"Constitutional Texting" introduces an account of constitutional meaning that draws on Paul Grice's distinction between "speaker's meaning" and "sentence meaning." The constitutional equivalent of speaker's meaning is "framer's meaning," the meaning that the author of the constitutional text intended to convey in light of the author's beliefs about the reader's beliefs about the author's intentions. The constitutional equivalent of sentence meaning is "clause meaning," the meaning that an ordinary reader would attribute to the text at the time of utterance without any beliefs about particular intentions on the part of the author. This essay develops an ideal of public legal reason--a normative theory of legal reasons that is appropriate for a society characterized by religious and moral pluralism. One of the implications of this theory is that normative theorizing about public and private law should eschew reliance on the deep premises of deontology or consequentialism and should instead rely on what the author calls public values--values that can be affirmed without relying on the deep and controversial premises of particular comprehensive moral doctrines.

What role does and should religion play in the legal sphere of a modern liberal democracy? Does religion threaten to create divisions that would undermine the stability of the constitutional order? Or is religious disagreement itself a force that works to create consensus on some of the core commitments of constitutionalism--liberty of conscience, toleration, limited government, and the rule of law? This essay explores these questions from the perspectives of contemporary political philosophy and constitutional theory. As evidenced by Hurricane Katrina in August, 2005, disaster response efforts are hindered by a lack of coordination, poor information flows, and the inability of disaster response managers to validate and process relevant information and make decisions in a timely fashion. A number of factors contribute to current lackluster response efforts. Some are inherent to the complex, rapidly changing decision-making environments that characterize most disaster response settings. Others reflect systematic flaws in how decisions are made within the organizational hierarchies of the many agencies involved in a disaster response. The purpose of this research is to study how non-profit organizations create value from partnerships, specifically, partnerships between academic institutions and international non-governmental organizations (NGOs). Apart from the goals of the partnership per se, how do they create long term value for their respective organizations separate from the partnership outcomes? Educational partnerships between academic institutions and other sectors have become common and somewhat necessary in the past decade. Gendering The City, Gendering The Nation: Contesting Urban Space In Fes, Morocco, Rachel Newcomb

An actor-centered approach to the gendering of urban spaces demonstrates how individuals respond to competing ideologies in determining the rules that surround women’s presence in urban, Muslim spaces. This article examines how women in the Ville Nouvelle of Fes, Morocco draw on local conceptualizations of hospitality, kinship, and shame as they debate the gendering of four urban areas: the street, the café, a cosmopolitan exercise club, and cyber space. Women’s tactics for occupying social space indicate the resilience of local culture in the face of ideologies that attempt to posit a specific vision of women in the Moroccan nation state.

The natural language version of the Soar cognitive modeling system (Newell, 1990) has enabled a number of language modeling applications from on-line parsing behavior (Lewis, 1993) to simultaneous interpretation (Lonsdale, 1997, 1998) to robotic control (Benjamin, Lonsdale, & Lyons, 2004). The system supports an integrated approach to incremental comprehension and generation. Learning mechanisms account for processes in language performance from deliberate, explicit reasoning to automatic, recognitional expertise.

Syntactic processing in prior versions of the system followed the Principles and Parameters approach to syntax.

As a peace advocate, Okwaci co-led the Sudanese delegation to the U.N. Fourth World Conference on Women held in Beijing, China in 1995 and facilitated dialogue between women from the south and north. Her progressive work to bring the groups together was recognized by international institutions and governments and culminated in the founding of Sudanese Women’s Empowerment for Peace (SuWEP), an organization included in the list of 1,000 women nominated for the Nobel Peace Prize. Kijevcanin was born and still resides in Belgrade, Serbia, part of the former Yugoslavia. This paper presents an approach to incrementally generating locative expressions. It addresses the issue of combinatorial explosion inherent in the construction of relational context models by: (a) contextually defining the set of objects in the context that may function as a landmark, and (b) sequencing the order in which spatial relations are considered using a cognitively motivated hierarchy of relations, and visual and discourse salience.

In this paper we present a framework for interpreting locative expressions containing the prepositions in front of and behind. These prepositions have different semantics in the viewer-centred and intrinsic frames of reference (Vandeloise, 1991). We define a model of their semantics in each frame of reference. The basis of these models is a novel parameterized continuum function that creates a 3-D spatial template. In the intrinsic frame of reference the origin used by the continuum function is assumed to be known a priori and object occlusion does not impact on the applicability rating of a point in the spatial template. …

With the assistance of A. E. Buck, Herbert Hoover coined the term Performance Budget in 1949 to rebrand cost data budgeting. Cost data budgeting originated in 1912 in Richmond County (Staten Island), New York. It is strongly associated with the National Commission on Municipal Standards and the Committee on Uniform Street Sanitation Records, which are both direct derivatives of Clarence Ridley’s original work in making sense of performance measurement under the title Means of Measuring Municipal Government, his 1927 dissertation at Syracuse University. Hopewell Earthworks Of Southern Ohio: A Study Of The Purpose Of Earthworks, Erin C. Dempsey

Across the prehistoric landscape, the Ohio Hopewell constructed large mounds and earthworks, and though archaeologists have a general understanding of this phenomenon, questions remain as to the location, purpose, and construction of the earthworks. Answering them, however, is difficult due to the paucity of information, both written and archaeological, regarding the Hopewell and their culture. This paper attempts to discuss how the Hopewell chose earthwork locations, how the earthworks functioned within the culture, how culture affected the construction of the earthworks, and the logistics of time and labor that go into creating such large earthen structures.

Purpose – The intent of this article is to show why the use of Native American mascots, logos, and nicknames by sports teams perpetuates depictions that are perceived as harmful and racist by Native Americans.

Design/methodology/approach – This article examines data from published research, personal correspondence, and essays by Native Americans so that non-natives can understand the issue from the native perspective. It also calls into question previous communication efforts that may have limited the voices of Native Americans.

Problem. The knowledge, beliefs, and practices associated with childbearing among Amish women from their perspective are not widely known. The available research on Amish childbearing health practices does indicate that these women are at high risk for problems during the childbearing period. This indication, coupled with both a general mistrust of outsiders and the Amish separateness from society at large, creates opportunities for misunderstandings. These misunderstandings in turn have created challenges for care providers outside the Amish culture who are seeking research-based knowledge about what constitutes culturally congruent childbearing care from the Amish woman's perspective. The purpose of this study was to investigate the functional outcomes of clients who received post-acute rehabilitation services following a Traumatic Brain Injury (TBI) in an effort to identify predictors affecting outcome. An archival database was used to study three different outcome measure ratings over two and or three consecutive time periods. There were 105 participants, 82 male, 23 female, 87 residential and 18 outpatient, who were 19-78 years of age. A multivariate analysis of variance (MANOVA) was conducted within subjects to identify changes across time. No significant changes were found. This study examines factors in relapse to alcohol and drug dependence among health professionals, seeking to identify relationships between identified conditions and relapse. The subjects are 100 health professionals, 84 male and 16 female, randomly selected from a cohort of 308, who provided data in a previous study taking place between 1995 and 1998. These subjects were broken into two groups, relapse vs. no relapse at 5 years after participation in the original study, the post-marketing survey on tramadol (Knisely J, Campbell E, Dawson K, Schnoll S, 2002).
