This study found that – based on certain configurations of communities and cost considerations – it is economically viable to consolidate public safety answering points (PSAPs) in Highland Heights, Lyndhurst, Mayfield Heights, Mayfield Village and Richmond Heights, Ohio. When comparing 2012 staffing and noncapital costs to estimated staffing and noncapital costs for a consolidated PSAP, the consolidated PSAP would provide an estimated collective reduction in staffing and noncapital costs of ranging from $775,400 to $1.19 million. As it remains today, the financing structure for child welfare in the United States is convoluted with the intricacies of funding sources. Because of these complexities, employees of child welfare agencies find it difficult to understand where these funds come from, what requirements must be made to obtain them, and how these funds should be used appropriately. The inefficient use of these funds is a major problem in the child welfare system. This paper explains the general financing structure for child welfare, and in turn, develop provides a better understanding of the complex funding that supports child welfare services.

The purpose of this study is to investigate the nature of code switching between Tamazight and Arabic in light of Myers-Scotton's Matrix Frame Model (MLF) (Myers- Scotton, 1993), and the 4-M model of code switching (Myers-Scotton & Jake, 2000). Data come from the very first Libyan Tamazight news broadcast in Libya on May 2, 2011, during the uprising against the Gaddafi regime. I analyzed the broadcast in an attempt to understand the nature and implications of the switching between the two languages in the utterances of the speakers in the video. Victimization, Separatism And Anti-Intellectualism: An Empirical Analysis Of John Mcwhorter's Theory On African American's Low Academic Performance, Marlon Dewayne Marion

The purpose of this study was to test John McWhorter's theory on African American academic underachievement. The theory claims that since the 1960's African American identities have been significantly influenced by beliefs of victimization and anti-intellectualism along with values of separatism. In order to test for the existence of these dimensions in African American's thinking and for their relationship to academic achievement, data from the Maryland Adolescence Development In Context Study (MADICS) were used. Findings indicated that victimization, separatism and anti-intellectualism have a causal relationship and that sentiments of victimization are found to be significantly higher among African Americans. The present study used resilience theory to explore relationships among perceived racial discrimination, ethnic identity, coping efficacy, gender, and various academic outcomes among urban, low-income, Latina/a youth. Although Latina/as are the largest ethnic minority group in the United States, they attain less education than other racial/ethnic groups (Chapman, Laird, Ifill, & KeweiRamani, 2011). Racial discrimination is one factor that may account for the lower levels of education attained by this group, and research has indicated that racial discrimination is associated with poor educational outcomes among Latina/a adolescents (Alfaro, Umana-Taylor, Gonzales-Backen, Bamaca, & Zeiders, 2009; DeGarmo & Martinez, 2006). Exposure To Violence As A Moderator Of The Relation Between Coping Strategies And Outcomes In Low Income Urban Youth, Alexandra Lauren Barnett

The current study addresses a paradox in the literature wherein the coping strategies seeming to be most effective for predominantly Caucasian, middle-class, adult samples, sometimes have the opposite effect on low income urban youth. In doing so, exposure to violence is investigated as a moderator of the association between active, behavioral avoidance and cognitive avoidance and internalizing and externalizing outcomes over the short and long term for low income urban youth. Luthar and colleague’s (2000) protective-reactive, protective-enhancing, and vulnerable-reactive models are theoretical bases for this hypothesis. The findings are that the association between behavioral avoidance and internalizing symptoms was protective, …

Regulating Sex Work: Assimilation, Erotic Exceptionalism & Beyond, Adrienne D. Davis

Women, Gender & Sexuality Studies Faculty Research

Most commentators on sex markets focus on the debate between abolitionists and those who defend and support professional sex work. This paper, instead, looks at debates within the pro-sex work camp, uncovering some unattended tensions and contradictions. It shows that, within this camp, some stress the labor aspect, urging that sex markets perpetuate a "vulnerable population" of workers, similar to others who perform highly risky and/or exploited labor, and should be regulated accordingly. In this view, sex work would be assimilated into other labor. Others, though, take a more anti-regulatory stance. They exceptionalize this form of labor, arguing that because …

Research Brief: "Housing Instability And Mental Distress Among Us Veterans", Institute For Veterans And Military Families At Syracuse University

Institute for Veterans and Military Families

This study highlights potential relationships between veteran mental health and veteran housing instability. This research shows that veterans reporting housing instability have an increased likelihood of symptoms of mental distress and mental illness, especially among female, younger, and unmarried veterans. Future researchers should conduct similar studies throughout the United States, as well as look at long-term data for the purpose of providing ways to improve quality of life for at-risk veterans.

This research examines the interrelated biological and cultural factors that determine pathways by which recreational drug use is manifest to addiction in the lives of youth aged 12-18 in Popay[aacute]n, Colombia. It utilizes existing data from mixed methods research conducted between 2004-2005 examining epidemiological risk factors, drug use, perceptions about drugs, and a biological phenomenon of the brain known as incentive salience. Perceptions and experiences related to drugs were gathered using structured methods. When trying to make sense of uncertain situations, we might rely on summary information from a description, or information gathered from our personal experience. There are two approaches that both attempt to explain how we make risky decisions using descriptive or experiential information—the cognitive-based explanation from the description-experience gap, and the emotion-based explanation from the somatic marker hypothesis (SMH). This dissertation brings together these two approaches to better understand how we make risky decisions.

Child sexual abuse (CSA) is recognized as a public health problem with consequences affecting all levels of the ecological model. In recent years it has been recognized that up to 40% of reported sexual offenses occur at the hands of adolescent offenders (Burton, 2000), who are defined as children aged 12-18 years. In recent years, research has suggested that attachment deficits contribute to sexual offending behavior in adolescence. This study examines an English for Academic Purposes (EAP) teacher's speech throughout one curricular unit of an intermediate grammar and writing course in order to better understand which high-value vocabulary students might acquire through attending to the teacher and noticing words that are used.

Vocabulary acquisition is important for English for Academic Purposes students, given the vocabulary demands of academic language. The Academic Word List (Coxhead, 2000) has been shown to include important vocabulary in written academic texts, and has become a standard part of English for Academic Purposes curricula and pedagogical materials. Fracking, Water Quality and Public Health: Examining Current Laws and Regulations (March 20)

Improved technology developments in directional drilling and hydraulic fracturing, more commonly known as "fracking," have resulted in an oil and gas production boom nationwide. Fracking involves pumping pressurized water, sand, and chemicals down wells to crack bedrock, freeing petroleum and natural gas. Wastewater discharges, hydraulic fracturing fluid releases, and other accidental spills pose potential water quality risks, sparking concern for public health.

This webinar will examine the laws and regulations governing water quality issues related to fracking, recent state court decisions affecting regulations, and implications for public health.
