Intentional weight loss among overweight and obese adults (body mass index ≥ 25 kg/m2) is associated with numerous health benefits, but weight loss maintenance (WLM) following participation in weight management programming has proven to be elusive. Many individuals attempting to lose weight join formal programs, especially women, but these programs vary widely in focus, as do postprogram weight regain results. We surveyed 2,106 former participants in a community-based, insurance-sponsored weight management program in the United States to identify the pre, during, and post-intervention behavioral and psychosocial factors that lead to successful WLM. This Article responds to the alarm recently sounded by the American College of Obstetricians and Gynecologists over “birth control sabotage”—the “active interference [by one partner] with [the other] partner’s contraceptive methods in an attempt to promote pregnancy.” Currently, sabotage is not a crime, and existing categories of criminal offenses fail to capture the essence of the injury it does to victims. This Article argues that sabotage should be a separate crime—but only when perpetrated against those partners who can and do get pregnant as a result of having sabotaged sex. The growth of the Indian economy after Independence has had little impact on the food security of the country. The paper analyses the development of advanced crop varieties through the use of agricultural technologies (hereinafter "agbiotech") within the technology transfer system, a framework which comprises of the interactions of intellectual property rights law and agricultural research and development in India. Horses indigenous to East and Southeast (E/SE) Asia, including native, landrace, feral, and wild populations, embody valuable genetic diversity. Conservation efforts for animals have largely been driven by humane altruism, with little consideration for the information value of genomes. Yet, if horses are viewed as archives of information as well as objects of affection, their conservation shifts to a market-based paradigm. Horse genetic resources (GR) likely contain significant value to the lucrative global horse industry, including veterinary applications such as diagnostics, therapeutics, genetic markers, gene therapies, and cloning technologies. Do Workforce Development Programs In Minnesota Increase Wages?, Anna Jacob

