Walter Russell Mead places this volume (which builds on Special Providence) into the context of the ideological and theological debates that have shaped American history. Like Michael Oakeshott and various conservatives, Mead depicts the contemporary world as the outworking of a “modern temper” or an “Enlightenment project,” two phases of which he focuses on: Fordism (resembling Lewis Mumford’s modern megamachine) and millennial capitalism. Mead’s identification of several competing schools of thought or dispositions in chapter six is somewhat comparable to earlier “models of historical interpretation,” such as Daniel Elazar’s three American “political cultures” and David Hackett Fischer’s four “British folkways” …

As a career path, early childhood mental health consultation MHC is an emerging and growing work force opportunity. In keeping with the vision of an effective transformed service system expressed in the final report of the Presidents' New Freedom Commission, and communities are expanding capacity to meet the mental health needs of young children and caregivers through mental health sultation. ECMHC supports children in naturalistic community and avoids the excessively "expert" tude9 and works through collaboration with families and other providers who care for them. The Role Of Interagency Collaboration For Substance- Abusing Families Involved With Child Welfare, Beth L. Green, Anna Rockhill, Scott Burns

Meeting the needs of families involved with the child welfare system because of a substance abuse issue remains a challenge for child welfare practitioners. In order to improve services to these families, there has been an increasing focus on improving collaboration between child welfare, treatment providers, and the court systems. This paper presents the results from qualitative interviews with 104 representatives of these three systems that explore how the collaborative process works to benefit families, as well as the barriers and supports for building successful collaborations. Increased Hiv Risk Associated With Criminal Justice Involvement Among Men On Methadone, Matthew Epperson, Nabila El-Bassel, Louisa Gilbert, E. Roberto Orellana, Mingway Chang

This paper examines the relationship between HIV risk and criminal justice involvement among a random sample of 356 men enrolled in methadone maintenance treatment programs in New York City. Bivariate and logistic regression analyses were performed to estimate the associations between measures of criminal justice involvement and participant HIV risk, controlling for socio-demographic variables. A lifetime history of incarceration was significantly associated with being HIV positive (Adjusted OR = 5.08). Recent arrest was associated with unprotected vaginal sex and having multiple female sexual partners. Sex trading was associated with both arrest and incarceration, and the strongest association was found between …

Discipline and Punish shattered the way many of us thought about punishment and modern society and, for many years, served as one leading optic through which we analyzed penal practices and institutions. The book functioned as a quintessential work in critical theory: it lifted the veil from our eyes, it enlightened us, it fundamentally changed the way we understood contemporary punishment practices. Among the numerous reasons why Discipline and Punish continues to be read and to shape the contours of criminology, sociology, political theory, and philosophy, is its attention to the development of criminal subjectivity. The ascendancy of the disciplinary age brought about the “fabrication” of the delinquent as a by-product of the discursive needs of the penitentiary technique and the requirements of the juridical law. Live Interactive Group-Specific Normative Feedback Reduces Misperceptions And Drinking In College Students: A Randomized Cluster Trial, Joseph W. Labrie, Justin F. Hummer, Clayton Neighbors, Eric R. Pedersen

This research evaluated the efficacy of a live and interactive group-specific normative feedback intervention designed to correct misperceptions of alcohol-related group norms and subsequently reduce drinking behavior. Campus organizations (N = 20) containing 1,162 college students were randomly assigned to intervention or assessment-only control conditions. Participants in the intervention condition attended an intervention during their organization’s regular standing meeting. Data were gathered in vivo using computerized handheld keypads into which participants entered personal responses to a series of alcohol-related questions assessing perceptions of normative group behavior as well as actual individual behavior. Emerging data indicate that progesterone has multiple non-reproductive functions in the central nervous system to regulate cognition, mood, inflammation, mitochondrial function, neurogenesis and regeneration, myelination and recovery from traumatic brain injury. Progesterone-regulated neural responses are mediated by an array of progesterone receptors (PR) that include the classic nuclear PRA and PRB receptors and splice variants of each, the seven transmembrane domain 7TMPRβ and the membrane-associated 25-Dx PR (PGRMC1). These PRs induce classic regulation of gene expression while also transducing signaling cascades that originate at the cell membrane and ultimately activate transcription factors. Ovarian hormones influence memory formation by eliciting changes in neural activity. The effects of various concentrations of progesterone (P4) on synaptic transmission and plasticity associated with long-term potentiation (LTP) and long-term depression (LTD) were studied using in vitro hippocampal slices. Extracellular studies show that the highest concentration of P4 tested (10−6 M) decreased the baseline synaptic transmission and magnitude of LTP, but did not affect LTD. Intracellular studies suggest the P4 effect to be mediated, at least in part, by GABAA activity. These results establish a general effect of P4 on synaptic transmission, multiple forms of synaptic plasticity, and …

