In September 2013, the Nebraska Broadband Initiative partnered with the Strategic Networks Group (SNG) to conduct an email survey of Nebraska businesses on their use of broadband technologies. Responses from over 800 Nebraska businesses show that broadband is being widely used and is benefitting businesses across the state. This paper will take a closer look at the re-sponses by region of the state. For this report, the re-gion boundaries are defined by the Nebraska Economic Development Districts.

The goal of this investigation was to gain greater insight into the racial attitudes and media usage behaviors of African American college students. Racial identity, internalized racial oppression, self-esteem, and media consumption were measured in a sample of African American college students (n = 59). Racial identity was measured with The Multidimensional Model of Black Identity, internalized racial oppression was measured using The Internalized Racial Oppression Scale, self-esteem was measured using the Rosenberg Self-Esteem Scale, and media consumption was measured via a researcher-designed survey. Estimates of undiagnosed diabetics are as high as 50%. Early intervention and management can reduce the complications of diabetes; however, this is possible only after the disease has been diagnosed. A review of diabetes screening literature revealed a dearth of information regarding the diabetes screening behavior of individuals. Unlike barriers to cancer screening, little is known about barriers and facilitators to diabetes screening. Previous studies show that a variety of different variables influence retail gasoline price fluctuations. In the case of El Paso, Texas, those variables would include wholesale gasoline prices, local economic conditions, weather, and, more uniquely, cross-border economic variables associated with Ciudad Juárez, Chihuahua in Mexico. To analyze the contributions of these variables to monthly price movements for gasoline in El Paso, a theoretical model is specified. From the latter construct, a reduced form equation is extracted. That specification is then expressed within an error correction framework to allow accounting for both long-run and short-run behaviors in this metropolitan economy. Results …

This work introduces a model to analyze policy making as an iterative narrative contestation process from which policy content can be forecasted. A theoretical foundation for the validity of introducing the Contested Narratives Forecast Model (CNF) as a new theoretical model for policy analysis is established using Lakatos' Methodology of Scientific Research Programs (MSRP). Moral Foundations Theory provides a framework for understanding moral judgments and behavior. With the present research, I developed a word fragment task as an implicit measure of moral foundation accessibility. In an experiment, I used this measure as a predictor of moral attitudes and behaviors toward two moral violations. Responses on this implicit measure predicted moral attitudes; however, the priming conditions did not affect responses. The failure of the primes are discussed, as well as future directions.

This Thesis examined four authoritarian regime types and their relationship with domestic terrorism. It is argued that military authoritarian regimes are more likely to experience civil strife than other forms of authoritarian regimes. In addition, this Thesis challenges the notion that multi-party authoritarian regimes and civil strife are positively correlated. This study also demonstrates the relationship between regime type and domestic terrorism when controlling for when the country is experiencing civil war. This Thesis examines the role of bilingual non-selective lexical access on sentence comprehension. According to the BIA+ model of lexical access, bilinguals have an integrated lexicon with, and activation flows automatically across both languages. This model assumes that the bilingual lexicon is fundamentally non-selective. Previous research shows that cognates, words that share form and meaning across languages, are processed faster relative to non-cognates, even in sentence contexts. However, previous research focuses primarily on processing of single lexical items. Economic growth and appliance saturation are increasing electricity consumption in Mexico. Annual frequency data from 1990 to 2012 are utilized to develop an error correction framework that sheds light on short- and long-run electricity consumption behavior in Ciudad Juarez, a large Mexican metropolitan economy at the border with the United States. The results for this study reveal that electricity is an inelastic normal good in this market. Moreover, natural gas is found to be a weak complement to electricity.
