Norwegian People's Aid Humanitarian Disarmament Strategy, Npa

Global CWD Repository

Beginning in 1992, Norwegian People’s Aid (NPA) has implemented mine action programmes in more than 40 states and territories. The strategy presented here builds on our experience, accomplishments, and lessons learned. It identifies new directions and priorities, and expands our work from mine action to broader areas of humanitarian disarmament. By ‘humanitarian disarmament’ we mean all operations and advocacy which aim to reduce and prevent harm to civilians from the impacts of weapons and ammunition. It is disarmament motivated and guided by humanitarian and development imperatives, rather than strategic national interests and international stability, and where civil society plays a …

International Campaign To Ban Landmines-Cluster Munition Coalition Annual Report 2016, Icbl-Cmc

Global CWD Repository

In 2016, the International Campaign to Ban Landmines and the Cluster Munition Coalition (ICBL-CMC) played a vital role in universalizing and promoting the implementation of the Mine Ban Treaty and the Convention on Cluster Munitions. Progress was achieved through systematic and clear articulation of state-by-state challenges and advocacy at the national and international levels, and through regular support to campaigns members by staff.

With a strong focus on reinforcing the stigma associated with the use of antipersonnel landmines or cluster munitions, the ICBL-CMC tracked the useof these weapons, providing the evidence needed to support an international outcry against instances of …

Report On The Field Test Of The Nvesd-Developed Underwater Explosives Sensor “Hammerhead” At Ordnance Reef, Hawaii, Marc D. Woodka Jan 2014

Report On The Field Test Of The Nvesd-Developed Underwater Explosives Sensor “Hammerhead” At Ordnance Reef, Hawaii, Marc D. Woodka

Global CWD Repository

The Night Vision and Electronic Sensors Directorate (NVESD) has recently developed a sensor system, named “Hammerhead,” capable of discriminating between explosives and explosive-related compounds in water at concentrations of 10-100 parts per trillion. The sensor discriminates between different compounds using a biologically inspired fluorescent polymer sensor array, which responds with a unique fluorescence quenching pattern during exposure to various explosives.1 The sensor achieves sensitivities of 10-100 parts per trillion by employing a preconcentrator upstream of the sensor inlet, which traps explosives from water flowing over it, then releases the explosives at elevated concentrations during thermal desorption. NVESD recently packaged this …

How Civil Society Represents Women: Feminists, Catholics, And Mobilization Strategies In Africa, Alice J. Kang Jan 2014

How Civil Society Represents Women: Feminists, Catholics, And Mobilization Strategies In Africa, Alice J. Kang

Department of Political Science: Faculty Publications

In recent years, civil society has risen to speak on behalf of underrepresented groups in Africa. In particular, civil society has advocated for the representation of women’s interests. Yet, relatively little is known about the full range of actors who seek the representation of women’s interests, mobilize around women’s issues, and articulate specific preferences. Some of these actors include not only feminists, but also religious activists who may clash over women’s issues. This gap in knowledge, moreover, extends to non-democratic countries. Who in civil society seeks to influence the representation of women’s interests and how, in both democratic and authoritarian …

Reshaping The Idea Of Humanitarian Intervention: Norms, Causal Stories, And The Use Of Force Carrie Booth Walling, All Necessary Measures: The United Nations And Humanitarian Intervention (University Of Pennsylvania Press 2013)., Courtney Hillebrecht Jan 2014

Reshaping The Idea Of Humanitarian Intervention: Norms, Causal Stories, And The Use Of Force Carrie Booth Walling, All Necessary Measures: The United Nations And Humanitarian Intervention (University Of Pennsylvania Press 2013)., Courtney Hillebrecht

Department of Political Science: Faculty Publications

With an ongoing human tragedy unfolding in Syria and the international community unable and unwilling to respond, Carrie Booth Walling’s All Necessary Measures reminds us that in international politics, power is “no longer simply about whose military can win but also about whose story can win.”1 That is, the narratives that shape our understanding of the causes and possible solutions of mass violence inherently shape our willingness to act. In this carefully researched and well-reasoned book, Walling argues that scholars and practitioners must take norms seriously, even in the arena of power politics.

