Controlling Episodic Air Pollution With A Seasonal Gas Tax: The Case Of Cache Valley, Utah, Leo A. Moscardini, Arthur J. Caplan

Using daily data spanning 10 years, we establish a statistical relationship between episodic particulate-matter (PM2.5) concentrations and vehicle trips in Cache Valley, Utah, and estimate an average gas-price elasticity for the region. We also estimate the benefits and costs associated with a seasonal gas tax set to reduce vehicle trips during the winter-inversion season and thereby lower health costs through concomitant decreases in the PM2.5 concentrations. We find a strong positive relationship between vehicle trips reduced and associated reductions in PM2.5 concentrations. Enabling design tools and inclusive information processes support planning and building organizational communication systems for evidence based inquiry and continuous team learning. In this North American example, international researchers’ contributions illustrate the efficacy of introducing theory from Australia and methods from Sweden to re-invent an academic library. To initiate transformative change at the University of Colorado Denver, Scandinavian participation design practices guided co-creation of shared vision and systems purpose.. The Affordable Care Act and larger economic forces are leading both health care providers and public health agencies to renegotiate their roles and responsibilities within the U.S. health system. This session reviews major changes occurring in both health care and public health delivery systems, with a focus on the implications for cancer prevention and control. The information infrastructure created by cancer registries and other health information systems are increasingly important for enabling greater coordination, alignment and accountability within the nation's changing delivery systems.

Homo naledi is a previously-unknown species of extinct hominin discovered within the Dinaledi Chamber of the Rising Star cave system, Cradle of Humankind, South Africa. This species is characterized by body mass and stature similar to small-bodied human populations but a small endocranial volume similar to australopiths. Cranial morphology of H. naledi is unique, but most similar to early Homo species including Homo erectus, Homo habilis or Homo rudolfensis. While primitive, the dentition is generally small and simple in occlusal morphology. H. naledi has humanlike manipulatory adaptations of the hand and wrist. Tug-of-war is a multi-battle contest often used to describe extended interactions in economics, management, political science, and other disciplines. While there has been some theoretical work, there is scant empirical evidence regarding behavior in a tug-of-war game. To the best of our knowledge, this paper provides the first experimental study of the tug-of-war. The results show notable deviations of behavior from theory. In the first battle of the tug-of-war, subjects exert fewer resources, while in the follow-up battles, they exert more resources than predicted. In this paper we consider certain measure of location-based estimators (MLBEs) for the slope parameter in a linear regression model with a single stochastic regressor. The median-unbiased MLBEs are interesting as they can be robust to heavy-tailed samples and, hence, preferable to the ordinary least squares estimator (LSE). Two different cases are considered as we investigate the statistical properties of the MLBEs. In the first case, the regressor and error are assumed to follow a symmetric stable distribution. In 1991 hope reigned in Ethiopia. There was a peaceful transition of governments after a long period of civil strife. The main guerrilla movements in Ethiopia, the TPLF and the EPLF emerged from the war as brothers-in-arms ready to embark on a new era of peace and prosperity. Just seven years later, Eritrea invaded Ethiopia and a war ensued that cost 70,000 lives and did incalculable damage. This paper explores the economic relations between the two countries to show their significance in the eruption of the Ethiopian-Eritrean War.

This paper is an analysis of the recent use of veneered stone walls in the contemporary retail landscapes of the Bluegrass. These walls have been used in conjunction with other elements of the region’s landscape symbol vocabulary to re-create the equine landscape of Central Kentucky in commercial spaces. They seek to evoke the region’s symbolic landscape of wealthy horse estates, utilizing their inaccessibility to elicit an associative attitude of aspiration in the shopper. The present research builds on the extensive literature in the field of peer victimization. Specifically, it examines whether friendship acts as a buffer in the relation between implicit socio-cognitive biases and peer victimization among 82 children ages 9-13. Children completed two implicit measures of victimization in order to detect cognitive biases in socioemotional processing among chronically victimized children. Levels of friendship quality were assessed and shown to have a main effect on peer victimization indices. The emotional Stroop task related negatively to peer victimization, indicating a cognitive avoidance of emotionally-salient stimuli. The IAT and peer victimization were related such that …

The Anchor began in 1887 and was first issued weekly in 1914. Covering national and campus news alike, Hope College’s student-run newspaper has grown over the years to encompass over two-dozen editors, reporters, and staff. For much of The Anchor's history, the latest issue was distributed across campus each Wednesday throughout the academic school year (with few exceptions). In recent years The Anchor moved to monthly print issues and a more frequently updated website. The Anchor is now published in print twice per academic semester. Occasionally, the volume and/or issue numbering is irregular.

Math anxiety is a negative emotional reaction that is characterized by feelings of stress and anxiety in situations involving mathematical problem solving. High math-anxious individuals tend to avoid situations involving mathematics and are less likely to pursue science, technology, engineering, and math-related careers than those with low math anxiety. Math anxiety during childhood, in particular, has adverse long-term consequences for academic and professional success. Identifying cognitive interventions and brain mechanisms by which math anxiety can be ameliorated in children is therefore critical. Here we investigate whether an intensive 8 week one-to-one cognitive tutoring program designed to improve mathematical skills reduces …

Analysis of the relationship between evapotranspiration (ET) and its natural and anthropogenic drivers is critical in water-limited basins such as the Nile. The spatiotemporal relationships of ET with rainfall and vegetation dynamics in the Nile Basin during 2002–2011 were analyzed using satellite-derived data. Non-parametric statistics were used to quantify ET-rainfall interactions and trends across land cover types and subbasins. We found that 65% of the study area (2.5 million km2) showed significant (p < 0.05) positive correlations between monthly ET and rainfall, whereas 7% showed significant negative correlations. As expected, positive ET-rainfall correlations were observed over natural vegetation, mixed croplands/natural vegetation, and croplands, with a few subbasin-specific exceptions. In particular, irrigated croplands, wetlands and some forests exhibited negative correlations. Trend tests revealed spatial clusters of statistically significant trends in ET (6% of study area was negative; 12% positive), vegetation greenness (24% negative; 12% positive) and rainfall (11% negative; 1% positive) during 2002–2011. The Nile Delta, Ethiopian highlands and central Uganda regions showed decline in ET while central parts of Sudan, South Sudan, southwestern Ethiopia and northeastern Uganda showed increases. Except for a decline in ET in central Uganda, the detected changes in ET (both positive and negative) were not associated with corresponding changes in rainfall. Detected declines in ET in the Nile delta and Ethiopian highlands were found to be attributable to anthropogenic land degradation, while the ET decline in central Uganda is likely caused by rainfall reduction.

It is the year of grandfamilies in our nation’s capital. Not since the mid-1990s has there been so much activity among federal lawmakers and policymakers to try to help all grandfamilies, both those within and outside the foster care system. In August 2015, a major piece of legislation was introduced in Congress, which would make holistic reforms to our nation’s child welfare financing system. For the first time, child welfare funds could be used to provide supportive services to parents and grandfamilies outside the system, so children do not have to enter it. For those children who are removed from …
