Priority Lincoln: Budgeting For Outcomes

University of Nebraska Public Policy Center: Publications

As a centerpiece to its 2008-09 budget determination process, the City of Lincoln invited the community to provide input about how the City should prioritize budget items. Several thousand residents provided input over a period of approximately 90 days, starting in February 2008 and ending in May 2008. This Report presents the results from the City’s public participation process.

One-Stop Shopping: Merging Service Points In A University Library, Janet Crane, Jeanne A. Pavy

As libraries change to meet the evolving needs of our patrons, including the development of online services, many libraries are considering consolidating physical service points to maximize staff and better serve the in-house patron. This article describes the planning, implementation, and evaluation process involved in merging the circulation and reference desks at the University of New Orleans Library. The cross-training process is described in detail, and benefits as well as problems experienced are outlined. The authors also provide advice for those considering a merger at their library.

Papers from the International Association for Cross-Cultural Psychology Conferences

Current theory and research in culture and psychology produced multiple definitions and conceptualizations of culture. This paper reviews several approaches to understanding culture and introduces an integrative model of Culture as Unfolding Process (CUP) as a way of integrating insights from several perspectives. The model highlights mechanisms of cultural change and stability, and provides a versatile framework for understanding culture on multiple levels.

Getting a job promptly after applying for vocational rehabilitation (VR) services is important for a successful career. Rapid placement boosts self-confidence and prevents applicants from losing work skills as a consequence of inactivity. Moreover, employers may prefer candidates whose work history shows limited gaps in employment.

Beginning in 2006, the Shoreline Public School District in King County, Washington partnered with Shoreline Community College to offer an off-campus transition program for young adults with intellectual disabilities and developmental disabilities (ID/DD) residing in the Shoreline School District. While participants are still in high school, the Community Based Transition Program offers a structured transitional step between their traditional day and post-secondary education as well as employment in the community. Funding for the classroom space on the college campus, the special education teacher and the education support staff are all provided by the school district. The school also proposed that …

Sponsored by Wisconsin’s Department of Health and Family Services (DHFS) through the use of Medicaid Infrastructure Grant (MIG) funds, Wisconsin’s Job Development Mentors Project (JDMP) pairs three seasoned job developers with four community-based employment support providers that cover 12 counties throughout the state. JDMP is designed to create a state-wide infrastructure for professionals who are responsible for developing jobs for individuals in supported employment while at the same time, working towards increasing the pool of well-trained job developers around the state of Wisconsin.

In 2008, prices of rice and fuel in the Philippines have dramatically increased following the trends in the global market. Although the movements in the farmgate (producer) and retail (consumer) prices of rice is fairly stable during the period January 2006 to December 2007, prices significantly increased starting January 2008 (Figure 1). The average retail prices of rice for the period January to September 2008, in fact, increased by 34.3 percent as compared to 3.7 percent growth in the previous year. Meanwhile, farmgate prices increased by 26.7 percent in January to September 2008 as compared to the previous year’s growth …

This study looked at the perceptions and vulnerabilities of Sudanese migrants to an influenza pandemic in Egypt. Migrants’ limited access to health and non-health public services in Egypt and the absence of a specific migrants’ component in the Egyptian National Pandemic Preparedness Plan provide indication of the vulnerability of migrants, both in terms of prevention and actual protection during a pandemic. Since the launch of Marshal Plan after World War II, the flow of foreign aid has been seen as the panacea to overcome underdevelopment. In the United States, it has been generally assumed that those who held a steady job could make ends meet but in today’s labor market nothing could be further from the truth. Workers in low-wage jobs can face double jeopardy: insufﬁcient income to cover their basic needs and lack of access to job-related beneﬁts to supplement their earnings. Public work supports — programs to help families ﬁll basic needs such as health care, child care, food, and housing — can ﬁll the gaps, and for many, they do. In the United States, it is generally assumed that people who hold a steady job are able to make ends meet. But, in today’s labor market, where nearly a quarter of jobs pay low wages and do not offer beneﬁ ts such as health insurance and retirement plans, this could not be further from the truth for millions of workers and their families. Economic growth is slowing, and is projected to continue to decelerate into the second half of 2008, and then to rebound moderately. The slowdown is directly related to the impact of the declining housing market, the sub-prime mortgage shakeout in the finance sector, and the high cost of heating oil and gasoline. Credit tightening is threatening to curtail business activity and the solvency of investors and households involved in sub-prime lending or borrowing. The state’s economy slowed moderately in 2007, the beginning of a slowdown that may last several years. The deceleration was precipitated by a downturn in the housing market that, in Massachusetts, began in late 2005, and gained downward momentum in 2006. Last summer, ﬁ nancial havoc from sub-prime mortgage defaults and falling prices throughout most of the nation tipped the nation’s economy to the brink of recession. This year, soaring energy prices threaten to weigh down the economy further, neutralizing the ﬁ scal stimulus package that is coming on line now.

This article relates central themes of Marxist and Foucauldian thought to the intellectual and political legacy of the Cuban Revolution. Against the backdrop of a reading of Foucault’s relationship to the revolutionary left, it is argued that Marxist theoretical discourse on guerrilla struggle (as articulated by Mao, Guevara and others) provide an intriguing case for bio-political struggle. In the case of the Cuban revolution, an ethics of self-transformation appears in which new ways of living and practicing life are cultivated in opposition to sedimentations of state power. In 1831, Mathew Carey, a well-known Philadelphia economist, wrote a city official describing the situation of black children in the city. He called for the creation of an orphanage to aid these children and described the motives for this action as not only the “humanity and benevolence” of Philadelphians, but also “personal interest”, as this class could otherwise turn “lawless”. Unknown to Carey, the Association for the Care of Coloured Orphans had been established in 1822 by a group of benevolent Quaker women dedicated to aiding this destitute class in an effort to promote compensatory justice for generations of oppression …

This thesis is the product of my five weeks of ethnography in three classrooms in Waterville, Maine and the surrounding area, in addition to individual and group interviews with both students and the educators themselves. It seeks to understand why, in a culture so saturated with images of sexuality and naked bodies, the teachers I observed were largely unwilling or unable to discuss human sexuality in public schools as anything more than a public health issue. Since the 1960s sex educators have been fighting to teach about contraceptives. Recent longitudinal studies have confirmed what proponents of comprehensive education have been …

We are still in the early and dynamic stages of applying new price models to both paper and online journals, and the package plan approach offers new conditions for which we need to develop better understandings, appropriate review and decision trees, and adequate support models. This article will attempt to highlight a few of the recent modifications and situations science libraries are experiencing when considering and maintaining journal package plans.

This thesis develops a new model for teaching media literacy through school-based community television. It traces the history of television from its use as a military and commercial vehicle intended for control of many by a few, to Internet enabled television produced by individuals for personal expression or amusement. In addition, it traces the criticism of commercial media from post-World War II to the present through writings of philosophers like Martin Heidegger and Herbert Marcuse as well as social critics Noam Chomsky, Neil Postman, Todd Gitlin, and Susan Jacoby.
