While there have been numerous studies examining certain aspects of the effects of collective bargaining, there have yet to be any empirical studies on the effects of collective bargaining on the use of police policy. This study looks to address this issue by examining the impact of collective bargaining on the use of three currently innovative police policies: early warning systems, civilian review boards, and the use of in-car cameras. Using data from the 2003 Law Enforcement Management and Administrative Statistics (LEMAS) survey, we look at municipal agencies with over 100 officers. Subjective gender experiences for post-operative trans-individuals were investigated in this study to empirically assess participants' current sense of a match or a lack of a match between their present biological sex and their gender identity. Survey Monkey, an internet site for collection and analysis of responses to survey questions, was used to gather demographic information from 18 respondents and to answer the study questions about post-surgical congruence or incongruence. With recent news of the skyrocketing costs of higher education, it is critical to highlight the specific effects of commodity bundling on the prices of textbooks. A study performed by the Government Accountability Office in 2005 cited that a main cause of increasing textbook prices is the recent inclusion of textbook supplements such as software and workbooks. We conducted an experiment to assess the effect of presidential rhetoric in a time of crisis. Our study was based in part on terror management theory, which posits that subtle reminders of death (mortality salience) lead to increased support of leaders an authority figures. Subjects were randomly placed in either a mortality salient condition or control condition. We also composed two speeches - one charismatic and one non-charismatic - and subjects were randomly assigned to hear one of the two. This chapter considers three sets of studies on how social influence affects perceptions of candidates' performances in presidential debates. The first set shows that perceptions are influenced markedly by the reactions of peers watching the debate at the same time or by televised audiences shown on broadcast debates. The second set shows that expectations created by news accounts prior to debates also have significant impact and that different kinds of news accounts affect different viewers in distinct ways. This chapter proposes that leaders often derive their most inspirational qualities from events or actions that transpire before and after, rather than during, their tenure as leaders. These events or actions engender sympathy, emotional support, and adoration for the leader. We identify three types of individuals whose effectiveness as leaders stem from actions that elicit sympathetic responses from others: underdog leaders who attract sympathy from their ability to overcome significant obstacles before they assume their leadership; deceased leaders who attract sympathy and whose deaths elicit reverence and inspiration long after they are gone; and martyrs who make the ultimate sacrifice …

A self-serving bias is any cognitive or perceptual process that is distorted by the need to maintain and enhance self-esteem. When individuals reject the validity of negative feedback, focus on their strengths and achievements but overlook their faults and failures, or take more responsibility for their group’s work than they give to other members, they are protecting the ego from threat and injury. These cognitive and perceptual tendencies perpetuate illusions and error, but they also serve the self ’s need for esteem.

The court's most recent salvo in the Long case is no exception. I wrote about this case in April in this paper when the court had just heard oral arguments. My column was titled "A Matter of Disrespect" because in reading the transcript of the oral arguments, it was plainly evident in the questions raised by Chief Justice John Roberts and Justice Antonin Scalia that they had very little respect for the legitimacy of tribal courts or their decisions.

This paper reports the principles behind designing a tagset to cover Russian morphosyntactic phenomena, modifications of the core tagset, and its evaluation. The tagset and associated morphosyntactic specifications are based on the MULTEXT-East framework, while the decisions in designing it were aimed at achieving a balance between parameters important for linguists and the possibility to detect and disambiguate them automatically. The final tagset contains about 600 tags and achieves about 95% accuracy on the disambiguated portion of the Russian National Corpus. We have also produced a test set of tagging models and corpora that can be shared with other researchers.

This paper explores the relationship between the tagset design and linguistic properties of inflected languages for the task of morphosyntactic tagging. Some information theoretic measures and statistics on these languages are reported which show, unsurprisingly, that the tagsets for morphologically rich languages are larger than tagsets for English and the average tag/token ambiguity is higher. The surprising outcome of the experiments is that for Catalan, Czech, Polish, Portuguese,and Russian – which are considered to be “word order” free languages (to various degrees) – the knowledge about the preceding tag reduces the uncertainty about the tag in question if the detailed …

Introduction: This report analyzes crude birth rates and contraceptive use among women in the three primary racial/ethnic groups, White, Black, and Latina, and further examines birth rates by age-specific groups in the United States between 1990 and 2000.

