The purpose of the International Civic and Citizenship Education Study (ICCS) is to investigate, in a range of countries, the ways in which young people are prepared and consequently ready and able to undertake their roles as citizens. In pursuit of this purpose, the study will report on student achievement in a test of conceptual understandings and competencies in civics and citizenship. It will also collect and analyse, as additional outcome variables, data about student activities, dispositions, and attitudes related to civic and citizenship education. It is over the ten years since IEA last investigated civic education, and in that time new challenges have emerged in educating young people for their roles as citizens in the 21st century. These challenges have stimulated renewed reflection on the meanings of citizenship and the roles of and approaches to civic and citizenship education. This paper explores how civic and citizenship education in the European context is being addressed through the new IEA International Civic and Citizenship Study (ICCS). It sets out the rationale for the inclusion of a European regional perspective as a new and innovative part of the study. It focuses in particular on the rationales for the purpose and content of the European Module. It describes the process of construction of the European Module instruments and outlines how the outcomes will be reported.

Projecting The Economic Impact Of The Fayetteville Shale Play For 2008-2012, Katherine A. Deck

In 2006, the Center for Business and Economic Research released an economic impact study of the newly developing natural gas industry related to the Fayetteville Shale. The Fayetteville Shale is an unconventional gas reservoir located on the Arkansas side of the Arkoma Basin, ranging in thickness from 50 to 325 feet and ranging in depth from 1,500 to 6,500 feet. That study concluded that from 2005 to 2008, economic output of over $5.5 billion and 9,683 jobs would be generated as a result of investments in the Fayetteville Shale. The article discusses opportunities for academic libraries concerning the development of repository programs for Electronic Theses and Dissertations (ETDs). Benefits for students and universities are explored, including the expressive qualities of ETDs, increased visibility, operational efficiency, and knowledge-sharing. Issues for administrative discussion are examined, with particular focus given to copyright management. Challenges connected to open access publishing and the role of UMI Dissertation Publishing are also explored. The article provides a list of university ETD Web sites.

The appearance of Steven Schwarze's essay, “Environmental Melodrama” (Schwarze, 2006) as the lead article in a recent issue of The Quarterly Journal of Speech marks an important moment of recognition for environmental communication scholarship. Schwarze's essay demonstrates how studies of environmental rhetoric can contribute to rhetorical theory more generally, while addressing practical questions regarding the rhetorical aspects of environmental conflict. The contributors to this forum respond to Schwarze's arguments, drawing in part upon their own case studies of rhetorical action and narrative in environmental conflict.

The study reported in this paper, a Multistage Longitudinal Comparative (MLC) Design Stage II evaluation conducted as a planned preliminary efficacy evaluation (psychometric evaluation of measures, short-term controlled outcome studies, etc.) of the Changing Lives Program (CLP), provided evidence for the reliability and validity of qualitative measures under development as well as the utility of unifying qualitative (e.g., open coding, theoretical sampling/saturation, etc.) and quantitative (e.g., quasi-experimental designs, advanced statistical analysis, psychometric analysis, etc.) research methods and procedures for evaluating intervention programs. Specifically, when analyzed using Relational Data Analysis, response data from the Future Possible Selves Questionnaire yielded theoretically meaningful …

The efforts of the Miami Youth Development Project reported in this special issue illustrate how Developmental Intervention Science (DIS; a fusion of the developmental and intervention science) extended to include outreach research contributes to the development of community-supported positive youth development programs. In the process, the articles further illustrate the general utility of Developmental Intervention Science outreach research in facilitating the use of descriptive and explanatory knowledge about changes within human systems that occur across the lifespan in the development of evidence-based individual and institutional change intervention strategies for promoting long-term developmental change. A Response To The "Conservative Case" For Same-Sex Marriage: Same-Sex Marriage And "The Tragedy Of The Commons", Lynn D. Wardle

Brigham Young University Journal of Public Law

After initially reporting on the status of the movement for same-sex marriage in the United States and around the world, this article reviews the five key claims of the "conservative case" for same-sex marriage ("we exist," stabilization, sexual taming, social gains, and no harm) and compares them to the seven core principles of conservatism (preservation, institutions, caution, experience, distrust, individualism, and morality). It finds that the claims for same-sex marriage are seriously deficient when measured against those conservative principles. The concept of “clusters” has been a key idea in economic development in Maine and other states for more than a decade. In 2002, the Maine Science & Technology Foundation (MSTF) released a study of the cluster characteristics of the seven technology sectors that were designated as the focus of attention for Maine’s research and development support programs.

This study is a step towards implementing the Brookings Institution’s recommendations for an aggressive effort to build and expand clusters. It updates and expands the 2002 MSTF cluster report and also builds upon the work of Porter and others to identify distinctive …

After the 2006 conflict between Israel and Hezbollah, Handicap International sent battlefield-area clearance teams to South Lebanon to help clear the land of unexploded ordnance and other explosive remnants of war. This article is a report of the impact on the civilian population due to the conflict and the impact of the cleanup efforts by HI. It aims to provide narrative and statistical data to demonstrate the humanitarian impact of Handicap International’s BAC efforts in South Lebanon from December 2006 to December 2007.
