Microfinance: A Tool For Financial Access, Poverty Alleviation Or Gender Empowerment ? - Empirical Findings From Pakistan, Ghazal Mir Zulfiqar
Microfinance: A Tool For Financial Access, Poverty Alleviation Or Gender Empowerment ? - Empirical Findings From Pakistan, Ghazal Mir Zulfiqar
Graduate Doctoral Dissertations
In just 30 years microfinance has transformed from a credit-based rural development scheme that has claimed to reduce poverty and empower poor women, to a $70 billion financial industry. In the process, the traditional NGO-led model has given way to commercialized institutions, resulting in an increased emphasis on profitmaking. This has also led to confusion in the sector around its mission: is it to alleviate poverty and empower poor women or simply to provide the "unbanked" with access to formal sources of finance? This research considers the main debates in microfinance with regard to its mission and presents empirical evidence …
Producing Space: Block-By-Block Change In A Gentrifying Neighborhood, Jen Douglas
Producing Space: Block-By-Block Change In A Gentrifying Neighborhood, Jen Douglas
Graduate Doctoral Dissertations
Gentrification of urban neighborhoods is part of an ongoing restructuring of the city, linked to the emerging occupational structure of the service economy and the remaking of built environments that were created for a production economy. It is the name given to processes in which commodification and reinvestment accompany the in-migration of professional and managerial workers, often displacing prior residents and giving altered spatial form to inequality.
This dissertation is a case study of gentrification in Hyde and Jackson Squares, part of Boston's Jamaica Plain neighborhood. The emergence of gentrification pressures and their uneven distribution within the area is documented …
The Plight Of Kenyan Domestic Workers In Gulf Countries, Caroline Muthoni Gikuru
The Plight Of Kenyan Domestic Workers In Gulf Countries, Caroline Muthoni Gikuru
Master's Theses
Kenya’s economy remains the regional leader within the East African Community (EAC) and among East African countries at large. However, political instability such as the 2007 post-election violence and the region’s social and political instability trickling into Kenya, have negatively affected the country’s economic growth. To bridge the economic gap, Kenyan women are seeking employment in the domestic service sector in the Gulf Countries, with Saudi Arabia being the most popular destination. At their destination countries, some domestic workers are subjected to various forms of abuse by their employers, leaving the worker without recourse due to the lack of legal …
Challenges For Good Government Reformers In California: Shadow Lobbying & Astroturfing, Scott Alonso
Challenges For Good Government Reformers In California: Shadow Lobbying & Astroturfing, Scott Alonso
Master's Projects and Capstones
Lobbying reform in California’s capital presents a complex policy problem for good government advocates and policymakers. Lobbyists have a large influence on political and policy matters in the state legislature and executive branch. Reform proponents naturally see the oversized influence of lobbyists as a problem. However, how big of a problem is lobbying? Further, what efforts underway now address lobbying? Lobbyists are defined in California law with a monetary and time limit requirement. We can look at current law to understand the failings of regulatory bodies and how the law fails to properly oversee lobbying activity. While there is not …
What Factors Impact The Effectiveness Of International Non Governmental Organizations (Ingos) In Ethiopia, Ermias Abraham
What Factors Impact The Effectiveness Of International Non Governmental Organizations (Ingos) In Ethiopia, Ermias Abraham
UNLV Theses, Dissertations, Professional Papers, and Capstones
Since the 1970s Ethiopia has experienced a massive increase of International Non-Governmental Organizations (INGOs) in its territory. The multiplication of these INGOs seems to be the result of the activities of both international donors and governments in Ethiopia. International donors considered INGOs as efficient, flexible or adoptive to the needs of the community and more trustworthy than government agencies in implementing development projects. International donors also believe that the proliferation of INGOs in Ethiopia will stimulate the growth of political democracy and trade liberalization. The government allowed the influx of these INGOs in order to tap the resources they bring …

An Analysis Of Employment Policies And Their Effect On Work-Life Balance For Caregiving Parents Of Children With Special Needs, Sara Panella
Muskie School Capstones and Dissertations
This capstone addresses the work-‐life conflict facing employed caregiver parents with special needs children by 1) identifying what employed parents of children with disabilities need from their employer in order to achieve a work-‐life balance that improves economic security and emotional well-‐being, and 2) evaluating how well policies address those needs. An investigation of work-‐family conflict and stress among parents of special needs children is conducted by examining the current literature and conducting interviews with caregivers to explore their work-‐life balance needs. Policy recommendations are provided, based on an analysis of public and workplace policies currently in use and policy …