Differences In Negativity Bias Underlie Variations In Political Ideology, John R. Hibbing, Kevin B. Smith, John R. Alford Jan 2014

Differences In Negativity Bias Underlie Variations In Political Ideology, John R. Hibbing, Kevin B. Smith, John R. Alford

Department of Political Science: Faculty Publications

Disputes between those holding differing political views are ubiquitous and deep-seated, and they often follow common, recognizable lines. The supporters of tradition and stability, sometimes referred to as conservatives, do battle with the supporters of innovation and reform, sometimes referred to as liberals. Understanding the correlates of those distinct political orientations is probably a prerequisite for managing political disputes, which are a source of social conflict that can lead to frustration and even bloodshed. A rapidly growing body of empirical evidence documents a multitude of ways in which liberals and conservatives differ from each other in purviews of life with …

Selective Versus Comprehensive Emergency Management In Korea, Kyoo-Man Ha, Hyeon-Mun Oh Jan 2014

Selective Versus Comprehensive Emergency Management In Korea, Kyoo-Man Ha, Hyeon-Mun Oh

Department of Political Science: Faculty Publications

In spite of Korean governments’ efforts, many emergency management practitioners wonder whether what is actually being practiced is selective or comprehensive management. Using a qualitative content analysis and experiences in practice, the article analyzes the barriers to selective emergency management and the paths to comprehensive emergency management via the same three management elements: stakeholders, phases of the emergency management lifecycle, and hazards and impacts. Four analytical levels are considered: central government level, industry level, community level, and household level. Korea, despite its self-praise, has to transform its selective emergency management into comprehensive emergency management in time.

Is Religion Dying? Secularization And Other Religious Trends In The World Today, Jayeel Cornelio Jan 2014

Is Religion Dying? Secularization And Other Religious Trends In The World Today, Jayeel Cornelio

Development Studies Faculty Publications

The first section offers a brief historical overview of the concept of secularization and how it has become a master narrative in thinking about religion and modernization. The master narrative, however, can be problematic and has been contested in terms of what secularization really means and whether it is indeed a linear process. To address these problems, I then present the different nuances by which the concept of secularization has been clarified and explained. But again, because of its status as a master narrative, its relevance to the vibrant state of religion in other societies has been called into question. …

Pastoral Attitudes That Predict Numerical Church Growth, David R. Dunaetz, Kenneth E. Priddy Jan 2014

Pastoral Attitudes That Predict Numerical Church Growth, David R. Dunaetz, Kenneth E. Priddy

Selected Faculty Publications

The attitudes of 92 head pastors were measured concerning 20 ministry-relevant ideas and practices, as well as information about their church’s present numerical growth. A statistical analysis found four pastoral attitudes that predict positive or negative numerical church growth. Positive predictors of numerical church growth were strong beliefs that 1) personal and corporate prayer are important and 2) transfer growth is an indicator of congregational health. Negative predictors of numerical church growth were strong beliefs in 1) the importance of preaching and 2) the importance of outreach to the community. The practical implications of these findings are discussed in light …

Gyalthang Southern Khams Tibetan: A Case Study Of Language Attitudes And Shift In Shangri-La, Simon Peters

Anthós

I begin by offering some highlighting certain aspects of Tibetan language variation with particular attention to the local Gyalthang variety. In the following section I introduce Gyalthang’s touristic Old Town and the language situation there, exploring how the highly divergent nature and mutual unintelligibility of Tibetan language varieties inform stakeholder language attitudes. I place Gyalthang Tibetan into the UNESCO framework for assessing language vitality to explore the interactions of these attitudes and the implications they have for the maintenance of the local Tibetan variety. I conclude with a discussion of what language shift in Gyalthang reveals about language shift in …