Methods: The data examined here was derived from the NYC Vital Statistics 2002 Report and the Census 2000 SF4 table on Sex by Age by race and Latino nationality. The birth rates were calculated by dividing live birth numbers (Vital Statistics report) by total population count by age and racial/ethnic group (Census 2000 data) and multiplying this number by 1000.

Introduction: This study examines educational attainment rates among racial/ethnic groups in the US and New York City as of 2000 – particularly Latinos.

Methods: Data on Latinos and other racial/ethnic groups were obtained from the U.S. Census Bureau American Community Survey, reorganized for public use by the Minnesota Population Center, University of Minnesota, IPUMSusa. Cases in the dataset were weighted and analyzed to produce population estimates.

Drawing on longitudinal data from the Early Childhood Longitudinal Study, Kindergarten Class of 1998–1999, this study used IRT modeling to operationalize a measure of parental educational investments based on Lareau’s notion of concerted cultivation. It used multilevel piecewise growth models regressing children’s math and reading achievement from entry into kindergarten through the third grade on concerted cultivation and family context variables. The results indicate that educational investments are an important mediator of socioeconomic and racial/ethnic disparities, completely explaining the black-white reading gap at kindergarten entry and consistently explaining 20 percent to 60 percent and 30 percent to 50 percent of …

Exposure-based therapies have been considered the most efficacious treatments for social anxiety disorder (i.e., Gould et al., 1997). The majority of the theory behind exposure-based treatments rely on Foa and colleagues’s (Foa, Huppert, & Cahill, 2005; Foa & Kozak, 1986) emotional processing theory. However, there has been less research examining the way that emotional processing occurs across actual treatment sessions for clients with social anxiety disorder. Recent experimental research has shown that respondents to forced-choice questions endorse significantly more options than respondents to check-all questions. This research has challenged the common assumption that these two question formats can be used interchangeably but has been limited to comparisons within a single survey mode. In this paper we use data from a 2004 random sample survey of university students to compare the forced-choice and check-all question formats across web self-administered and telephone interviewer-administered surveys as they are commonly used in survey practice. A Comparison Of Risk Factors For Sexual Victimization Among Gay, Lesbian, Bisexual, And Heterosexual Homeless Young Adults, Kimberly A. Tyler

Although high rates of sexual victimization have been reported among homeless youth, less is known about whether the risk factors vary for gay, lesbian, and bisexual youth compared to heterosexual youth. Based on a sample of 172 homeless young adults ages 19 to 26, results revealed that depressive symptoms, prostitution, and having friends who traded sex were significantly associated with higher levels of sexual victimization. Gay, lesbian, and bisexual young adults experienced more sexual victimization compared to heterosexual young adults. A test for interactions revealed that the effect of sexual orientation on sexual victimization was moderated by trading sex and …

Stress exerts complex effects on eyewitness memory. On the whole, it has a negative effect, but this can be quite variable depending on the level of stress and the aspect of the witnessed event that one is trying to remember. Not long ago, financial markets in most poor and middle-income countries were shallow to nonexistent, and closed to foreigners. Governments often had to rely on risky borrowing abroad; the private sector had even fewer options. But between 1995 and 2005, domestic debt in the emerging markets grew from $1 trillion to $4 trillion. In Mexico, domestic debt went from just over 20% of the total government debt stock in 1995 to nearly 80% in 2007. Foreign and local investors are buying. The importance of this question is illustrated by the striking breadth of recent discussions, ranging from the interpretation of the United States Constitution as a guarantee of fundamental economic equality and proposals to restore the lost constitution to arguments for the virtual abandonment of structural provisions of the Constitution of 1789. Such proposals are conventionally understood as placing constitutional options on the table as real options for constitutional change. Does the Fourteenth Amendment of the United States Constitution incorporate the Bill of Rights contained in the first eight amendments? And how should an originalist answer that question? This paper focuses on the latter question--the issues of originalist theory that are raised by judicial and scholarly debates over what is called "incorporation."