Because of the multifactorial nature of neuropsychological tests, attention remains poorly defined from a neuropsychological perspective, and conclusions made regarding attention across studies may be limited due to the different nature of the measures used. Thus, a more definitive schema for this neurocognitive domain is needed. We assessed the applicability of Mirsky and Duncan's (2001) neuropsychological model of attention to a cohort of 104 HIV+ adults. Our analysis resulted in a five-factor structure similar to that of previous studies, which explained 74.5% of the variance. When deciding what salary to offer an employee, a firm needs to predict that employee’s future productivity. One piece of information that a firm can use to predict productivity is the employee’s past performance record. Classical theory predicts that firms will effectively use the available information to choose an appropriate salary offer. Evidence from baseball contracts indicates, however, that memory-based biases influence salary offers. Consistent with insights from psychology and behavioral economics, salaries are affected too much by recent performance compared with past performance. This paper proposes and tests an empirical model of impartiality, inspired by Adam Smith (1759), that is based on the moral judgments of informed third parties (or spectators). The model predicts that spectatorship produces properties widely considered desirable in both the normative and descriptive literature of philosophy and the social sciences, namely, unbiasedness and consensus. This informs a vignette experiment that elicits moral judgments about real world policy issues while varying the information conditions (relevant and irrelevant information) and roles (spectator and stakeholder) of respondents across treatments. In my position paper, I will urge Americans to fulfill the promise of equal educational opportunity and to avoid further entrenchment of the cycle of poverty. Some residents of largely homogeneous New Hampshire tend to be less knowledgeable about issues of racial resegregation, because racial difference is rarely seen and cries of racial inequality are not heard. Additionally some view social class struggles as a problem of remote northern NH or of particular dilapidated cities in the south. Despite the efforts to reduce traffic accidents by government entities and automobile manufactures, the numbers of accidents are not considerably reduced. An evaluation of an algorithm based on the fly's eye is done on this research applying its principles to detect scene change on images for printed circuit boards providing initial steps to implement this algorithm on vehicular traffic to keep track of objects moving on the field for collision avoidance purposes. The effectiveness of the algorithm is addressed through a comparison of its performance with that found in experimental data.

Studies of the valuation of housing attributes abound. Empirical studies of this nature for Latin America and Mexico are less common. This study utilizes data for 175 new houses in Ciudad Juarez to estimate a hedonic pricing model. All units in the sample were completed and sold between November 2006 and April 2007. For each house, a total of fourteen characteristics, both structural and locational, are employed as explanatory variables. Empirical results indicate that the structural characteristics play a bigger role than the neighborhood amenities. Surprisingly, neighborhood parks are found to lower housing values

Cervical cancer mortality rates are 3.5 times higher in Chihuahua State than in Texas. Identifying risk behaviors in women living in the state of Chihuahua is important to understand what behaviors might need to be addressed through cultural relevant educational programs. My study uses a dataset collected in the summer of 2007 in a Dysplasia clinic located in Chihuahua City. This dataset provides information on six risk behaviors, two diagnostic methods of detecting cervical cancer, and women's residency by municipios. The number of live births was statistically significant in predicting cervical cancer diagnosis by Pap smear and Colposcopy. There were …
