Politics Or Policy? How Rhetoric Matters To Presidential Leadership Of Congress, José Villalobos, Justin Vaughn, Julia Azari

In this study, we examine the linkage between presidential policy proposal messages and legislative success. Employing a dataset on presidential legislative proposals that covers the years 1949-2010, we find that politics matters less than policy. Purely political messages that reference the electoral logic of mandates or appeal to a sense of bipartisanship appear to have no impact on presidential legislative success, nor does policy signaling, though highlighting the role of agency-based policy experts in crafting legislation does. Presidential policy czars have been an important and powerful component of President Barack Obama’s approach to management and leadership in the first part of his time in office. By using czars, the President has been able to demonstrate the importance of policy issues, both to his own agenda and to the broader political system. In this chapter, we find that performance outcomes for these czars have been a mixed bag, with as many stories of success to report as tales of frustration and failure. Assessing Devolution In The Canadian North: A Case Study Of The Yukon Territory, Christopher Alcantara, Kirk Cameron, Steven Kennedy

Despite a rich literature on the political and constitutional development of the Canadian territorial North, few scholars have examined the post-devolution environment in Yukon. This lacuna is surprising since devolution is frequently cited as being crucial to the well-being of Northerners, leading both the Government of Nunavut and the Government of the Northwest Territories to lobby the federal government to devolve lands and resources to them. This paper provides an updated historical account of devolution in Yukon and assesses its impact on the territory since 2003. The aim of this study is to examine the sibling relationship from the perspective of both siblings in order to add to the understanding of potentially one of the most important relationship of an individual’s life. In particular, questions were asked about how the relationship is affected in terms of warmth, conflict and rivalry by a number of variables; gender, level of contact and number of siblings in the family. Emotions play a crucial role in an animal’s life because they facilitate responses to external or internal events of significance for the organism. In social species, one of the main functions of emotional expression is to regulate social interactions. There has recently been a surge of interest in animal emotions in several disciplines, ranging from neuroscience to evolutionary zoology. Because measurements of subjective emotional experiences are not possible in animals, researchers use neurophysiological, behavioural and cognitive indicators. Developing countries that host mega-events such as the Olympic Games and World Cup invest enormous sums in stadiums and collateral infrastructure projects. The rapid investment in long-lasting physical stocks raises questions of equity and efficiency for national taxpayers and event attendees. This paper reviews several cases of historical and recent mega-events to assess the infrastructure costs, returns on infrastructure investments, and impacts of the events on urban development patterns. It will highlight cases where mega-event investments contributed to long-term economic growth.

An Examination Of Exposure To Traumatic Events And Symptoms And Strengths For Children Served In A Behavioral Health System Of Care, Melissa L. Whitson, Christian M. Connell, Stanley N. Bernard, Joy S. Kaufman

The present study examined how exposure to traumatic events impacts children with severe emotional disturbance who are being served in a school-based system of care. Multilevel growth curve models were used to examine the relationships between a child’s history of traumatic events (physical abuse, sexual abuse, or domestic violence) and behavioral and emotional strengths, internalizing problem behaviors, or externalizing problem behaviors over 18 months. Results indicate that children receiving services (N = 134) exhibited increased emotional and behavioral strengths and decreased internalizing and externalizing problem behaviors from enrollment to 18 months follow-up. Perceptions And Experiences Of Drug Use Among Women In Rural North Carolina, Martin T. Hall Ph.D., M.S.S.W., Debra Skinner Ph.D.

Contemporary Rural Social Work Journal

This study describes perceptions and experiences of drug use among 32 women residing in three non-urban counties in eastern North Carolina. Participants described drug use in their families and communities as pervasive, citing both individual (e.g., depression) and systemic (e.g., few opportunity structures) causal factors. Participants with personal drug use histories described factors that helped them reduce drug use as well as the challenges of maintaining recovery in small communities. Contributions of this research include rural women’s assessment and attribution of drug use problems in both their personal lives and larger communities. Recommendations for rural drug treatment providers are offered.

Standard models of horizontal strategic capital tax competition predict that, in a Nash equilibrium, tax rates are inefficiently low due to externalities - capital infl ow to one state corresponds to capital out ow for another state. Researchers often suggest that the federal government impose Pigouvian taxes to correct for these effects and achieve efficiency. We propose an alternative incentive-based regulation: tradeable capital tax permits. Under this system, the federal government would require a state to hold a permit if it wanted to reduce its capital income tax rate from some pre-determined benchmark. These permits would be tradeable across states. …

In the spring and summer of 2012 the State of Oregon commissioned a study from Portland State University’s Center for Public Service to examine the single biggest cost of most government jurisdictions: personnel costs. Working closely with the League of Oregon Cities and the Association of Oregon Counties, the state and the CPS research team identified 21 different city and county jurisdictions in Oregon and southwest Washington, in addition to using state of Oregon data.
