We measured fresh body mass, total body fat, and fat-free dry mass (FFDM) of three species of Arctic-nesting calidrid sandpipers (Baird’s Sandpiper [Calidris bairdii], hereafter “BASA”; Semipalmated Sandpiper [C. pusilla], hereafter “SESA”; and White-rumped Sandpiper [C. fuscicollis], hereafter “WRSA”) during spring stopovers in the Prairie Pothole Region (PPR) of North Dakota, and evaluated the contribution of stored fat to (1) energy requirements for migration to their Arctic-breeding grounds and (2) nutrient needs for reproduction. This report represents an initial biological assessment of wetland conditions on Long Lake National Wildlife Refuge (NWR), Slade NWR, and Florence Lake NWR that was conducted as part of the pre-planning phase for development of a Comprehensive Conservation Plan (CCP). According to the 1997 National Wildlife Refuge System Improvement Act (NWRSIA), decisions guiding NWR management should be based on the best available scientific information. Engaging citizens in the deliberative process is essential to overcoming participatory apathy, cynicism toward government, and the apparent disconnect between citizens and decision-makers. AmericaSpeaks developed an electronic town meeting (ETM) designed to reconnect citizens and government. Ideally, the ETM affords citizens a means by which they can impact the policy-making discourse. This paper examines the extent to which AmericaSpeaks’ ETM enhances the prospect for deliberative democracy. Thirty minute structured interviews were conducted with twenty participants from Citizen Summit III, an ETM held in the District of Columbia in November 2003. Since the first published work on student persistence in 1929 by Edgerton and Toups, there have been literally thousands of studies that have attempted to unravel the mystery of why some higher education students persist through to graduation while others do not. Many of these studies have been qualitative in nature, restricting their generalizability, while those that have used the few existing national databases to quantitatively study persistence have been restricted to looking within a single year at multiple institutions. The purpose of framing the research in the following models is to assist the court and its court-connected mediation programs in their ongoing dialogue with the funding decision-makers in addressing the question: Is state funding of community mediation centers and court ADR generally a worthwhile investment? As a means of setting forth components of an analytic framework, the following simplified financial models are offered to draw out salient aspects of the nature of the investment. The rapid evolution in the Boston MPO transportation planning process is discussed as well as its particular application to the suburban-suburban transportation needs of low income individuals. The results of two experiments designed to improve access to transportation for low income suburban individuals are discussed and policy suggestions are made for improving such access.

Coase’s 1937 paper on “The Nature of the Firm” formed the basis of the transaction-cost and internalization theories of transnational enterprises in the 1970s-1990s. These emphasized the problem of firms transferring intangible assets across national borders. Newer theories of the firm adopt resource-based Penrosian, knowledge-based, capabilities and evolutionary perspectives, yet most continue to explain the international firm as a function of transaction-cost economizing. It is argued that Coase’s intention was to present a theory of the firm abstracted from its competitive environment. The application of this approach to a theory of the TNC is flawed because it cannot explain the …

Alandscape restoration plan for the 45-acre Gore Place property in Waltham and Watertown, MA, calls for restoration of grounds, gardens and structures to depict and interpret the late eighteenth- and early nineteenth-century occupation of Massachusetts governor and United States senator, Christopher Gore, and his wife, Rebecca. The restoration plan includes archaeological investigation to help identify the location and integrity of six historically documented features on the Gore Place grounds. The pace of economic growth in Massachusetts has picked up significantly, beginning in the fourth quarter of last year, reflecting improved worldwide markets for information technology equipment in the last half of 2005. This resurgence in technology markets helped reverse a deceleration in state economic growth that the state experienced between mid-2004 and the third quarter of 2005. The Massachusetts economy has performed better over the last six months than at any time since the current expansion began in the second quarter of 2003. The state’s economy continued to expand in 2006, continuing a path of slow, steady growth that began in 2003. By most measures, such as employment, output, labor force, and population growth, it was the best year so far of the recovery, but not by much; and the pace of expansion has been much slower than that of the two prior ones of the 1990s and 1980s. Home and citizenship carry contradictory and ambiguous meanings for immigrants as they negotiate lives ‘here’ and ‘there’. We use the concept of topography to analyze the ways in which activists in the Arab-American community draw connections between homes in the United States and in the Middle East. In intensive interviews, we ask activists about how their understanding of home influences their activism and positioning as citizens within the United States. Locating quality consumer health information in languages other than English can be challenging in a complex electronic information environment. Locating consumer health information in Arabic is especially difficult. At present, electronic health information in Arabic is limited in scope, not easily accessible, and poorly organized. An academic medical library collaborated with community partners to identify and bring together multiple sources of Arabic language health information in one convenient location. The Impact Of In-Service Training On Burnout At The Institute Of Public Administration, Maghram M. Al-Amri

This study was conducted to assess the effects of training on burnout and job satisfaction by conducting pre- and post-tests of participants in various training programs provided by the Institute for Public Administration (IPA). This study used a Maslach Burnout Inventory (MBI) modified survey. The results suggested that the burnout levels among trainees after the professional in-service training program were not significantly different from the burnout level before the professional in-service training. At the organizational level, the findings supported a relationship between burnout and promotion, departmental and organizational tenure, age, and changing jobs and organizations. Multiple sclerosis is an incurable, debilitating, nervous system disease, which causes are largely unknown, and which affects hundreds of thousands of people across the United States. Early research suggests the impact that psychological factors can have on a patient's physical and mental health status. Age-related expectations of credibility were examined in a child witness study. The within-subjects factors were witness age (4, 8, 12, 16, 20 years) and type of credibility rating (honesty vs. cognitive ability). The between subjects factors were type of assault (physical vs. sexual), role of witness (victim vs. bystander), and participant gender. Men (n = 31) and women (n = 61) from a first-year psychology course read vignettes describing a crime (adapted from Nightingale, 1993) and rated the witness' cognitive ability and honesty at each age (adapted from Ross, Lindsay, & Marsil, 1996). Undergraduate students were surveyed at the beginning stages of a potentially life-framing decision: choosing a college major. We investigated the relationships among individual difference variables (decision-making styles, planning proclivities, and epistemological orientations), cognitive measures of performance (e.g., amount of information gathered and considered); and affective reactions to, and descriptive ratings of, the decision-making process. There were few significant relationships between individual differences and performance measures. However, there were significant relationships found between individual differences measures and affective reactions to, or descriptive ratings of, the decision-making process. We suggest that stylistic measures have their effects in the way individuals frame the …

Metadata is designed to improve information organization and information retrieval effectiveness and efficiency on the Internet. The way web publishers respond to metadata and the way they use it when publishing their web pages, however, is still a mystery. The authors of this paper aim to solve this mystery by defining different professional publisher groups, examining the behaviors of these user groups, and identifying the characteristics of their metadata use. This study will enhance the current understanding of metadata application behavior and provide evidence useful to researchers, web publishers, and search engine designers.

Librarians instruct students where to find information, but rarely demonstrate its management, while faculty have difficulty incorporating real-time laboratory experience with library research. This paper focuses on the development of a hands-on biology laboratory experiment in an introductory course that integrates bibliographic software into the lab. The pedagogical and technical issues involved are discussed.
