The purpose of this investigation was to design, implement, and apply a real-time geographic information system for data intensive water resource research and management. The research presented is part of an ongoing, interdisciplinary research program supporting the development of the Intelligent River® observation instrument. A consistent interface is thought to be beneficial because it allows users to draw on previous training and experience when operating a new interface. Design guidelines like the eight golden rules of interface design argue that a highly consistent interface improves system usability (Shneiderman, 1987). However, interface consistency is not monolithic; instead it is a complex, multidimensional construct. I refer to the two dimensions of interface consistency as perceptual consistency (the appearance) and conceptual consistency (the functionality) of an interface. Perceptual consistency considers aspects like interface layout and orientation; conceptual consistency considers how the system operates or responds. I sought …

In June 2011, the United Nations Human Rights Council (HRC) adopted its first resolution on sexual orientation and human rights. Resolution 17/19 expressed grave concern at violence and discrimination committed against people because of their sexual orientation and tasked the UN High Commissioner for Human Rights to report on such abuses. In a body marred by regional bloc voting, Resolution 17/19 passed with support from states in all five of the official regions of the UN. We characterize the class of dominant-strategy incentive-compatible (or strategy-proof) random social choice functions in the standard multi-dimensional voting model where voter preferences over the various dimensions (or components) are lexicographically separable. We show that these social choice functions (which we call generalized random dictatorships) are induced by probability distributions on voter sequences of length equal to the number of components. They induce a fixed probability distribution on the product set of voter peaks. The marginal probability distribution over every component is a random dictatorship. Our results generalize the classic random dictatorship result in Gibbard (1977) and the decomposability results for …

We define a solution concept, perfectly contracted equilibrium, for an intertemporal exchange economy where agents are simultaneously price takers in spot commodity markets while engaging inefficient, non-Walrasian contracting over future prices. Without requiring that agents have perfect foresight, we show that perfectly contracted equilibrium outcomes are a subset of Pareto optimal allocations. It is a robust possibility for perfectly contracted equilibrium outcomes to differ from Arrow-Debreu equilibrium outcomes. We show that both centralized banking and retrading with bilateral contracting can lead to perfectly contracted equilibria.

I unify the following (1) men face paternal uncertainty while women do not face maternal uncertainty, (2) putative fathers and paternal kin care about true paternity, (3) paternity confidence is systematically lower in matrilocal cultures than in patrilocal ones, (4) inheritance tends to be patrilineal in high paternity confidence cultures and matrilineal in low confidence ones, and (5) most societies with patrilineal inheritance were patrilocal while most societies with matrilineal inheritance were matrilocal. We examine honesty and credible auditing in firm-investor relations in a repeated game of imperfect information, embedded in a general equilibrium framework. Informed auditors enhance credibility over a range of audit fees – despite the auditor’s incentive to collude – provided the probability of detection is imperfectly correlated across clients. Auditing can enhance growth especially for a relatively egalitarian distribution of wealth. We show that audit fees must be neither too high nor too low to enhance client credibility, highlight the role of mandatory audit fee disclosure, interpret international differences in shareholding patterns and uncover a possible rationale for audit …

Exponential random graph models (ERGMs) are increasingly applied to observed network data and are central to understanding social structure and network processes. The chapters in this edited volume provide a self-contained, exhaustive account of the theoretical and methodological underpinnings of ERGMs, including models for univariate, multivariate, bipartite, longitudinal and social-influence type ERGMs. Each method is applied in individual case studies illustrating how social science theories may be examined empirically using ERGMs. The authors supply the reader with sufficient detail to specify ERGMs, fit them to data with any of the available software packages and interpret the results.

Social And Adversarial Varieties Of Democracy: Which Produces Fewer Criminals?, Devin K. Joshi

This article explores the relationship between two prominent varieties of democracy and the size of a country’s prison population. Theoretically, it proposes that social democracies increase social and economic equality which reduces both the “demand for crime” and the number of criminals. Adversarial democracies, on the other hand, generate higher levels of inequality and insecurity that lead to higher levels of crime. Utilizing a structured, focused comparison of Nordic social democracies and Anglo-American adversarial democracies complemented by cross-sectional multiple regression analysis of twenty industrialized democracies, I find empirical support for both of these conjectures. We develop a model where the coexistence of money and a higher yielding asset is endogenously obtained when no restriction is placed on the use of either object as a medium of exchange. Due to the presence of uninsurable risks, agents have, in equilibrium, di⁄erent relative valuations of the asset to money, and hence, the use of money as a means of payment is strictly preferred. This endogenous di⁄erence in the willingness of agents to use money over the asset implies that money carries a greater liquidity premium than the asset. The Comparative Manifesto Project (CMP) provides the only time series of estimated party policy positions in political science and has been extensively used in a wide variety of applications. Recent work (e.g., Benoit, Laver, and Mikhaylov 2009; Klingemann et al. 2006) focuses on nonsystematic sources of error in these estimates that arise from the text generation process. Our concern here, by contrast, is with error that arises during the text coding process since nearly all manifestos are coded only once by a single coder. Many event monitoring systems rely on counting known keywords in streaming text data to detect sudden spikes in frequency. But the dynamic and conversational nature of Twitter makes it hard to select known keywords for monitoring. Here we consider a method of automatically finding noun phrases (NPs) as keywords for event monitoring in Twitter. Finding NPs has two aspects, identifying the boundaries for the subsequence of words which represent the NP, and classifying the NP to a specific broad category such as politics, sports, etc. To classify an NP, we define the feature vector for the NP using not just …