Job training serves as an opportunity for many citizens to develop workplace skills and technical training. Due to current debates on the effectiveness of state facilitated workforce development, program evaluations are a critical tool to analyze the net impact of job training. This paper used Kernel Density Propensity Score Difference-in-Differences estimation techniques to estimate the effect of workforce development training programs on wages. Using panel data from administrative records, I provide evidence that the WIA Adult and Dislocated Worker programs in the State of Minnesota offered significant benefits to participants for several cohorts from 2007-2010.

A potent combination of declining population growth and economic stagnation has led many citiesand metropolitan regions to rethink how to reinvigorate their communities. The Midwest is a primeexample of this trend. At our institution, the introductory linguistics course is populated by students majoring in English Literary Studies, Secondary Education English, and Professional Writing. At the 2013 CALI Conference on Law School Computing, Professor James Milles, professor and former library director of the SUNY Buffalo Law School, presented his draft paper positing that academic law libraries are doomed. The author presented his contrasting viewpoints in the same session. Learning and innovation are increasingly important for companies to compete in a global marketplace. Leaders are often in a position to exert significant influence on employees’ learning behaviors, and may also be able to foster learning from workplace errors. This cross-sectional research investigates the relationship between employee perceptions of leadership style, mindset (fixed vs. growth), and orientation to error learning. We examine five leadership styles – authentic, transformational, transactional, laissez-faire, and aversive leadership – and view them on an extended range, from more positive (authentic, transformational, and transactional) to more negative and destructive (laissez-faire and aversive). As Manon Parry explains in her interesting new book, ‘Many of the women who wrote [to the Birth Control Review] noted that they had read about [Margaret] Sanger’s work in the press, confirming the important role of the mass media in publicizing and building support for the movement’ (p. 13). Therein lies the crux of Parry’s project: the use of publicity was central to the family planning movement and a sustained analysis of its use over time is long overdue. วิวัฒนาการการตั้งถิ่นฐาน เมืองฟ้าแดดสงยาง: มุมมองจากภาพถ่ายทางอากาศ การขุดแต่งและการขุดค้นทางโบราณคดี, ชัยชนะ แสงสว่าง

