School Choice Demonstration Project

With the passage of 2005 Wisconsin Act 125, private schools participating in the Milwaukee Parental Choice Program (MPCP) are now required to administer a nationally normed standardized test annually in reading, mathematics, and science to their MPCP (a.k.a. “Choice”) students enrolled in the 4th, 8th, and 10th grades. The law further directs Choice schools to submit copies of the scores from those tests to the School Choice Demonstration Project (SCDP) for processing and reporting to the Legislative Audit Bureau. School Choice Demonstration Project

The Milwaukee Parental Choice Program (MPCP) began as the nation’s first urban school voucher initiative in the fall of 1990. Initially, seven secular schools were authorized to enroll the 341 students who first participated in the program. By the 2006-07 academic year, a total of 17,749 voucher students were attending one of the 122 private secular and religious schools that participated in the MPCP or “Choice” program for the entire year.

School Choice Demonstration Project

The MPCP was established in 1990 as the first urban education reform in the U.S. built around the idea of permitting parents to enroll their children in private schools of their choosing at government expense. In its first year of operation, the MPCP enrolled 341 students in the seven secular private schools participating in the program. The MPCP remained a small pilot program throughout the period of Witte’s government-authorized evaluation of 1990-95 (figure 1). In Lincoln, Nebraska, tenants of rental-housing units often visit the University of Nebraska (UNL) College of Law's Schmid Law Library for information and help in dealing with landlord and/or rental issues. Landlords, on the other hand, rarely use the law library, which lends material to all Nebraska residents over the age of 18. Even non-residents or minors may access and use the law library's collection within the building.

Lincoln landlords are missing out on the law library's resources for assistance with tenant issues, renting concerns, housing discrimination questions, deadbeat tenants, small business needs, and other landlord concerns. According to the …

Annually, the SSRC conducts a large-scale survey of Idahoans to identify public policy concerns. The study is provided to public officials and interested citizens to facilitate policy discussion and education. This study was undertaken in conjunction with the annual policy survey. The findings in this report reflect eleven questions sponsored by Mountain State’s Group, supported by a grant from the Anne Casey Foundation.

The Qualitative Assessment Of Responsiveness To Environmental Challenge In Horses And Ponies, Fabio Napolitano, Giuseppe De Rosa, Ada Braghieri, Fernando Grasso, Aldo Bordi, Françoise Wemelsfelder

The responsiveness of 10 horses and 10 ponies to environmental challenge (represented by an open field test) was assessed using a qualitative approach based on free choice profiling methodology (FCP), which gives observers complete freedom to choose their own descriptive terms. Data were analysed with generalised Procrustes analysis (GPA), a multivariate statistical technique associated with FCP. A cross-validation of the outcomes of this approach to data recorded through quantitative behaviour analysis, and through a questionnaire given to the animals’ owner/riding instructor, was also performed using principal component analysis (PCA). Validation of Animal Experimentation Collection

Animal models are widely recognized as being essential to the progress of medical science. In countering the critics’ arguments of the use of animals in medicine, one statement has acquired almost talismanic importance:

‘Virtually every medical achievement of the last century has depended directly or indirectly on research with animals.’

In this essay, the origins and justification of this oft-repeated statement are examined. Despite its endorsement by leading academic bodies, it is far from clear that the statement has been, or even could be, formally validated.

School District Enrollment Forecast Reports

Since 1997-98, Reynolds School District (RSD) overall K-12 enrollment has increased by 28 percent, from 8,452 students in 1997-98 to 10,815 in 2007-08, with most of the growth occurring between 1998-99 and 2003-04. After one year with little enrollment change (2004-05), the district has added 452 students in the most recent three years. This report presents the results of a study conducted by the Portland State University Population Research Center (PRC) concluding that the most likely scenario for future RSD enrollment is for slow growth in K-12 enrollment during the next five years until 2012-13, and slightly faster growth in …

At present, progress in mitigating global GHG emissions is impeded by political stalemate at the national level in the United States and the People's Republic of China. Through the conceptual lenses of multilevel governance and framing politics, the article analyzes emerging policy initiatives among subnational governments in both countries. Effective subnational emission-mitigating action requires framing climatic-stabilization policies in terms of local co-benefits associated with environmental protection, health promotion, and economic advantage. Neuroimaging Studies Of Psychological Interventions For Mood And Anxiety Disorders: Empirical And Methodological Review., Paul A Frewen, David J A Dozois, Ruth A Lanius

This article reviews the methods and results of published neuroimaging studies of the effects of structured psychological interventions for mood and anxiety disorders. The results are consistent with neural models of improved affective- and self-regulation, as evidenced by psychotherapeutic modulation of brain metabolic activity within the dorsolateral, ventrolateral, and medial prefrontal cortices, the anterior cingulate, the posterior cingulate/precuneus, and the insular cortices. Specific recommendations for future studies are outlined, and the clinical and theoretical significance of this research is discussed.

Two decades of research conducted to date has examined selective visual attention to threat and reward stimuli as a function of individual differences in anxiety using the dot-probe task. The present study tests a connectionist neural-network model of meta-analytic and key individual-study results derived from this literature. Attentional bias for threatening and reward-related stimuli is accounted for by connectionist model implementation of the following clinical psychology and affective neuroscience principles: 1) affective learning and temperament, 2) state and trait anxiety, 3) intensity appraisal, 4) affective chronometry, 5) attentional control, and 6) selective attention training. Individuals with posttraumatic stress disorder (PTSD) often exhibit deficits in emotional experience and expression, which suggests that certain individuals with PTSD may be alexithymic. In this study, in a sample of 105 individuals with PTSD, clinical correlates of alexithymia included reexperiencing, hyperarousal, numbing, dissociative symptoms, and retrospectively reported experiences of childhood emotional neglect. In a subsample of 26 individuals with PTSD related to a motor vehicle accident, functional neural responses to trauma-script imagery were associated with severity of alexithymia, including increased right posterior-insula and ventral posterior-cingulate activation and decreased bilateral ventral anterior-cingulate, ventromedial prefrontal, anterior-insula, and right inferior frontal cortex …
