Strategies for Becoming a Nation of Service represents a vision, endorsed by more than 110 ServiceNation coalition members, to unleash the energy of citizens on our most pressing social challenges by strengthening and increasing community and national service opportunities. This policy agenda proposes meaningful opportunities for service at every key life stage, and for every socioeconomic group, from kindergarten through the post-retirement years. These proposals will help instill a culture of service at an early age and provide opportunities for Americans to continue serving throughout their lifetimes. The Web 2.0 wave brings, among other aspects, the Programmable Web: increasing numbers of Web sites provide machine-oriented APIs and Web services. However, most APIs are only described with text in HTML documents. The lack of machine-readable API descriptions affects the feasibility of tool support for developers who use these services. We propose a microformat called hRESTS (HTML for RESTful Services) for machine-readable descriptions of Web APIs, backed by a simple service model. In this paper we identify some limitations of contemporary information extraction mechanisms in the context of biomedical literature. We present an extraction mechanism that generates structured representations of textual content. Our extraction mechanism achieves this by extracting compound entities, and relationships between them, occuring in text. A detailed evaluation of the relationship and compound entities extracted is presented. Our results show over 62% average precision across 8 relationship types tested with over 82% average precision for compound entity identification1.

Spotting contextually relevant keywords is fundamental to effective content suggestions on the Web. In this regard, misspellings, entity variations and off-topic discussions in content from Social Media pose unique challenges. Here, we present an algorithm that assists content delivery systems by identifying contextually relevant keywords and eliminating off-topic keywords. A preliminary user study over data from MySpace and Facebook clearly suggests the usefulness of our work in delivering more targeted content suggestions.

In this installment of Semantics and Services, we further develop the idea of spatial, temporal, and thematic (STT) processing of semantic Web data and describe the Web infrastructure needed to support it. Starting from Ramesh Jain's vision of the EventWeb as a view of what's possible with a Web that better accommodates all three dimensions of event-related information (thematic, spatial, and temporal), we outline the architecture needed to support it and current research that aims to realize it.

The movement of Mexicans to the United States is both longstanding and long studied and from that study we know that for many newcomers the attachment to the receiving community is fraught and tentative. The experience of immigrant children in U.S. schools is also relatively well studied and reveals challenges of intercultural communication as well as concurrent and contradictory features of welcome and unwelcome. What is less well known, in the study of migration generally and of transnational students in particular, is how students moving in a less common direction — from the U.S. to Mexico — experience that movement. …

“One is the loneliest number that you’ll ever do.” This lyric applies to the United States which, since 1998, stands alone among the world’s patent systems in awarding patents to the first person to invent a claimed invention (first to invent, or “FTI”) as opposed to the first inventor to file an application claiming the invention (“FITF”). But its lonely days may soon be over: a provision in pending patent reform legislation will (if passed) move the United States from FTI to FITF and end its solitary stance.

It is not surprising that virtually all analyses of the Supreme Court stress the crucial role played by the swing, pivotal, or median Justice: in theory, the median should be quite powerful. In practice, however, some are far stronger than others. Just as there are “super precedents” and “super statutes”—those that are weightier or more entrenched than others—there are “super medians”—Justices so powerful that they are able to exercise significant control over the outcome and content of the Court’s decisions.

This Article argues, using the case of responses to traffic con­gestion, that public choice theory provides a greater explanation for the emergence of property rights than does economic efficiency. The tradi­tional solution to traffic congestion is to provide new roadway capacity, but that is not an efficient response in that it does not lead to internaliza­tion of costs and may actually exacerbate congestion problems by induc­ing travel that would not have taken place but for the new construction. By contrast, congestion charges, which impose tolls designed to internal­ize the costs of driving, offer an efficient way to address the problem …

This study explored the feasibility of using dialectic theory to study of dialectic oppositions in teachers' school-based relationships. Employing relational dialectics as a theoretical framework, this study exposed several sets of dialectical forces emerging in teachers' relationships. 23 high school teachers were interviewed utilizing a semi-structured questionnaire; interviews were transcribed and coded for analysis. The analysis revealed that the dialectic tensions of control vs. emancipation, empowerment vs. oppression are prevalent in teachers' relationships with administrators; the dialectic tensions of solidarity vs. autonomy and fragmentation vs. unity are common in the relationships of teachers with administrators and colleagues as well; while …

Children's television programming falling within the traditional Saturday morning time slot for four continuous Saturdays on five Spanish language networks in a southwest border city in the United States constituted the sample for this study. Each of the programs in the study was broken down and analyzed for character demographics, character behaviors and consequences received for those behaviors. Eight categories of behavior were scored, including four traditionally male behaviors (aggression, autonomy, construction, dominance) and four traditionally female behaviors (deference, dependence, harm avoidance, nurturing). This research was focused on low-volume roads over expansive clayey soils in Texas. In spite of the redundant pavement designs recommended and widely used in Texas for roads in high PI clay areas, these pavements often fail prematurely. This failure occurs primarily because of the highly variable properties of the clayey subgrade throughout the year due to moisture fluctuations. As Internet use has increased, the use of social networking websites such as MySpace and Facebook has become widespread. This study examined the prevalence of dysfunctional Internet-related behaviors in a sample of 302 undergraduates with MySpace accounts. Dysfunctional Internet behaviors were assessed by a Dysfunctional Internet Use Scale (DIUS) developed by Morahan-Martin and Schumacher (2000), and dysfunctional Internet behaviors specifically related to MySpace were assessed by a separate instrument modeled on the DIUS, the Dysfunctional MySpace Use Scale (DMUS). Elasticity coefficients are estimated for the different regions in the United States. Residential, commercial, industrial, and the nonprofit sectors are examined. Demographic, climatic, and regional variables are used to estimate electricity demand. The negative income estimator that appears when paired with the number of households estimator implies that residential electricity is an inferior good. Even though it is a substitute good, natural gas does not show any significance for any sectors in the economy.

The ecology of organisms that co-evolve within an ecosystem is likely to be distinct from that involving organisms recently introduced into an area. To better understand the relationship of earthworms with endophyte-infected tall fescue, earthworms in novel and toxic endophyte-infected tall fescue pastures were enumerated and identified as adults or juveniles. We hypothesized that differences in endophyte infection of the fescue would influence earthworm abundances. Earthworms in two toxic and two novel endophyte-infected tall fescue fields in Fayetteville, Ark., were sampled weekly from January through July 2007.