เมืองฟ้าแดดสงยาง เป็นเมืองโบราณตั้งอยู่ในอำเภอกมลาไสย จังหวัดกาฬสินธุ์ เป็นเมืองที่ได้รับความสนใจในการศึกษามาตั้งแต่ปีพุทธศักราช 2481 และได้มีการดำเนินงานต่อเนื่องมาจนถึงปัจจุบันทั้งในด้านการศึกษาทางประวัติศาสตร์ศิลปะ การขุดค้นทางโบราณคดี รวมถึงการขุดแต่งบูรณะและปรับสภาพภูมิทัศน์ จากหลักฐานการขุดค้นโบราณสถานและโบราณวัตถุในบริเวณนี้ พบว่าส่วนใหญ่เป็นศิลปกรรมแบบทวารวดี ซึ่งมีโบราณสถานเด่น คือ พระธาตุยาคู ซึ่งเป็นโบราณสถานที่ค่อนข้างสมบรูณ์ลักษณะเป็นเจดีย์ทรงแปดเหลี่ยมก่อด้วยอิฐ 3 สมัยด้วยกัน คือ ส่วนฐานเป็นรูปสี่เหลี่ยมย่อมุม มีบันไดทางขึ้น 4 ทิศมีปูนปั้นประดับ สร้างในสมัยทวารวดี ถัดขึ้นมาเป็นฐานรูปแปดเหลี่ยมซึ่งสร้างซ้อนทับบนฐานเดิมเป็นรูปแบบเจดีย์ในสมัยอยุธยา และส่วนยอดชาวบ้านได้ซ่อมแซมขึ้นใหม่ในสมัยรัตนโกสินทร์(พ.ศ. 2500) นอกจากนั้นยังมีการขุดพบใบเสมาหินทรายแกะสลัก ภาพนูนต่ำเรื่องพุทธประวัติโดยใบเสมาที่เมืองฟ้าแดดสงยางมีการกล่าวถึงมากที่สุด ในเรื่องของคุณค่าทางวิชาการ เนื่องจากมีแบบศิลปะที่งดงามและมีภาพสลักเล่า เรื่องทางพุทธศาสนาที่นำเนื้อหามาจากคัมภีร์พุทธประวัติและชาดก เช่นมหาชนกชาดกมโหสถชาดกเป็นต้น ซึ่งภาพแกะสลักนี้ยังทำให้ทราบถึงคติความเชื่อความนิยม รวมถึงการแต่งกายและสถาปัตยกรรมในสมัยนั้น ได้อีกด้วย มีการประมาณอายุใบเสมาที่เมืองฟ้าแดดสงยางว่ามีอายุไม่เก่าไปกว่าพุทธศตวรรษที่ 14 - 15 เมืองฟ้าแดดสงยางจึงนับเป็นแหล่งเสมาหินใหญ่และสำคัญที่สุดในภาคตะวันออกเฉียงเหนืออีกด้วยร่องรอยการค้นพบโบราณสถานและโบราณวัตถุในบริเวณเมืองฟ้าแดดสงยาง แสดงให้เห็นถึงการอาศัยอยู่ของชุมชนโบราณที่มีความเจริญรุ่งเรืองมากในยุคสมัยหนึ่ง สังเกตได้จากมีการออกแบบวางผังเมืองการสร้างระบบชลประทาน การนับถือศาสนา รวมถึงการประดิษฐ์อุปกรณ์ของใช้สอยในชีวิตประจำวัน เช่นเครื่องปั้นดินเผาเป็นต้น ดังนั้น การศึกษาเกี่ยวกับวิวัฒนาการในการตั้งถิ่นฐานของชุมชนในเมืองฟ้าแดดสงยางในอดีต จึงมีความสำคัญเพราะนอกจากสามารถสะท้อนภาพประวัติศาสตร์สมัยทวารวดีให้ชัดเจนขึ้นแล้วยังช่วยให้ชนรุ่นหลังมีความเข้าใจถึงวิถีชีวิต ความคิด และความเชื่อ ของบรรพบุรุษในยุคก่อนของตนด้วย

การท่องเที่ยวเป็นภาคส่วนที่สร้างรายได้เป็นจำนวนมากในแต่ละปี โดยที่มีทรัพยากรท่องเที่ยวเป็นสินค้าดึงดูดนักท่องเที่ยวและนักทัศนาจร ประเทศต่างๆ ทั่วโลกจึงเร่งพัฒนาการท่องเที่ยวในประเทศของตน โดยกำหนดนโยบายและยุทธศาสตร์ต่างๆ ขึ้นพร้อมทั้งแคมเปญต่างๆ ในการดึงดูดนักท่องเที่ยวให้เข้ามาท่องเที่ยวในประเทศให้มากที่สุดประเทศไทยมีความได้เปรียบในการพัฒนาการท่องเที่ยวเนื่องจากการมีทรัพยากรการท่องเที่ยวที่มีความหลากหลาย ทั้งทรัพยากรท่องเที่ยวทางธรรมชาติและทรัพยากรท่องเที่ยวที่มนุษย์สร้างขึ้น ซึ่งเป็นสินค้าท่องเที่ยวที่ได้รับความนิยมในตลาดโลกเป็นอย่างมาก ความหลากหลายและคุณภาพของทรัพยากรการท่องเที่ยวและการบริการเป็นสิ่งสำคัญที่ดึงดูด ให้นักท่องเที่ยวมาท่องเที่ยวยังประเทศไทยเป็นจำนวนมากในแต่ละปี ซึ่งที่ผ่านมาภาคการท่องเที่ยวได้สร้างรายได้ให้แก่ประเทศไทยเป็นมูลค่าหลายแสนล้านบาทในแต่ละปีหากพิจารณาถึงการพัฒนาการท่องเที่ยวที่ผ่านมาของประเทศไทยนับตั้งแต่ปี พ.