Plyler Children: 21st Century Challenges With Judicial-Policy Implementation Affecting Immigrant Children In New Jersey, Christine T. Brenner, Kirk A. Leach, David Tulloch
Journal of Public Management & Social Policy
Denying unauthorized immigrant children access to a free public education through incomplete judicial policy implementation may lead to an illiterate underclass. Communicating, implementing, and enforcing Plyler v. Doe school registration documentation requirements continue to be difficult at the district level. In 2008, an ACLU study in New Jersey found that 187 of 516 school districts were mandating inappropriate documentation from parents registering their children. Separation of powers requires that executive agencies proactively implement transformative judicial decisions.

Myers Northern Virginia Community College Berhanu Mengistu Old Dominion University The growing presence and transient nature of for-profit higher education institutions in the United States (US) pose governance and regulatory challenges for bureaucratic structures, legislatures and non-profit postsecondary institutions. One such challenge is the perceived lack of governance and regulation of for-profit higher education institutions. Representation And Hispanic School Boards In North Central Texas: Confirming A Lack Of Representation, Abraham David Benavides, Fernando Medina
Journal of Public Management & Social Policy
This paper provides an overview of representation as defined by scholars and applies their theories to school boards. The paper presents a study of 156 school districts in the North Central Texas region to reveal the degree of Hispanic school board representation in two educational regions. The study includes an overview of the number of seats on each school board; Hispanic school board membership and percentages; Hispanic student enrollment in each district, and the percentage of Hispanic students in each district. The study concludes that Hispanic children are underrepresented.

Significant changes in employee demographics and values and the nature of public service employment have impacted personnel administration. This study evaluates the impact of both gender and race on the assessment of current HRM practices and reforms at the local level of government. Results from a national survey are assessed in order to enhance the field’s understanding of whether differences in administrative perceptions and values attributed to these two factors have the potential to translate in HR policy positions that continue to embrace or strive to transcend traditional public personnel management. The Obama administration created the Office of Faith-Based and Neighborhood Partnerships and related Centers throughout federal agencies. Their aim is to help cultivate relationships between the interfaith community and government in communities around the United States. One such effort, Together for Tomorrow, seeks to facilitate partnerships to strategically deploy volunteers to lift up schools and students in low-income communities. The partnership involves federal offices, national service through AmeriCorps VISTA, local government agencies, nonprofit organizations, and faith organizations—a “multi-flavored wedding cake.” This article reports on the theoretical and observed enactment of the first-in-the-nation pilot project of Together for Tomorrow, suggests lessons, …

Facilitating College Success Among Emerging Hispanic Serving Institutions: Multiple Perspectives Yield Commonly Shared Diversity Goals, Susan T. Gooden, Kasey J. Martin

Although colleges must have a full‐time Latino student enrollment of at least 25 percent to federally qualify as a Hispanic Serving Institution, colleges with a Latino student enrollment of 15‐24 percent are commonly referred to as “Emerging Hispanic Serving Institutions.” As more community colleges approach such Latino student enrollment percentages, the changing demographic presents opportunities and challenges relative to diversity. It is important to equip community college administrators, all of whom are public administrators, to effectively manage their changing institutions and promote student success. Utilizing a qualitative approach, this article analyzes multiple perspectives on factors related to Latino student success. …

From a historic and genetic point of view, the Otomi of the Mezquital Valley are a frontier people that have played an important role in the making of the population dynamics of the Mexican Central Plateau. Due to their antiquity in the area, the Otomi may be bearers of ancient genetic variability, shared mainly today with other groups belonging to the Otomanguean linguistic family and with the Nahua.

Facilitated Detection Of Social Cues Conveyed By Familiar Faces, Matteo Visconti Di Oleggio Castello, J. Swaroop Guntupalli, Hua Yang, M. Ida Gobbini

Recognition of the identity of familiar faces in conditions with poor visibility or over large changes in head angle, lighting and partial occlusion is far more accurate than recognition of unfamiliar faces in similar conditions. Here we used a visual search paradigm to test if one class of social cues transmitted by faces—direction of another’s attention as conveyed by gaze direction and head orientation—is perceived more rapidly in personally familiar faces than in unfamiliar faces. We found a strong effect of familiarity on the detection of these social cues, suggesting that the times to process these signals in familiar faces …

Social work students frequently endure elevated levels of prolonged stress and psychological affliction that might result in serious consequences, such as development of burnout. Some experts suggest that burnout originates in the exposure to chronic interpersonal stressors in the work environment. Yet, there is emerging evidence suggesting that mindfulness practice might be beneficial in alleviating stress. Thus, the purpose of this exploratory study was to examine the relationship between mindfulness and burnout among Master of Social Work students. The purpose of this thesis is to explore the experiences of single fathers and their roles as primary caregiver to their children as men in society adopting traditionally feminine roles. There was one primary research question explored: How do single father's experience parenthood? This is explored through four sub questions and discussions about daily life and childrearing alone; childcare and work and family conflicts; use of services and support networks; and of particular interest, gender and the influence of masculinity. Homeless Needs Assessment
IPEC Mini-grant application for funding of UNE student project Homeless Needs Assessment. The Homeless Needs Assessment Project was designed to assess the greatest needs for people experiencing homelessness in Portland, Maine. UNE Students from several healthcare professions partnered together to provide a holistic approach to the community needs with hopes of developing and implementing intervention strategies. Goal was to conduct surveys of at least 100 homeless individuals.

The current global recession has affected almost all countries whose economies adhere to free-market principles and are involved in international money markets. Ireland, along with the majority of its European trading partners both inside and outside the eurozone has seen a sharp fall in the standard of living of its citizens in the years since the financial crisis emerged (2007 to present). In common with the almost universal international paradigm, Irish citizens have had drastic austerity measures imposed upon them. The main objective was to further unravel the experience of motivation in an expert male skydiver by investigating: (1) his general experience of motivation and perception of the dangers of skydiving; (2) his pursuit of new challenges and learning new skills as factors in maintaining motivation; (3) evidence of a mastery-based confidence frame in his motivational experience. This was a unique case study informed by reversal theory. The participant’s perception of skydiving was that it was not a risky or dangerous activity and a primary motive for his involvement in skydiving was personal goal achievement. The U.S. National Marine Sanctuary designation process is being reopened after 20 years, and coastal communities across the country are being encouraged to submit nominations. In response, there is a proposal for a new California Central Coast Marine Sanctuary, stretching from the Channel Islands to the northern tip of San Luis Obispo County. This report provides our best estimates from available and extrapolated information, of the potential economic impact on San Luis Obispo County, if this proposed National Marine Sanctuary becomes a reality.