"There Were High Hopes And High Projections:" Examining The Social Construction Of Target Populations In The Policy Design Of The Arkansas Lottery Legislation, Kristopher D. Copeland
Graduate Theses and Dissertations
Lottery policies have been created by many states to generate additional funds to support public initiatives, such as higher education scholarships. In 2009, Arkansas adopted a lottery to generate higher education scholarships. The purpose of this qualitative case study was to examine the Arkansas state lottery policy design process to better understand how the Social construction of higher education students and other citizens became embedded within the policy. The Social construction of target populations theory (Ingram & Schneider, 1993), guided three research questions regarding how policy actors in Arkansas Socially constructed citizens while designing lottery legislation, how these Social constructions …

The Primacy Of Context: An Exploration Into The Causes Of Food Insecurity In Kitere, Kenya., William O. Aludo
Capstone Collection
The purpose of this study was to explore the specific reasons why households in Kitere village, Kenya experience persistent food insecurity every year while the region enjoys the advantage of two planting/harvest seasons in a year. Kitere village lies within the lakeside region of Nyanza Province in Kenya, generally considered to be one of the more agriculturally productive parts of the country. The Participatory Rural Appraisal method was employed to gather qualitative data on the causes of food insecurity in Kitere village. The data sources were focus groups and a self-administered, one-time survey of random and non-random samples of key …
Advocacy For Reproductive Justice In Miami-Dade County Schools: Planning A Campaign To Influence Sex Education Policies, Lisi Lau
Capstone Collection
This capstone paper is based on my professional practicum with Mi Lola, a women’s health justice organization based in Miami, Florida. The paper offers a conceptual framework in which Mi Lola approaches women’s health justice and where Mi Lola identifies within the broader women’s reproductive rights movement. It describes the organization’s emphasis on Latinas and women of color when addressing reproductive health concerns of Miami-Dade County through workshops, leadership trainings, advocacy, civic engagement and collective action. Those activities identified a great community concern: the current sex education policies (including the state of Florida’s “abstinence only” policy) appear to be one …
Degree Program Changes And Curricular Flexibility: Addressing Long Held Beliefs About Student Progression, George Dante Ricco
Degree Program Changes And Curricular Flexibility: Addressing Long Held Beliefs About Student Progression, George Dante Ricco
Open Access Dissertations
In higher education and in engineering education in particular, changing majors is generally considered a negative event - or at least an event with negative consequences. An emergent field of study within engineering education revolves around understanding the factors and processes driving student changes of major. Of key importance to further the field of change of major research is a grasp of large scale phenomena occurring throughout multiple systems, knowledge of previous attempts at describing such issues, and the adoption of metrics to probe them effectively. The problem posed is exacerbated by the drive in higher education institutions and among …

Can State And Local Revenue And Expenditure Enhance Economic Growth? A Cross-State Panel Study Of Fiscal Activity, Christopher Arthur Clarke
Can State And Local Revenue And Expenditure Enhance Economic Growth? A Cross-State Panel Study Of Fiscal Activity, Christopher Arthur Clarke
UNLV Theses, Dissertations, Professional Papers, and Capstones
The slow economic recovery since the 2008 financial crisis and Great Recession requires state and local governments to continue to make difficult decisions concerning which taxes to raise and which expenditures to decrease in order to maintain a balanced budget. As expenditures usually raise economic growth and taxes generally hinder it, seeking the optimum combination of tax structures and expenditure options is necessary to encourage prosperity in a state. In this paper I study the effects of various expenditures and revenue combinations on growth in state personal income from 1977-2010 for 49 states and the District of Columbia. I find …
The Effects Of The Bi-Partisan Campaign Reform Act On The Process Of The Campaign Finance In The Presidential Nomination Process, Karen Sebold
Graduate Theses and Dissertations
The Bipartisan Campaign Reform Act increased the individual donor limit to $2,000 per candidate per election and indexed the limit for inflation every two years. The primary research question guiding this study is how has the increase in the donor limit affected donor behavior. Answering this question should allow a determination to be made about how donors have responded to the increased donor limit. Understanding how donors responded to the doubled limit is important because it provides evidence on the intersection of wealth inequality and political influence. To answer the research question this study considers how the increased donor limit …
Interest Group Scorecards And Legislative Satisfaction: Using Ratings To Explore The Private Bias In Public Policy, Daniel E. Chand
Interest Group Scorecards And Legislative Satisfaction: Using Ratings To Explore The Private Bias In Public Policy, Daniel E. Chand
Graduate Theses and Dissertations
Despite their importance to our system, the study of interest groups has produced few concrete findings compared to other actors such as administrative agencies and political parties in the policymaking process. The absence of generalizable findings is partly explained by the unpopularity of the topic, but is primarily due to a deficiency of easily accessible data and lack of agreement over how to operationalize important concepts. In the following dissertation, I employ interest group "scorecards" (ratings of members of Congress) as an approach to examining interest groups in a generalizable manner. Specifically, I use scorecards to test the pluralist assumptions …