ศ. 2530 ที่รัฐบาลได้ประกาศให้เป็นปีการท่องเที่ยวไทยนั้น จะเห็นได้ว่า การท่องเที่ยวถูกพัฒนาในแง่ของการเพิ่มรายได้การท่องเที่ยวและจำนวนนักท่องเที่ยวรวมทั้งการพัฒนาสิ่งอำนวยความสะดวกในแหล่งท่องเที่ยว ซึ่งส่งผลทั้งทางบวกและทางลบให้แก่ทรัพยากรการท่องเที่ยว สภาพแวดล้อมในแหล่งท่องเที่ยว และชุมชนโดยรอบแหล่งท่องเที่ยว กล่าวคือการพัฒนาดังกล่าวทำให้เกิดเม็ดเงินเข้าสู่ประเทศเพิ่มมากขึ้นมีการพัฒนาสาธารณูปโภคสาธารณูปการต่างๆ แต่ในขณะเดียวกันก็เกิดการกระจุกตัวของการพัฒนาการท่องเที่ยว เกิดผลกระทบทางสิ่งแวดล้อมและสังคมในพื้นที่แหล่งท่องเที่ยว เกิดแหล่งท่องเที่ยวเสื่อมโทรมอันยากจะฟื้นฟู โดยเฉพาะในแหล่งท่องเที่ยวที่มีความเปราะบางการประกาศพื้นที่พิเศษเพื่อการท่องเที่ยวอย่างยั่งยืนภายใต้การดำเนินการขององค์การบริหารการพัฒนาพื้นที่พิเศษเพื่อการท่องเที่ยวอย่างยั่งยืน (องค์การมหาชน) (อพท.) จึงเป็นเสมือนแนวทางในการพัฒนาการท่องเที่ยวอย่างยั่งยืนในเชิงพื้นที่มุ่งเน้นการพัฒนาพื้นที่ท่องเที่ยวโดยกำหนดนโยบายและแผนการบริหารการพัฒนาในพื้นที่พิเศษเพื่อการท่องเที่ยวอย่างยั่งยืนเพื่อให้เกิดการพัฒนาพื้นที่ท่องเที่ยวอย่างสมดุลระหว่างเศรษฐกิจสังคมและสิ่งแวดล้อมโดยให้มีองค์กรเข้าไปกำกับดูแลให้การพัฒนาการท่องเที่ยวที่เกิดขึ้นส่งผลกระทบทางลบต่อชุมชนและสิ่งแวดล้อมน้อยที่สุด ซึ่งถือเป็นหัวใจหลักของการจัดการการท่องเที่ยวอย่างยั่งยืน (Sustainable Tourism Development)

สืบเนื่องจากแผนพัฒนากรุงเทพมหานคร พ.ศ. 2552-2563 และนโยบายของผู้ว่าราชการกรุงเทพมหานคร (ม.ร.ว.สุขุมพันธุ์บริพัตร) ที่ต้องการให้กรุงเทพมหานครเป็น "มหานครแห่งความน่าอยู่ที่ยั่งยืน" (Sustainable Metropolis) โดยมุ่งพัฒนาสภาพแวดล้อมที่เอื้ออำนวยต่อการมีความเป็นอยู่ ที่ดีของประชาชนชาวกรุงเทพฯ ซึ่งจะส่งเสริมขีดความสามารถในการ แข่งขันของกรุงเทพฯให้เป็นมหานครระดับโลกควบคู่ไปกับการ สร้างบริการสาธารณะที่มีคุณภาพดีและสามารถเข้าถึงได้อย่าง เท่าเทียม สอดคล้องกับนโยบายและแผนวิทยาศาสตร์เทคโนโลยี และนวัตกรรมแห่งชาติ ฉบบั ที่ 1 (พ.ศ. 2555-2564) ที่มีวัต ถุประสงค์หลัก เพื่อการพัฒนาประเทศไทยให้มีระบบเศรษฐกิจที่มีการขยายตัว อย่างมีคุณภาพและมีเสถียรภาพ ตลอดจนมีการกระจายประโยชน์ อย่างเป็นธรรมสู่สังคม และชุมชน ภายใต้วิสัยทัศน์ "นวัตกรรมเขียว เพื่อสังคมดี มีคุณภาพ และเศรษฐกิจที่มีเสถียรภาพ" (Green Innovation for Quality Society and Sustainable Economic Growth) โดยมุ่งเน้นการเชื่อมโยงแนวความคิด 3 มิติ คือ เศรษฐกิจสีเขียว (Green Economy) สังคมสีเขียว (Green Society) และสิ่ง แวดล้อม และพลังงานสีเขียว (Green Energy and Environment) สังคมสีเขียว (Green Society) เป็นสังคมที่ทุกภาคส่วน ในสังคมมีความรู้ความเข้าใจในการปรับตัวเกี่ยวกับการผลิต การบริโภค และการใช้ทรัพยากรอย่างคุ้มค่าลดการปล่อยของเสีย สู่สิ่งแวดล้อม โดยใช้หลักการ 3Rs ซึ่งประกอบด้วย 1. Reduce คือ การลดใช้สิ่งของที่เป็นพิษต่อสิ่งแวดล้อมลดการใช้พลังงาน และทรัพยากรธรรมชาติต่างๆ 2. Reuse คือ การใช้สิ่่งของวัสดุ อุปกรณ์ต่างๆ จนคุ้มค่าก่อนที่จะทิ้งเป็นขยะ และ 3. Recycle คือ การแปรรูปของใช้แล้วกลับมาใช้ใหม่ โดยผ่านกระบวนการผลิต เพื่อเป็นสินค้าที่นำกลับมาใช้ใหม่ได้ รวมถึงการเลือกใช้สินค้า ที่ใช้บรรจุภัณฑ์จากวัสดุรีไซเคิล ซึ่งการดำเนินการให้เกิดสังคม สีเขียวนี้ จะต้องได้รับความร่วมมือจากทุกภาคส่วนในสังคมในการ สื่อสารให้เกิดความตระหนักรับรู้ปัญหา และร่วมกันผลักดันให้ พลเมืองในสังคมมีวิถีชีวิตที่เป็นมิตรกับสิ่งแวดล้อมเพื่อขับ เคลื่อน กรุงเทพมหานครสู่การเป็นสังคมสีเขียว

ในช่วงทศวรรษ 1960-1970 การแก้ไขปัญหาสิ่งแวดล้อมที่เกิดขึ้นจาก กิจกรรมการผลิตต่างๆ ของภาคอุตสาหกรรมมุ่งไปที่การแก้ไขปัญหาที่ ปลายเหตุ (End of pipe) เช่น การทิ้ง การบำบัด ซึ่งเป็นการแก้ปัญหาเชิงรับ ที่ต้องใช้เทคโนโลยีและมีค่าใช้จ่ายสูง ด้วยเหตุนี้แนวทางการแก้ไขปัญหา ดังกล่าวจึงไม่ได้รับความสนใจจากผู้ประกอบการอุตสาหกรรม จนกระทั่งถึงช่วงทศวรรษ 1980 แนวคิดการ แก้ไขปัญหาสิ่งแวดล้อมได้เปลี่ยนไปเน้นที่การแก้ไขปัญหาที่ต้นเหตุ โดยลดการเกิดมลพิษหรือปัญหาจาก กระบวนการผลิตแทน ผนวกกับกระแสแนวคิดการพัฒนาอย่างยั่งยืนที่เน้นการสร้างสมดุลระหว่างสิ่งแวดล้อม และการพัฒนา เพื่อตอบสนองการดำรงชีวิตของมนุษย์ทั้งในปัจจุบันและอนาคต ดังนั้น แนวคิดต่างๆ เช่น เทคโนโลยีการผลิตที่สะอาด การประเมินวงจรวัฏจักรชีวิตของผลิตภัณฑ์ การออกแบบเชิงนิเวศเศรษฐกิจ ฯลฯ จึงได้รับการยอมรับจากภาคการผลิต ภาครัฐ และภาคประชาชน ในการนำมาใช้บริหารจัดการปัญหาสิ่งแวดล้อม ควบคู่กับการพัฒนาอย่างยั่งยืนในปัจจุบัน อุตสาหกรรมบรรจุภัณฑ์อาหารเป็นกิจกรรมการผลิตเพื่อรองรับอุตสาหกรรมอาหารสำหรับการบริโภค ภายในประเทศและการส่งออกไปต่างประเทศ เพราะว่าบรรจุภัณฑ์อาหารจะทำหน้าที่ยืดอายุการเก็บรักษาและ รักษาคุณภาพอาหารทั้งในด้านกลิ่น สี รสชาติ และความอร่อยให้คงอยู่จนกระทั่งถึงมือผู้บริโภค อุตสาหกรรม บรรจุภัณฑ์อาหารในประเทศไทยเป็นอุตสาหกรรมหนึ่งที่ก่อให้เกิดปัญหาสิ่งแวดล้อม เช่น การบริโภคทรัพยากร และพลังงาน การทิ้งของเสียและปล่อยมลพิษ เป็นต้น กำลังเผชิญแรงกดดันโดยตรงในเรื่องของการป้องกัน ปัญหาสิ่งแวดล้อมและการแข่งขันทางธุรกิจ รวมไปถึงได้รับแรงกดดันโดยอ้อมจากอุตสาหกรรมอาหารเกี่ยวกับ ความปลอดภัยด้านอาหาร (Food safety) เพราะฉะนั้นอุตสาหกรรมประเภทนี้จึงจำเป็นต้องปรับตัวโดยใช้ แนวคิดดังกล่าวข้างต้น เพื่อให้ยังสามารถดำเนินธุรกิจท่ามกลางแรงกดดันได้ต่อไป

ประเทศไทยส่งออกสินค้าเกษตรและเกษตรแปรรูปไปทั่วโลก โดยเฉพาะสินค้าแปรรูปในกลุ่ม อาหารมีมูลค่าการส่งออกกว่า 9 แสนล้านบาทใน พ.ศ. 2556 มีการจ้างงานในอุตสาหกรรม มากกว่า 8 แสนคน นับว่าเป็นอุตสาหกรรมที่ทำรายได้ให้แก่ประเทศไทยในลำดับต้นๆ รองลงมา จากสินค้าอิเล็กทรอนิกส์และยานยนต์ อย่างไรก็ดีวัตถุดิบทางการเกษตรจำนวนมากมีปริมาณและ ราคาไม่แน่นอน ส่วนใหญ่มีมูลค่าต่ำเมื่อเทียบกับต้นทุนที่ใช้ในการผลิต อีกทั้ง พื้นที่การเกษตรของ ไทยเริ่มน้อยลง เนื่องจากถูกพัฒนาไปเป็นที่อยู่อาศัยและการใช้ประโยชน์อย่างอื่น ในแผนพัฒนา เศรษฐกิจและสังคมแห่งชาติ ฉบับที่ 11 (พ.