to support programs that provide culturally affirmative psychological assessments to this population. This article provides a summary of the history of the programs supported by this state grant, the current program model and recommendations to other parties that may be considering …

Metamemory processes depend on different factors across the learning and memory time-scale. In the laboratory, subjects are often asked to make prospective feeling-of-knowing (FOK) judgments about target retrievability, or are asked to make retrospective confidence judgments (RCJs) about the retrieved target. We examined distinct and shared contributors to metamemory judgments, and how they were built over time. Eye movements were monitored during a face-scene associative memory task. At test, participants viewed a studied scene, then rated their FOK that they would remember the associated face. This was followed by a forced choice recognition test and RCJs. Over the last decade, humanitarian and development work has expanded to increasingly complex environments where the number of people in need rises indefinitely, while resources are either inadequate, or remain too scarce, to meet their needs. With donors demanding more measurable results, more robust monitoring, and more detailed data, these trends challenge civil society organizations (CSOs) to improve their performance and work with greater effectiveness and efficiency.

Coal Mining And The Resource Curse In The Eastern United States, Stratford Douglas, Anne Walker

We measure the effect of coal resource sector dependence on long run income growth using the natural experiment of coal mining in 409 U.S. counties that are selected for homogeneity. Using a panel data set (1970-2010), we find a one standard deviation increase in resource dependence is associated with an estimated 0.6 percentage point drop in annual growth rates of per capita personal income. We also measure the extent to which the resource curse operates through disincentives to education, and find significant effects, but results indicate that this education channel explains only perhaps 25% of the curse.

Objective: A significant number of parents delay or refuse vaccinating their children. Incidental exposure to vaccine information (i.e., scanned information) may be an important contributor to anti-vaccine sentiment. This study examines the association between scanned information, trust in health information sources and vaccine safety concerns among African American, Mexican American, and non-Hispanic White women.
Methods: Women (N=761) in Los Angeles County were sampled via random digit dial and surveyed regarding use of and trust in health information resources and vaccine safety concerns.

For millions of gamers and students alike, city building games (CBGs) like SimCity and the more recent Cities: Skylines present a compelling initial introduction to the world of urban planning and development. As such, these games have great potential to shape players’ understanding and expectations of real urban patterns and processes. In this article I argue that, despite the fundamental role of agency in CBGs and other sandbox type games, players are constrained by the developers’ assumptions and biases regarding how cities ought to look and function. The Effect Of Health Insurance On Workers' Compensation Filing: Evidence From The Affordable Care Act's Age-Based Threshold For Dependent Coverage, Marcus Dillender

This paper identifies the effect of health insurance on workers' compensation (WC) filing for young adults by implementing a regression discontinuity design using WC medical claims data from Texas. The results suggest health insurance factors into the decision to have WC pay for discretionary care. The implied instrumental variables estimates suggest a 10 percentage point decrease in health insurance coverage increases WC bills by 15.3 percent. Despite the large impact of health insurance on the number of WC bills, the additional cost to WC at age 26 appears to be small as most of the increase comes from small bills.

The BP Deepwater Horizon oil spill is recognized as the largest marine oil spill in U.S. history. In this article, we examine the impact of the BP oil spill on directly affected commercial fishers and indirectly affected residents of the greater New Orleans metropolitan area. A sample of 148 participants responded to an open-ended question on the impact of the oil spill on self, family, and their community at least 12 months after the oil spill began. In Australia, standards have assumed unprecedented prominence in education policy relating both to classroom practice and to teacher preparation and career progression. Given the increasing numbers of international social work students in the United States, it is incumbent upon social work faculty to understand their needs for appropriate support as they adjust to life as foreign-born students. This paper has two main goals. First, we discuss contributions and challenges faced by international social work students. Second, as a form of support, we propose a mentoring approach pairing retired social work professionals with international social work students and argue that this may provide a mutually beneficial experience for both. The various post-colonial armed conflicts bedeviling Third World States have claimed numerous lives and properties, drained its resources, displaced millions and have put the territory’s development move on the reverse gear. This thesis, from the theoretical perspective of Third World Approaches to International Law (“TWAIL”) is a contribution to the various on-going discussions on the roles that colonialism played in triggering bitter conflicts, confusion, and unhealthy rivalries amongst Third World peoples.
