Based on a suggestion by Dr. Charlotte Goodluck, the Project Support Team has created an Equity Lens through which we may review both the strategic planning process and its eventual outputs. In order to design our lens using the best and most current thinking on the subject, we have enlisted the help of a small group of experts from within the PSU community and other regional experts. The Portland Housing Center (PHC) is a national leader in educating and creating first time homebuyers, with outreach efforts that bring diverse households to its services. However, in 2010, PHC recognized that African American customers were much less likely to buy homes, even when they received counseling. The Portland (OR) area’s African American homeownership rate was just 35% (compared to 65% for Whites) and actually declined from 2000 to 2010.

Working with an African American advisory committee and with research guiding development, implementation, and evaluation, PHC developed a comprehensive program around outreach and services to African Americans in the Portland …

In May 2014, the MYC hosted young people at our first Youth Summit for Transit Justice. In this youth-led process, we brought together youth from across the county and adult policy-makers to address our region’s transit issues. It was an important step for building youth-adult partnership to improve transit access for young people in Multnomah County. In this report, we report on the Transit Justice Summit and the youth perspective on transit fares, access, and the importance of transit justice for the success of all youth in Portland and Multnomah County. India’S Digital Diaspora Diplomacy: Operationalizing Collaborative Public Diplomacy Strategies For Social Media, Bhattiprolu Murti, R.S. Zaharna

Exchange: The Journal of Public Diplomacy

This study examines how India uses digital media to connect with its diaspora as part of its diaspora diplomacy. In order to analyze the strategy and its effectiveness, the study operationalized Cowan and Arsenault’s (2008) theoretical framework of three layers of public diplomacy – monologue, dialogue and collaboration – by identifying corresponding layers of social media components. The study draws a more distinctive line between dialogue and collaboration in digital strategies: dialogic entail relationship-building and knowledge sharing, while collaboration creates ownership, relationship transformation and knowledge creation. Soft power has become a popular foreign policy concept adopted by many different governments around the world, despite its lack of depth or broad applicability. The Russian government is among those eager adopters and has, over time, reconceptualized and transformed the concept to make it fit the Russian worldview and specific foreign policy objectives. The paper provides a critical examination of soft power as presented in the Russian official and academic discourse, and examines some of the key strategies serving as foundation for the Russian approach. Glass Beads From Champlain's Habitation On Saint Croix Island, Maine, 1604-1613, James W. Bradley

BEADS: Journal of the Society of Bead Researchers

One of the earliest French attempts at settlement in northeastern North America occurred on a small island in the St. Croix River along the Maine/New Brunswick border. Built under the auspices of Pierre Dugua, Sieur de Mons, and his young lieutenant, Samuel de Champlain, this settlement barely survived the winter of 1604-1605 and was abandoned the following summer. Given its clear historical association and brief occupation, the glass beads from St. Croix Island are an important archaeological marker for reconstructing French influence during the first decades of the 17th century. Today’s college students suffer from sleep deprivation, which is affected by many factors such as academics and work. Research has shown that sleep deprivation has contributed to poorer academic ability and job performance. I have performed a case study on myself in a 17-day span to discover what factors affect my daytime tiredness and stress as a college student and hypothesized that academics and hours worked had a strong relation to my daytime tiredness and my level of stress. Results showed that rather the quality of my sleep impacted my level of tiredness and stress. More research indicated that there …

Terrorism entails horrifying acts, often resulting in terrible losses of human life. Governments have a duty under international human rights law to take reasonable measures to protect people within their jurisdictions from acts of violence. When crimes are committed, governments also have a duty to carry out impartial investigations, to identify those responsible, and to prosecute suspects before independent courts. These obligations require ensuring fairness and due process in investigations and prosecutions, as well as humane treatment of those in custody.

Cyberbullying is prevalent among youth and adolescents. The anonymous characteristic is appealing as it releases inhibitions to act in an aggressive manner. The objective of this report is to assess mobile technology as a tool to provide resource and support to address cyberbullying. We assessed the Youth Risk Behavior Surveillance System (YRBSS), a national database that tracks six health risk behaviors that contribute to death and disability in youth; we looked at the proportion of youth who reported “ever been electronically bullied.” We also reviewed literature on the social and cultural causes and consequences of electronic bullying. Rates of inmates with special education assistance are high; similar rates are shown for individuals coming from a Child Protective Services (CPS)-involved background. Additionally, research suggests that individuals with a history of special education assistance and placement in foster care as a child are more likely to struggle as adults. This research project demonstrates Friedrich Nietzsche’s intention to direct the weak as well as the strong toward a life worth leading during each individual’s lifespan, by way of a long-term obedience in a focused direction, unique to each individual. Nietzsche identified barriers of the social order that hinder the flourishing of one’s psyche and ascertained the steps necessary for one to hurdle those barriers. Many researchers assess differences in age as a distinct independent variable for a wide range of empirical analyses. However, subjective age (how old people feel) is a construct that has been relatively neglected in the literature. The purpose of the current study was to assess the relationship between chronological age and subjective age, as well as subjective age differences between genders. As part of a larger study, 95 participants completed the Subjective Age Questionnaire (Montepare, Rierdan, Koff, & Stubbs, 1989) including 5 items on a 7-point Likert scale. The purpose of this research is to determine how stuttering is viewed and whether education about stuttering will alter listeners’ perceptions towards stutterers. A widely used therapy technique associated with stuttering is self-advertising, where stutterers notify their listener that they stutter than those who do not. Studies have shown that listeners react more positively towards stutterers who self-advertise. My research takes this idea further, investigating how stuttering is perceived in groups who are educated about stuttering and groups who are not. Short-term high intensity interval training (HIIT) has been shown to significantly improve body composition and intraabdominal fat stores. Studies have shown Tabata, a protocol using repeated rounds of 20-sec of work and 10-sec of rest, to be a valid protocol for HIIT. The purpose of this study was to determine the effectiveness of a short term, short duration, HIIT intervention using a Tabata protocol, on intra-abdominal fat and body composition. Fourteen participants performed eight rounds of Tabata body weight jump squats, at maximal effort each Monday, Wednesday, and Friday for three weeks. There were no significant differences in body composition. …