Revisiting The Determinants Of Students' Performance In An Undergraduate Accountancy Degree Programme In Singapore, Poh Sun Seow, Gary Pan, Joanne Siok Wan Tay

Research Collection School Of Accountancy

The current study investigates the association of prior academic achievement, admission interview, critical thinking, mathematical aptitude and gender with successful academic performance in an undergraduate accountancy degree programme at a Singapore university. The purpose of revisiting the determinants of academic performance in the Singapore context is twofold. First, university accounting education in Singapore has changed greatly since Koh and Koh’s earlier study (1999); the current study examines if determinants previously identified as significant continue to be so in the new setting. Second, the study tests the usefulness of admission interview in identifying applicants who achieve subsequent academic success. Data on …

Hospital Treatment Rates And Spill-Over Effects: Does Ownership Matter?, Badi H. Baltagi, Yin -Fang Yen Jan 2014

Hospital Treatment Rates And Spill-Over Effects: Does Ownership Matter?, Badi H. Baltagi, Yin -Fang Yen

Center for Policy Research

This paper studies the effect of hospital ownership on treatment rates allowing for spatial correlation among hospitals. Competition among hospitals and knowledge spillovers generate significant externalities which we try to capture using the spatial Durbin model. Using a panel of 2342 hospitals in the 48 continental states observed over the period 2005 to 2008, we find significant spatial correlation of medical service treatment rates among hospitals. We also get mixed results on the effect of hospital ownership on treatment rates that depends upon the market structure where the hospital is located and which varies by treatment type.

Efficacy Of Property Marking: Police Identification Of Stolen Property, Craig Separovic, David J. Brooks Dr. Jan 2014

Efficacy Of Property Marking: Police Identification Of Stolen Property, Craig Separovic, David J. Brooks Dr.

Australian Security and Intelligence Conference

Property marking, as a situational crime prevention technique, has found to be largely ineffectual in the reduction of property theft, although past studies have not considered the role property marking as an aid to the return of stolen or lost property. However, automotive identification and some studies have found that in some cases property marking is effective. Furthermore, many crime prevention groups focus on property marking as a means to reduce crime and the fear of crime.

Therefore, the study investigated the processes of lost, stolen and seized goods by law enforcement personnel. The study undertook a qualitative analysis of …

Coping With Smart Phone 'Distractions' In A College Classroom, Kehbuma Langmia

Department of Strategic, Legal, and Management Communications Faculty Publications

The influx of smart phones in most college classroom is impacting instruction in a way that was never anticipated. Thus, a survey of full-time faculty members at a local university in the United States was conducted to test three hypotheses, followed by a one-on-one interview with a random sample of the same respondents to ascertain the effect of smart phones in the classroom. Results showed conflicting approaches by faculty on how to handle the situation. While some faculty members use smart phones for pedagogic reasons and experience positive results, most of them apply strict classroom phone policy with little success. …

Using Internet Artifacts To Profile A Child Pornography Suspect, Marcus K. Rogers, Kathryn C. Seigfried-Spellar Jan 2014

Using Internet Artifacts To Profile A Child Pornography Suspect, Marcus K. Rogers, Kathryn C. Seigfried-Spellar

Journal of Digital Forensics, Security and Law

Digital evidence plays a crucial role in child pornography investigations. However, in the following case study, the authors argue that the behavioral analysis or “profiling” of digital evidence can also play a vital role in child pornography investigations. The following case study assessed the Internet Browsing History (Internet Explorer Bookmarks, Mozilla Bookmarks, and Mozilla History) from a suspected child pornography user’s computer. The suspect in this case claimed to be conducting an ad hoc law enforcement investigation. After the URLs were classified (Neutral; Adult Porn; Child Porn; Adult Dating sites; Pictures from Social Networking Profiles; Chat Sessions; Bestiality; Data Cleaning; …

On Cyber Attacks And Signature Based Intrusion Detection For Modbus Based Industrial Control Systems, Wei Gao, Thomas H. Morris Jan 2014

