Productivity Spillovers In Healthcare: Evidence From The Treatment Of Heart Attacks, Amitabh Chandra, Douglas O. Staiger

A large literature in medicine documents variation across areas in the use of surgical treatments that is unrelated to outcomes. Observers of this phenomena have invoked “flat of the curve medicine” to explain these facts, and have advocated for reductions in spending in high-use areas. In contrast, we develop a simple Roy model of patient treatment choice with productivity spillovers that can generate the empirical facts. Our model predicts that high-use areas will have higher returns to surgery, better outcomes among patients most appropriate for surgery, and worse outcomes among patients least appropriate for surgery, while displaying no relationship between …

Through examining the levels of integration in public and private schools across the United States, it is clear that the spirit of Brown v. Board of Education was never fulfilled. Students are still learning in an overwhelmingly homogeneous environment. Even in diverse neighborhoods there is a difference: the poor and minority children attend the public schools and the wealthy children attend private school. Thus, the urban public schools remain overwhelmingly minority, while private schools are overwhelmingly white. There is a clear discrepancy between black and white students in terms of size of school and quality of education.

While I was checking on deminers I saw the deminer [Name removed] working on his group on 12 o’clock mine I asked him what’s the problem? He said he was looking for a missing mine and he can’t find it, I went to help him and when I dig twice using the heavy rake a mine was blasted in my face, I sat on the ground and the deminer, team leader and the team section came and took me to the medic team on the ambulance stretcher out of the field.

The primary cause of this accident is listed as a Field Control Inadequacy because the investigators found that the Victim was working with a shovel in breach of SOPs and his error was not corrected. The secondary cause is listed as a Management Control Inadequacy because it is the management’s responsibility to ensure that the field supervisors control the deminers appropriately.

Open access, or the idea anyway, came to life nearly a decade and a half ago. Now almost fifteen years later, we’re still talking about it, still paying exorbitant amounts for periodicals, or their still relatively new counterparts, electronic aggregate databases. Experts tell me that fifteen years is not enough time for a good idea to catch on. I guess that’s the way it is with Murphy’s Law: bad ideas catch on instantly while good ideas come and go, most never seeing the light of day.

Since their widespread use during World War II, landmines have arguably become one of the most significant social, economic and environmental problems of the last half-century. Restricting access to land, roads and water supplies, landmines have been responsible for the displacement of persons and the stagnation of basic infrastructure development in every region of the world. They have also caused land and soil degradation, loss of biodiversity, and severe limitations to agricultural productivity. These issues, along with several others, were at the heart of the mine-action debate during creation of the Anti-personnel Mine Ban Convention in 1997.

The Mines Advisory Group began working in Chad in late 2004 with the objective of demining the water points in several of the war-torn provinces in the northern portion of the country. MAG formulated a three-phase plan that was extremely well-executed, even while dealing with the harsh desert climate, achieving its objectives before the deadline and under budget. A total of 21 watering points and 28 paths to access the watering points were cleared, while 84 areas were identified as dangerous. The overwhelming presence of landmines and explosive remnants of war in Lebanon has created a diverse and complex problem that continues to affect the socioeconomic development of the country. A number of mine/ERW accidents have occurred while individuals engage in farming activities. According to Landmine Monitor, about 62 percent of contaminated areas is agricultural land, and casualties tend to increase in planting and harvesting months. Intelligent Robotic Behaviors For Landmine Detection And Marking, David Bremmer, David Few, Curtis Nielsen, Miles Walton

This article discusses experimental results achieved with a robotic countermine system that utilizes autonomous behaviors and a mixed-initiative control scheme to address the challenges of detecting and marking buried landmines. By correlating aerial imagery and ground-based robot mapping, the interface provides context for the operator to task the robot. Once tasked, the robot can perform the search and detection task without the use of accurate global positioning system information or continuous communication with the operator. Results show that the system was able to find and mark landmines with a very low level of human involvement. In addition, the data indicates …

This article describes the development and the experiments performed with Gryphon, a new platform for tele-operated landmine detection. With Gryphon, the authors aim at reducing the gap between research and application by introducing partial autonomy in mine-detection operations with a robust platform. Jordan signed the Ottawa Convention in 1999 and is working to comply with the regulations by the May 2009 deadline. Jordan has enlisted Norwegian People's Aid to help the Royal Engineering Corps meet its deadline. Surveys have been completed and suspected hazardous areas have been significantly reduced. NPA is continuing to demine areas with the help of mine-detecting dogs and a MineWolf machine. The overall goal is to clear the land to allow agriculture and industry to return to areas currently inaccessible due to the threat of landmines.
