This case study describes how the digital literacy acquisition program in a rural community was sustained through formal and informal connections across a variety of organizations and community institutions. The case study describes the setting, the details of how tutor facilitated, self paced learning was organized, and the various ways connections were made across organizations. Five types of connections are identified: formal top-level partnerships, local connections, library/workforce partnership, school/workforce connections, informal community connections, and lab coordinator/tutor/learner connections. This case study investigates the digital literacy acquisition process for learners within a corrections setting. The digital literacy program was part of the reentry program available to some individuals approaching their release date. The case study describes the lab within a prison, and details of how mentor-facilitated, self-paced learning was organized. Examination of the learner path in a corrections setting highlights how learners perceived the relevance of digital literacy in their lives; how they overcame their fears of computers or technology and their self-confidence grew; and potential changes in their self-identity, which often led to imagining new and different possible …

Drawing on a song by Romanian blues rock singer and satirist Alexandru Andrieș, Transport în comun, we argue that both listeners and metaphor researchers must sometimes assume that a metaphor has been deliberately used and transformed in order to make sense of a metaphorical story, particularly when the metaphor is embedded in a particular cultural and political context. On the face of it Transport în comun is a song about seeking love, but it opens with a decidedly unromantic metaphor, “women are buses,” then develops this song into a story that is intelligible only on the assumption …

This study extends Uses and Gratifications theory by examining the uses and gratifications of a new technological device, the tablet computer, and investigating the differential uses and gratifications of tablet computers across the life-span. First, we utilized a six-week tablet training intervention to adapt and extend existing measures to the tablet as a technological device. Next, we used paper-based and online surveys (N=847), we confirmed four main uses of tablets: 1) Information Seeking, 2) Relationship Maintenance, 3) Style, 4) Amusement and Killing time, and added one additional use category 5) Organization. This article investigates that relationship between e’gao (parody using web-based media) and Chinese civil participation. E’gao (恶搞 EUH-gow) uses videos, images, and text based campaigns that use humor to remove fear of political commentary and action. By detailing the development of China’s internet use, and the creation of the e’gao movement, I argue that e’gao removes the fear of participating in campaigns and movements, which criticize government policy and actions on both local and state levels, by using humor and anonymity of large online numbers. At 8:15 am on August 6^th, 1945, the world and the way in which we fight wars changed forever. Immediately following the drop of the Little Boy atomic bomb, the city of Hiroshima was decimated, leaving the surviving citizens to deal with poverty, starvation, loss of loved ones, and utter destruction of their lives. After the bombing, survivors were left with burns, radiation poisoning, and physical scars. Unknown to the survivors of the atomic bombings, or Hibakusha, were the ensuing psychological and emotional damages. In 2014, we know more about traumatic experiences than in 1945. Studies from …

Purpose Examine trends in law enforcement and corrections related to the possession and sale of marijuana in Nebraska in the first full year of recreational legalization in Colorado. County Group and Statewide Comparison According to the testimony of county and state officials in September 2014, counties along the border, in the panhandle, and along the I-80 corridor should be the hardest hit by increases in marijuana arrests, jail admissions and associated costs. Adolescent exposure to violence and substance use are both public health problems, but how neighborhood context contributes to these outcomes is unclear. This study uses prospective data from 1416 adolescents to examine the direct and interacting influences of victimization and neighborhood factors on adolescent substance use. Based on hierarchical Bernoulli regression models that controlled for prior substance use and multiple individual-level factors, exposure to violence significantly increased the likelihood of marijuana use but not alcohol use or binge drinking. There was little evidence that community norms regarding adolescent substance use influenced rates of substance use or moderated the impact of …

Given that enlistment in the U.S. military is completely voluntary, there has been a great deal of interest in identifying the various factors that might explain why some people join the military, whereas others do not. The current study expanded on this line of literature by estimating the extent to which genetic and environmental factors explained variance in the liability for lifetime participation in the military. Analysis of twin pairs drawn from the National Longitudinal Study of Adolescent to Adult Health (Add Health) revealed that 82% of the variance was the result of genetic factors, 18% of the variance was …

This paper investigates the time-inconsistency problem of labor taxes in an economy with balanced-budget policies and no capital taxes. With full commitment, we show that Ramsey labor taxes change with the cost of distortionary taxation and with the cost of not being able to tax capital. We numerically show that these make labor taxes increasing over time. With limited commitment, we find that this time-inconsistency problem leads to underprovision of public consumption. For our baseline parameter values, we find that imposing carefully chosen bounds on labor taxes as constitutional constraints can be optimal. While our proposed bounds sustain the Ramsey …

This paper examines a dynamic stochastic economy with a benevolent government that cannot commit to its future policies. I consider equilibria that are timeconsistent and allow for history-dependent strategies. A new numerical algorithm is developed to solve for the set of equilibrium payoffs. For a baseline economy calibrated to the U.S. economy, the capital income tax with the highest social welfare is slightly procyclical, while the labor income tax is countercyclical. Compared with the data, this equilibrium provides a better account of the cyclical properties of U.S. tax policy than other solutions that abstract from history dependence. The welfare cost …

Buffering Role Of Perceptions Of Work-Life Balance On The Relationship Between External Obligations And Health, Benedict J. Fern, Lisa Leahy Scherer

The study proposed that perceptions of work-life balance (WLB) among employed college students is a critical antecedent of student health. We also predicted and found evidence suggesting that how students perceive their life demands influences WLB, with WLB being enhanced for those perceiving life-demands positively and being undermined for those with negative views of their life demands. In this online study of 119 working college students, we found that WLB completely mediated the effect of external obligations on health. Specifically, health outcomes were higher among employed students when they perceived their external obligations as providing balance in their lives.

Beginning in October 2013 the Rehabilitation Engineering Research Center for Wireless Technologies¹ surveyed the public (with emphasis on people with disabilities) to assess the awareness and understanding of Wireless Emergency Alerts. The survey ended in February of 2014.

A total of 1,818 people responded to the English version of the survey and 12 responded to the Spanish version of the survey, for a total of 1,830 respondents. An ever-increasing volume of social media data facilitates studies into behavior patterns, consumption habits, and B2B exchanges, so called Big Data. Whilst many tools exist for platforms such as Twitter, there is a noticeable absence of tools for Facebook-based studies that are both scalable and accessible to social scientists. In this paper, we present FBWatch, an open source web application providing the core functionality to fetch public Facebook profiles en masse in their entirety and analyse relationships between profiles both online and offline. In this thesis, the challenges of defining, refining, and applying well-being as a progressive management indicator are addressed. This work's implications and contributions are highly relevant for service research as it advances the integration of consumer well-being and the service value chain. It also provides a substantial contribution to policy and strategic management by integrating constituents' values and experiences with recommendations for progressive community management.