On Cyber Attacks And Signature Based Intrusion Detection For Modbus Based Industrial Control Systems, Wei Gao, Thomas H. Morris

Journal of Digital Forensics, Security and Law

Industrial control system communication networks are vulnerable to reconnaissance, response injection, command injection, and denial of service attacks. Such attacks can lead to an inability to monitor and control industrial control systems and can ultimately lead to system failure. This can result in financial loss for control system operators and economic and safety issues for the citizens who use these services. This paper describes a set of 28 cyber attacks against industrial control systems which use the MODBUS application layer network protocol. The paper also describes a set of standalone and state based intrusion detection system rules which can be …

Idiographic Digital Profiling: Behavioral Analysis Based On Digital Forensics, Chad M. Steel Jan 2014

Idiographic Digital Profiling: Behavioral Analysis Based On Digital Forensics, Chad M. Steel

Journal of Digital Forensics, Security and Law

Idiographic digital profiling (IDP) is the application of behavioral analysis to the field of digital forensics. Previous work in this field takes a nomothetic approach to behavioral analysis by attempting to understand the aggregate behaviors of cybercriminals. This work is the first to take an idiographic approach by examining a particular subject's digital footprints for immediate use in an ongoing investigation. IDP provides a framework for investigators to analyze digital behavioral evidence for the purposes of case planning, subject identification, lead generation, obtaining and executing warrants, and prosecuting offenders.

On Identities In Modern Networks, Libor Polcak, Radek Hranick, Tomas Martınek Jan 2014

On Identities In Modern Networks, Libor Polcak, Radek Hranick, Tomas Martınek

Journal of Digital Forensics, Security and Law

Communicating parties inside computer networks use different kind of identifiers. Some of these identifiers are stable, e.g., logins used to access a specific service, some are only temporary, e.g., dynamically assigned IP addresses. This paper tackles several challenges of lawful interception that emerged in modern networks. The main contribution is the graph model that links identities learnt from various sources distributed in a network. The inferred identities result into an interception of more detailed data in conformance with the issued court order. The approach deals with network address translation, short-lived identifiers and simultaneous usage of different identities. The approach was …

Exploring Forensic Implications Of The Fusion Drive, Shruti Gupta, Marcus Rogers Jan 2014

Exploring Forensic Implications Of The Fusion Drive, Shruti Gupta, Marcus Rogers

Journal of Digital Forensics, Security and Law

This paper explores the forensic implications of Apple’s Fusion Drive. The Fusion Drive is an example of auto-tiered storage. It uses a combination of a flash drive and a magnetic drive. Data is moved between the drives automatically to maximize system performance. This is different from traditional caches because data is moved and not simply copied. The research included understanding the drive structure, populating the drive, and then accessing data in a controlled setting to observe data migration strategies. It was observed that all the data is first written to the flash drive with 4 GB of free space always …

A survey is given that shows differing opinions of investigation priority between Law Enforcement and the public that is used in the development of a prioritization model. Finally, an example case is given to demonstrate the practicality of the …

An Efficient Similarity Digests Database Lookup – A Logarithmic Divide & Conquer Approach, Frank Breitinger, Christian Rathgeb, Harald Baier Jan 2014

An Efficient Similarity Digests Database Lookup – A Logarithmic Divide & Conquer Approach, Frank Breitinger, Christian Rathgeb, Harald Baier

Journal of Digital Forensics, Security and Law

Investigating seized devices within digital forensics represents a challenging task due to the increasing amount of data. Common procedures utilize automated file identification, which reduces the amount of data an investigator has to examine manually. In the past years the research field of approximate matching arises to detect similar data. However, if n denotes the number of similarity digests in a database, then the lookup for a single similarity digest is of complexity of O(n). This paper presents a concept to extend existing approximate matching algorithms, which reduces the lookup complexity from O(n) to O(log(n)). Our proposed approach is based …