ศ. 2555 - 2559) จึงได้กำหนดยุทธศาสตร์ความเข้มแข็ง ภาคเกษตร ความมั่นคงด้านอาหารและพลังงาน เน้นการสร้างมูลค่าเพิ่มให้แก่ผลผลิตทางการ เกษตรตลอดห่วงโซ่การผลิต โดยอาศัยการส่งเสริมสถาบันการศึกษา/หน่วยงานวิจัยและพัฒนา ในพื้นที่ ให้ร่วมทำการศึกษาวิจัยกับภาคเอกชนสนับสนุนเกษตรกรและผู้ประกอบการ ให้นำ องค์ความรู้ นวัตกรรม และเทคโนโลยีการผลิตที่เป็นมิตรต่อสิ่งแวดล้อม บนฐานความคิดริเริ่มสร้างสรรค์ มาใช้ในการสร้างมูลค่าเพิ่มให้กับสินค้าผลิตภัณฑ์เกษตรและอาหาร โดยมีหลักของแนวคิดในการ พัฒนาผลิตภัณฑ์ 4 ประการ ได้แก่ การลด (Reduce) การใช้ซ้ำ (Reuse) การนำกลับมาใช้ใหม่ (Recycle) และการยืดอายุการเก็บ (Shelf-life extension) กองพัฒนาอุตสาหกรรมรายสาขา 2 (ชื่อเดิม คือ สำนักพัฒนาอุตสาหกรรมเกษตรแปรรูป) กรมส่งเสริมอุตสาหกรรม กระทรวงอุตสาหกรรม ซึ่งมีบทบาทในการส่งเสริมและพัฒนาธุรกิจ อุตสาหกรรมอาหารและเกษตรแปรรูปให้มีศักยภาพในการแข่งขันในระดับที่สูงขึ้น จึงได้ดำเนิน กิจกรรมสร้างมูลค่าเพิ่ม/ความแตกต่างและความหลากหลายให้กับผลิตภัณฑ์เกษตรแปรรูป โครงการพัฒนาอุตสาหกรรมเกษตรแปรรูป (National Agro-Processing Industry Alliance : NAPIA) ภายใต้กรอบแนวคิดโครงการ Thailand Food Valley โดยมีวัตถุประสงค์หลักเพื่อเพิ่ม มูลค่าวัตถุดิบการเกษตรและสร้างความหลากหลายของผลิตภัณฑ์เกษตรและอาหารแปรรูป เน้นการต่อยอดผลการวิจัย ด้านการแปรรูปผลิตภัณฑ์สู่การผลิตเชิงพาณิชย์ โดยมีเป้าหมาย ได้แก่ ผู้ประกอบการวิสาหกิจขนาดกลางและขนาดย่อม (Small and Medium Enterprises: SMEs) จำนวนไม่น้อยกว่า 10 กิจการ ในอุตสาหกรรมอาหาร และสามารถจัดทำต้นแบบผลิตภัณฑ์ ไม่น้อยกว่า 1 ผลิตภัณฑ์ต่อกิจการ

การศึกษาการจัดการสีน้ำทิ้งจากอุตสาหกรรมฟอกย้อมสิ่งทอ, อรทัย ชวาลภาฤทธิ์

อุตสาหกรรมสิ่งทอและเครื่องนุ่งห่มเป็นอุตสาหกรรมที่มีความสำคัญต่อภาคเศรษฐกิจของประเทศ โดยในปี 2554 อุตสาหกรรมสิ่งทอและเครื่องนุ่งห่มสามารถสร้างรายได้ให้กับประเทศจากการส่งออกไปยังต่างประเทศ รวมสองแสนห้า หมื่นล้านบาท จากฐานข้อมูลกรมโรงงานอุตสาหกรรมพบว่า โรงงานฟอกย้อมส่วนใหญ่เป็นอุตสาหกรรมขนาดกลางและ เล็ก โรงงานส่วนใหญ่ตั้งในภาคกลาง โดยเฉพาะในเขตจังหวัดสมุทรปราการ อุตสาหกรรมนี้มีการใช้น้ำปริมาณมาก ทั้งนี้ ปัญหาใหญ่ที่พบ คือ เรื่องการปล่อยน้ำเสียที่มีปัญหาสำคัญคือสีย้อมในน้ำทิ้ง แม้ว่าจะมีความเป็นพิษต่ำ แต่ก็สามารถ ทำให้แหล่งรองรับน้ำมีสีเป็นที่รังเกียจของผู้พบเห็นได้ จึงต้องมีการกำจัดสีของน้ำทิ้งก่อนปล่อยลงสู่สิ่งแวดล้อม ปัจจุบันพบ ว่า มีโรงงานจำนวนมากที่มีการจัดการน้ำเสียที่ไม่ได้ตามมาตรฐาน การศึกษานี้มีวัตถุประสงค์หลักเพื่อศึกษารวบรวมข้อมูลและปรับปรุงฐานข้อมูลสีน้ำทิ้งจากโรงงานฟอกย้อมสี พิมพ์ ผ้า และตกแต่งสิ่งทอ และโรงงานซักรีดที่มีการฟอกและย้อมสี รวมทั้งจัดทำแนวทางการจัดการสีในน้ำทิ้งของโรงงานกลุ่ม เป้าหมาย เพื่อให้การประกอบกิจการของโรงงานอุตสาหกรรมมีความเป็นมิตรต่อสิ่งแวดล้อมมากขึ้น และอยู่ร่วมกับชุมชน ได้อย่างยั่งยืน