Testing Orthodox Utilitarian And Extrajudical Determinants Of Incarceration In The U.S. At The State-Level, 1980-2005, Pavel V. Vasiliev
UNLV Theses, Dissertations, Professional Papers, and Capstones
This project is a theory-driven secondary data analysis of state-level incarceration trends in the U.S. between 1980 and 2005. I replicate and advance Smith's (2004) study of the relationship between the socioeconomic, demographic, political, electoral, and criminal justice factors and incarceration rates at the state level. The purpose of this project is to determine the empirical validity of the major explanations of the incarceration trends in the U.S. I advance Smith's (2004) study using important novel elements. First, I extend the scrutinized historic period by a decade by compiling time-series data for 1980-2005. Second, I employ a more sophisticated analytic …
To Catch A Pirate: Analyzing Processes Of Policy Making On Maritime Piracy, Victoria E. Collins
To Catch A Pirate: Analyzing Processes Of Policy Making On Maritime Piracy, Victoria E. Collins
Sociology & Criminal Justice Theses & Dissertations
There has been a resurgence of political and media interest in maritime piracy, specifically in the Gulf of Aden off the coast of Somalia. This is credited to a rise in the number of piracy attacks that have been committed in Somalia's coastal waters. In response to this rise in attacks there has been an increased deployment of military warships from as many as 30 different countries to the region in efforts to combat piracy. Although the problem of piracy has received much attention there has been little attention paid to the structural conditions within Somalia itself, such as the …
Regional Organization And The Dynamics Of Inter-Municipal Cooperation, Zachary Spicer
Regional Organization And The Dynamics Of Inter-Municipal Cooperation, Zachary Spicer
Electronic Thesis and Dissertation Repository
This thesis examines the institution of city-county separation in Ontario. City-county separation was the original form of municipal organization in the province, introduced as a method of distinguishing between urban and rural areas by politically separating one from the other. Over time, this practice lost ground to institutions such as regional government, which sought to connect urban and rural areas. Despite this institutional shift, 18 cities and towns in Ontario remain separated from their counties, establishing a situation where some of the province’s most populous communities lack institutional linkages to their surrounding rural municipalities.

Perceptions Of Police Responses To Domestic Violence, Kelly Rae Stout
Perceptions Of Police Responses To Domestic Violence, Kelly Rae Stout
UNLV Theses, Dissertations, Professional Papers, and Capstones
Domestic violence, also known as, intimate partner violence (IPV), has become an epidemic in the United States. According to the Center for Disease Control and prevention (CDC), about 24 women and men are victimized by an intimate partner each minute, equaling about 12 million victims every year (2012b). In recent years, the public has become more aware of IPV situations. An increase in public service announcements has helped to inform the public and has brought these dangerous situations out from behind closed doors. In the age of technology, information is more easily distributed and exchanged which has also increased public …
Driving Forces: Factors Affecting Police Officer Injuries In Motor Vehicle Incidents In The United States, Carol Servino
Driving Forces: Factors Affecting Police Officer Injuries In Motor Vehicle Incidents In The United States, Carol Servino
UNLV Theses, Dissertations, Professional Papers, and Capstones
Traffic-related incidents were the leading cause of fatal injuries to officers in 14 of 15 years between 1997 and 2012. Vehicle crashes occur at the individual officer level, but chiefs are responsible for agency performance, creating and implementing police policy, and developing organizational culture. This quantitative survey research study draws from organizational culture theory and asks chiefs in state, county, and city police organizations what they believe are salient factors in crashes causing injuries and death to police officers in the United States. Independent variables include safety belt laws, written driving policies (including communication technology commonly used in police vehicles), …

