The estimation of the “dark figure” for any crime (the number of actual instances of a specific crime committed minus the reported cases of that crime within a population) has primarily rested on the ability to conduct random sample crime surveys. Such surveys are based on the assumption that victims experience crimes that are discrete, time-bound, and of relatively short duration. The crime of enslavement, however, presents a special challenge to estimation because it is of indeterminate duration. This challenge is compounded by the fact that victims of slavery are also often isolated by the stigma linked to sexual assault, …

This report presents the results of the 2013 Taking Charge initiative sponsored by the City of Lincoln. This was the sixth year of Taking Charge activities, and included an online survey and a half-day, face-to-face, Community Conversation. Unlike previous Taking Charge activities, which focused narrowly on the immediate concerns of an impending budget proposal (e.g. which specific programs should be funded or discontinued to maintain a balanced budget), this year’s efforts focused more broadly on strategic planning for the City’s future budget policy priorities.

Collins, Jr. Center for Public Management at the University of Massachusetts Boston was hired by the Town of Carver to perform an independent assessment of the Buildings Study Committee’s proposals for the construction/renovation of three new public facilities including a fire station, police station, and elementary school. Specifically, the team from the Center was asked to review: 1) the selected and considered sites for the facilities; and, 2) the funding plan recommended by the Buildings Study Committee.

This article examines data and discourse to better understand publisher perspectives on self-archiving and, based on this understanding, urges action from open access advocates.

A Boston based non-profit and a team of public policy PhD students engaged in several months of collaborative problem identification and goal setting focused on the effectiveness of the organization’s unique service delivery model. The nonprofit uses volunteer advocates and a goal-oriented process with no eligibility criteria to assist clients in distress. We collected administrative data, administered a survey, and conducted interviews to explore client well-being.

Overcoming Legislative Gridlock In The U.S. Congress: How Procedural Rules Affect Legislative Obstructionism, Molly Jackman

More than 90 percent of bills introduced in the U.S. House never make it to a floor vote, and far fewer are enacted into law. Since legislative gridlock is much more common than legislative action, in order to understand policy outcomes, it is critical to know why bills are obstructed. Gridlock occurs when a legislator (or group of legislators) wants to block a bill, and has the procedural right to do so. A global health treaty, a Framework Convention on Global Health (FCGH)–grounded in the right to health, with the central goal of reducing immense domestic and global health inequities–could serve as a robust global governance instrument to underpin the United Nations post-2015 Millennium Development Goals (MDGs). It would ensure for all people the three essential conditions for a healthy life–public health, health care, and the positive social determinants of health–while advancing good governance, responding to drivers of health disadvantages for marginalized populations, elevating health in other legal regimes, and enhancing people's ability to claim their rights.

Community-based organizations face significant challenges in identifying data needs, and assembling data resources for service provision, strategy design and advocacy. We develop principles by which CBOs can develop and share large datasets in order to formulate and solve decision problems that improve the well-being of localized, often marginalized or distressed communities. We illustrate these ideas using field research from Boston, MA.
