Advocates of open access have generally focused on the benefits that an open access publication model will have in terms of providing researchers with increased access to scholarly literature. However, there are equally important benefits that open access can have in creating a more economically efficient market for scholarly journals. A business model based on publication charges can potentially enable far greater competition between publishers, ultimately leading to a more functional market than currently exists in the subscription world. A Theory Of Political Obligation: Membership, Commitment, And The Bonds Of Society By Margaret Gilbert (Book Review), David Lefkowitz

Does membership in a political society, in and of itself, involve obligations to uphold that society’s political institutions? Margaret Gilbert offers a novel argument in defense of an affirmative answer to this question, which she labels the membership problem. Given a plausible construal of the concepts obligation, political society, and membership in a political society, Gilbert argues that it follows analytically that to be a member of a political society just is to have an obligation to uphold and support that society’s political institutions. This thesis explores the impact of gender on upward mobility within both nonprofit and for-profit institutions selected from the Minnesota Book of Lists. The emphasis of the study is on women and leadership, and on the factors that influence upward mobility. The study seeks to identify ways in which institutions provide methods to promote upward mobility for women and to discover the ways in which women are limited in their ability to attain leadership positions. The research conducted within this study suggests that there is no adverse connection between gender and the ability to access leadership positions. Instead, the research …

Historical Perspective: The past decade of net farm income is one of considerable year-to-year volatility. According to recently revised United States Department of Agriculture (USDA) estimates, Nebraska’s aggregate income levels have ranged from $814 million in 2002, to a historical record high of over $3.5 billion in 2004 (Table 1 on next page). However, for the past four years, the annual totals have been considerably above the decade average, largely the result of a considerable surge in the dollar value of crop and livestock output.

All Musselman Library Staff Works
The Musselman Library Strategic Plan grew out of two all-staff meetings held in January 2007. During the first, library staff identified areas of strength and weakness, as well as opportunities for improvement and growth. Maureen Sullivan, an organization development consultant for libraries, led the next meeting. Ms. Sullivan helped to deepen the analysis begun during the previous meeting and encouraged the staff to begin envisioning the future of the Library.
In late January, Robin Wagner, Director of Library Services, formed the Strategic Planning Committee (see list of participants below). The committee’s initial tasks were to complete an environmental scan and …

In the digital world, library services need to be transformed to recognize that automation and machine-to-machine communication of information enables many advanced features. NRC CISTI, Canada's National Science Library, has addressed this challenge using Service-Oriented Architecture (SOA). The challenge of accessing, maintaining, sharing and preserving massive datasets, generally referred to as data curation, has been a direct result of computational e-science. Although scientists and engineers recognized the problem, the solution was not apparent. The principles that underlay library science are not widely understood or appreciated by those outside librarianship. The theory and principles behind librarianship are obscured by historical application primarily to print materials – books and journals – however, the same principles that apply to organization, retrieval, and preservation of print materials apply to the digital realm as well. The National Institute of Informatics (NII), Tokyo, Japan, was founded in April 2000 as an inter-university research institute. Its cyberscience infrastructure (CSI) initiative aims at providing industrial and social contributions as well as a base for international cooperation on scientific research. The initiative includes projects focusing on: networks, grid research, interuniversity public key infrastructure (UPKI), and scholarly content services. The project for institutional repositories (IRs), begun in 2004, is placed in the main focus of the CSI content project. Although Brazil lacks a cohesive national policy for free access to scientific publications, local initiatives by universities, funding agencies and state and federal government make up the framework for a full policy for free access. The paper aims at putting together the pieces and presenting a general picture of what such policy might be: free access to all Brazilian theses and dissertations through digital repositories; institutional protection for the copying of books for academic purposes; fomenting publicly funded peer-reviewed non author fee free access journals; qualitative (instead of quantitative/ impact based) evaluation for scientists publishing in free access journals.