Who We Are: Incarcerated Students And The New Prison Literature, 1995-2010, Reilly Hannah N. Lorastein
Honors Projects
This project focuses on American prison writings from the late 1990s to the 2000s. Much has been written about American prison intellectuals such as Malcolm X, George Jackson, Eldridge Cleaver, and Angela Davis, who wrote as active participants in black and brown freedom movements in the United States. However the new prison literature that has emerged over the past two decades through higher education programs within prisons has received little to no attention. This study provides a more nuanced view of the steadily growing silent population in the United States through close readings of Openline, an inter-disciplinary journal featuring …
Cost-Benefit Analysis Of Farmer Training In Ghanaian Cocoa Farming, Michael Norton
Cost-Benefit Analysis Of Farmer Training In Ghanaian Cocoa Farming, Michael Norton
Agricultural Economics and Agribusiness Undergraduate Honors Theses
While billions of dollars flow into low-income countries each year to help alleviate poverty, assessing the effectiveness of these dollars is a challenging task. The literature is rich in studies that measure the benefits of rural development programs. However, many of these studies lack a temporal dimension because they measure cost and benefits for only capital investments and for only a single, static year, while not accounting for skill enhancement. By only measuring net producer benefits during the life of the development program, the cost-benefit analyses (CBA) may not truly capture the full net benefits of a given program. In …
Agency Decision-Making For Climate Change: Cost-Benefit Analysis, The Precautionary Principle, And The Bounds Of Rationality, Laura Carr
Pomona Senior Theses
Climate change tests the limits of human understanding of complexity and uncertainty. It challenges assumptions about our presumed power of control over this planet. This paper examines the theory of how governmental executive branch agencies make regulation decisions about climate change using the decision-making methodologies of cost-benefit analysis and the precautionary principle, and as influenced by perceptions of the bounds of human rationality and ability to deal with risk and uncertainty.

The Effect Of Public Policy On Health Service Providers, Marier Allison
The Effect Of Public Policy On Health Service Providers, Marier Allison
Economics - Dissertations
Chapter 1
Low-income, publicly insured admissions historically cost more to treat than the average patient. To ensure that hospitals are reimbursed an adequate amount for care of indigent populations, Medicare reimburses hospitals an additional percentage amount according to federally set financial schedule. The reimbursement cutoff is discrete: at fifteen percent of a disproportionate patient percentage, a hospital is reimbursed an extra 2.5 percent of the standard prospective payment rate. I extend a simple model of hospital quality as a function of insurance reimbursement increases to determine that under certain circumstances there exists a positive relationship between quality and reimbursement. I …
Financing Public Solar Projects: California Public Jurisdictions' Experiences In Acquiring And Financing Solar Photovoltaic Installations, Dana M.C. Hoffman
Financing Public Solar Projects: California Public Jurisdictions' Experiences In Acquiring And Financing Solar Photovoltaic Installations, Dana M.C. Hoffman
Master's Theses
More efficient technologies, state laws as well as environmental, social, and political pressures have all contributed to placing solar acquisition on the agenda for California’s public entities over the last half decade. But a key question for these frequently cash-strapped jurisdictions is how to utilize public dollars and lands, and how to leverage incentives to obtain solar PVs. As an alternative to outright purchase, a promising financing option made available to jurisdictions in recent years is ownership by a third party, usually the solar company, including various forms of Power Purchase Agreements (PPA’s) and leasing. Due in part to state …
Nonproliferation And The Domestic Politics Theory Of Compliance, Kimberly Van Dyke Gilligan
Nonproliferation And The Domestic Politics Theory Of Compliance, Kimberly Van Dyke Gilligan
Graduate Program in International Studies Theses & Dissertations
Since 1945, nuclear weapons have impacted world politics and the world has sought to control their spread. This has resulted in the nonproliferation regime and its centerpiece: the Treaty on the Nonproliferation of Nuclear Weapons (NPT). Understanding nonproliferation compliance is important to determining whether the NPT is contributing to stopping the spread of nuclear weapons. If the NPT is having no influence on state behavior, then the international community can decide if its efforts should be redirected from treaties to other nonproliferation efforts.
There are several competing theories on why states do or do not comply with treaties. One of …

"You Never Leave Anyone Behind": A Story Of The Young Unemployed Veteran, Jack Nettleton
Senior Theses and Projects
This thesis analyzes the current opportunities and challenges for young, Post-9/11 veterans reintegrating back into civilian life. Young veterans of the Iraq and Afghanistan wars have higher unemployment rates compared to their non-military counterparts. This thesis explores how multiple deployments and higher percentages of physical disabilities contribute to the uniqueness of the young veteran’s challenge to obtain employment. Despite the many benefits provided by the VA, young veterans often have to endure very long waiting periods before the VA can process and grant their benefits. The thesis also identifies three individual states with different economic profiles that contribute to either …