This paper begins to describe and explicate the specific mechanisms by which alcohol use and the alcohol use environment contribute to specific types of child maltreatment. These mechanisms relating alcohol outlet densities to child maltreatment described here include effects on social disorganization, parent's drinking behaviors, and parental supervision. By investigating potential mechanisms, new information could be obtained on the importance and role of alcohol and its availability in the etiology of child maltreatment. This knowledge can be used to further tailor interventions to those conditions most likely to prevent and reduce maltreatment.

Designed to provide security and equity to defined benefit (DB) pension plans, the Employee Retirement Income Security Act (ERISA) became law in 1974. Since that time, the economy has shifted to a more globalized, non-unionized, service-based environment, where defined contribution (DC) plans replaced DB plans as the dominant type of private pension plan. Today workers and retirees bear the burden of managing their pension plans and the associated risks. To protect Americans against the financial risks they face in retirement and ensure greater economic security in old age, targeted financial education, research, and fundamental pension policy reform are required.

Truth and Reconciliation Commissions (TRCs) are among the primary means for promoting reconciliation in communities recovering from violent conflict. However, there is a lack of consensus about what reconciliation means or how it is best achieved. In a qualitative study of the first TRC in the U.S., this research interviewed victims of racial violence who participated in the Greensboro Truth and Reconciliation Commission (GTRC), a community-based restorative justice intervention. Findings reveal that participants conceptualized reconciliation as a multileveled process, that different concepts of reconciliation influenced assessments of the success and limitations of the GTRC, and indicate how community-based restorative interventions …

Undocumented immigration has become a contentious issue in the U.S. over the past decade. Opponents of undocumented immigration have argued that undocumented immigrants are a social and financial burden to the U.S. which has led to the passage of drastic and costly policies. This paper examined existing state and national data and found that undocumented immigrants do contribute to the economies of federal, state, and local governments through taxes and can stimulate job growth, but the cost of providing law enforcement, health care, and education impacts federal, state, and local governments differently. Perceived Neighborhood Safety And Psychological Distress: Exploring Protective Factors, Jaime Booth, Stephanie L. Ayers, Flavio F. Marsiglia

While a growing body of literature has established a relationship between "disordered" neighborhoods and psychological distress, less is known about the specific mechanisms at work. Using data collected in the 2008 Arizona Health Survey (N = 4,196), hierarchal linear regression was conducted to assess both the independent effect of perception of neighborhood safety on psychological distress, as well as the mediating effects of powerlessness, social isolation and mistrust. The findings suggest that the more safe individuals feel in their neighborhood, the less psychological distress they experience (b = 1.07, SE = .17, p < .001). This relationship appears to be partially mediated by feelings of powerlessness, social isolation and mistrust, indicating potential risk and protective factors.

Immigration policy has shifted its focus from family reunification to strict enforcement of "illegal" immigration. It has become much more difficult for U.S. citizens to adjust their non-citizen spouses' legal status, especially spouses who are undocumented. This paper examines the vulnerabilities of female U.S. citizens married or partnered with undocumented Mexican men. Findings challenge the simplistic notion that marriage with a U.S. citizen creates automatic legalization for undocumented individuals and highlights the creation of a second class citizenry for native-born partners. This study argues that punitive immigration law and policies have profound negative implications for the lives of U.S. citizens.

Social Ties, Social Support, And Collective Efficacy Among Families From Public Housing In Chicago And Baltimore, Rebecca Joyce Kissane, Susan Clampet-Lundquist

This paper explores the social ties and capital of women relocating to low-poverty neighborhoods through the Moving to Opportunity program and a "regular mover" group who did not. Findings suggest the low-poverty movers seldom made close ties in their new neighborhoods; they also had fewer childhood friends and exchanged less support than the regular movers. Many, however, welcomed escaping the constant exchange that characterized their former neighborhoods and moved to areas higher in collective efficacy--experiencing neighborhoods rated high in child supervision, facing less conflictual relations with neighbors, and exhibiting greater trust in others-relative to the regular movers.
