The proliferation of urban rail transit public-private partnerships (PPPs) in Latin America and Southeast Asia is a recent phenomenon. This paper first reviews the theoretical literature on the public procurement versus PPP decision in the context of rail transit and assesses the risks involved in entering these partnerships. The urban rail transit PPP approaches adopted in Bangkok, Kuala Lumpur, Buenos Aires, Rio de Janeiro, Singapore, Hong Kong, and London are described and classified into four broad approaches: (i) the development of new systems through Design-Build-Finance-Operate (DBFO), (ii) the concessioning of rail and subway services, (iii) the sale of state-owned operators …

A Unified Confidence Interval For Reliability-Related Quantities Of Two-Parameter Weibull Distribution, Zhenlin Yang, Min Xie, Augustine C.M. Wong

Statistical inference methods for the Weibull parameters and their functions usually depend on extensive tables, and hence are rather inconvenient for the practical applications. In this paper, we propose a general method for constructing confidence intervals for the Weibull parameters and their functions, which eliminates the need for the extensive tables. The method is applied to obtain confidence intervals for the scale parameter, the mean-time-to-failure, the percentile function, and the reliability function. Monte-Carlo simulation shows that these intervals possess excellent finite sample properties, having coverage probabilities very close to their nominal levels, irrespective of the sample size and the degree …

As the countries in East Asia embark on financial liberalization, a key issue that confronts policymakers is the greater complexity of risks that is injected into the financial system. In particular, capital account liberalization may potentially increase the vulnerability of individual countries to external financial shocks. This paper advocates the optimally cascading of financial liberalization that is consistent across three dimensions: extent of domestic financial liberalization; the degree of exchange rate flexibility; and the scope of capital account liberalization. Mineta International Institute for Surface Transportation Policy Studies (IISTPS) at San José State University (SJSU) conducted this project to examine opportunities for transit based developments based on public land and private partnerships. The ten case studies include a variety of financing and ownership arrangements, with the buildings constructed for residential, commercial and office uses. The report examines the differences in expectations and objectives between public and private entities and suggests strategies for more realistic relationships. Father Involvement, Nurturant Fathering, And The Psychological Well-Being Of Young Adult Daughters, Camille C. Peterson

The present study was conducted to investigate the relationship between father involvement, nurturant fathering, and the psychological well-being among young adult women. A total of 99 young adult, female, university students completed retrospective measures of nurturant fathering, father involvement, and measures of current psychological well-being (measured in terms of self-esteem, life satisfaction, and psychological distress). Results indicated that retrospective perceptions of both father involvement and nurturant fathering were positively correlated with daughters' current levels of self-esteem and life satisfaction. Perceptions of expressive involvement, and nurturant fathering were found to have the strongest relationship with self-esteem and life satisfaction. Results, however, …

This study examined kindergarten teachers' developmentally appropriate beliefs and practices, and kindergarten teachers' perceived problems of children entering kindergarten. The relationship between kindergarten teachers' beliefs and practices and their perceived problems of children entering kindergarten was studied, as was the relationship between teachers' beliefs and practices and their perception of children's successful kindergarten entry.

Participants included kindergarten teachers from eight Utah school districts. Teachers were surveyed using both the Transition Practices, and the Teacher Beliefs and Practices Survey. From these surveys, data were collected on kindergarten teachers' beliefs and practices, and perceptions of problems children may have upon entering kindergarten. …

The purpose of this study was to explore the relationship of nine variables with attitudes of Counselor Educators toward persons with disabilities. The objective was to identify several potential variables that may influence attitudes. Nine variables were examined to test their relationship with attitude among the participants. An analysis was completed of the significance between each of the factors and attitude as measured by the SADP (Antonak, 1981). Evaluating The Effectiveness Of Supplemental Labels In Museum Exhibits, Clint B. Eliason

The present study used an experimental design to investigate the efficacy of using short (12 words or less), prominently placed supplemental labels to increase the effectiveness of select extant labels in museum exhibits. The experimenter-developed supplemental labels were designed to leverage exogenous/bottom-up and endogenous/top-down sources of influence on selective attention. Measures of patron behavior, knowledge retention, and attitude found no significant differences between group means under control and treatment conditions. These outcomes were surprising and inconsistent with findings from similar research conducted by Hirschi and Screven. This project explores how the Israeli-Palestinian conflict has had an impact on women and altered their roles in Israeli society within the women’s peace movement from the late 1960s to the signing of the Oslo Accords in 1993. This study includes a brief overview of the history of the Israeli-Palestinian conflict, followed by a more specific history of the women’s peace movement, and then further develops the concepts of gender and identity within the historical context of the women’s peace movement in Israel.

Moldova is the poorest nation in Europe and the Moldavian society has one f the highest degrees of economic inequality among the Soviet states. Official statistics as well as the World Bank poverty reports suggest that the number of people who live below the absolute poverty line is around 30%. In reality poverty is a massive phenomenon in Moldova and the real poverty rate exceeds 70% for both rural and urban areas.

Over one and a half million Hmong refugees have arrived in the United States since the end of the “Secret War” in 1974. The Saint Paul and Minneapolis metropolitan area is home to the largest urban population of Hmong immigrants in the United States. A significant number of Hmong refugees living in the Twin Cities metropolitan area have chosen farming as both a primary and supplemental source of income. Ethnic identity affected urban planning and architecture to varying degrees across the Soviet Union. Since the collapse of the Soviet Union, the landscapes of cities located within its former boundaries have undergone dramatic change. In some cases these changes have been heavily influenced by the surge of ethnic identity and nationalism prevalent across the former Soviet bloc. This project specifically looks at the roles ethnicity and nationalism have had in determining the development of the Soviet and Post-Soviet urban landscapes in Tallinn, Estonia and Kazan, Russia.

Children’S Perceptions Of Mothers’ And Fathers’ Parental Rearing In White And Hispanic Families, Ariz Rojas-Cifredo

The present study compared children's perceptions of mothers' and fathers' parental rearing styles in White and Hispanic families. Participants included 173 3rd, 4th, and 5th grade children recruited from after-school care programs in the School District of Hillsborough County, Florida. Children completed measures of perceived parenting for both mothers and fathers and a self-report inventory of their own current psychological symptoms. No differences between perceptions of parental acceptance in Hispanic and White families were expected. However, perceptions of hostile control were predicted to be higher for Hispanic fathers than for White fathers. In contrast, perceptions of maternal inconsistent discipline were …
