The first comprehensive report from Greater Portland Pulse was entitled The Path to Economic Prosperity: Equity and the Education Imperative. Published in July 2011, that report summarized the findings from the initial benchmarking of desired outcomes articulated by stakeholders and tracked on Greater Portland Pulse. The purpose of this briefing is to update some of the findings from the July 2011 report.

Optimal Product Variety In Radio Markets, Steven T. Berry, Alon Eizenberg, Joel Waldfogel

A vast theoretical literature shows that inefficient market structures may arise in free entry equilibria. Previous empirical work demonstrated that excessive entry may obtain in local radio markets. Our paper extends that literature by relaxing the assumption that stations are symmetric, allowing instead for endogenous station differentiation along both (observed) horizontal and (unobserved) vertical dimensions. We find that, in most broadcasting formats, a social planner who takes into account the welfare of market participants (stations and advertisers) would eliminate 50%–60% of the stations observed in equilibrium. Long Term Effects Of “Prosperity In Youth” On Consumption: Evidence From China, K. Sudhir, Ishani Tewari

We test for the long-term impact of experiencing “prosperity in youth” (PIY) on non-traditional category consumption. Using unique twenty-year panel data of individuals from nine Chinese provinces with varying levels of per-capita GDP and rates of per-capita GDP growth, we find robust evidence for the PIY effect. We find both a direct effect of one’s own prosperity and an indirect effect of the prosperity of one’s province during youth on long-term consumption. In particular, the indirect PIY effect is driven more strongly by individuals with low incomes during youth — suggesting that norms and aspirations created by the consumption of …

Wisconsin School For Girls Inmate Record Books: A Case Study Of Redacted Digitization, Eric Willey, Laura Farley

The Wisconsin School for Girls collection housed in the Wisconsin Historical Society (WHS) archives contains a variety of documents from the institution’s period of operation. Inmates who were admitted to the institution were predominately juvenile females at the time of the records’ creation; because of this, the contents of the records are protected by Wisconsin state statutes, which mandate restricted access for patrons as well as limitations on the use of the information contained within the records. This article examines how the restrictions on the collection continue to protect the privacy of the inmates and their descendants, what procedures WHS …

This article contends that information literacy should be considered a standard component in a 21st century liberal education. It explores the role of libraries and librarians within this context while contrasting the "Google it" mentality with deep researching and critical thinking about information and the information-seeking process, both in libraries and in the free online environment.

In response to suggestions that Deleuze and Guattari are the “enemy” of companion species, this essay explores the tension between Donna Haraway’s attacks against Deleuze and Guattari and their philosophy of becoming animal. The essay goes on to contextualize Deleuze and Guattari’s statements against pet owners through a discussion of the psychoanalytical refiguration of desire and shows how their ostensible attack against pet owners fits into their larger critique against capitalism. The essay illustrates why Deleuze and Guattari and Haraway are more in agreement than first meets the eye, finding commensurability through Haraway’s early work on embryology. Becoming animal does …

The housing crisis and the debate about rent control should result in a beneficial change to the regulation of the sector but the opportunity could be lost for want of clarity of thinking about the nature of rent certainty and the distinction between it and rent control. At present rent is regulated by the Residential Tenancies Act 2004 (RTA 2004) which provides that rent can only change once a year and cannot be more than the market rent. WITH all eyes on Ireland’s homelessness crisis, rising rental costs and an undersupply of newhousing on the market, people ask where the rising demand for homes is coming from. By concentrating on the economic and construction aspects of housing, many people miss the hugely important demographic aspect. Housing is and always will be about people. Brian Hughes, of the government’s Central Statistics Office (CSO) expert group, and Declan Redmond and Brendan Williams of University College Dublin have identified the four main drivers of housing demand—and they’re not what you’d think.

As in many democratic societies, there is a perception by some that the youth of South Africa are apathetic to issues related to politics and government. Between 2003 and 2013 the Fiske Center for Archaeological Research at the University of Massachusetts Boston conducted an intensive investigation of the Sarah Burnee/Sarah Boston Farmstead on Keith Hill in Grafton, Massachusetts. The project employed a collaborative method that involved working closely with the Town of Grafton, through the Hassanmesit Woods Management Committee, and the Nipmuc Nation, the state recognized government of the Nipmuc people. Yearly excavation and research plans were decided through consultation with both the Nipmuc Tribal Council, their designated representative, Dr. D. Rae Gould, and the Hassanamesit Woods Management Committee. Dr. Gould also played a continuous and …

Family violence is a serious issue that affects women in Saudi Arabia. In response to cultural acceptance of violence between spouses in Saudi Arabia, the government issued its first law criminalizing domestic violence in 2013. The Protection from Abuse Act was proposed to improve protection for women and to punish the abusers, but several articles in the Act may reduce its effectiveness. Issuing laws prohibiting domestic violence cannot by itself protect women. Women should be protected under family law by preserving their rights to marry, divorce, obtain custody of children, and receive alimony. This dissertation will study the issue of …

This paper will report on the implementation of a laptop loan project at Georgia Piedmont Technical College (GPTC). The program, initiated by the college president, is a joint project between the Learning Resource Centers (libraries) and the Office of Information Technology (OIT), designed to provide an off-campus computing solution for students without home access to computers. Refurbished laptops were provided by the OIT for checkout and check-in by the LRCs and maintenance by the student IT help desk (Hub).
