After achieving independence in 1975, the Republic of Suriname experienced periods of intense political and economic instability. In 1986, a guerrilla war broke out in the eastern region of the country. For the next six years, the armed forces of Suriname were involved in a conflict with five insurgency groups, during which time an estimated 1,000 anti-personnel mines were employed. Following the signing of a peace treaty in 1992, the Organization of American States participated in demining operations supported by the governments of Holland, Guyana and Brazil. Years of demining and mine action operations have reduced the number of casualties in Afghanistan, and lives are beginning to improve. Yet about eight percent of the estimated 33,000 communities in the country continue to be impacted and 12 percent of those are considered high-impact communities.

Observations On Recent Changes In The Northwest Cambodia’S Mine/Uxo Situation, Michael Simmons, Mao Vanna, Soun Chea, Noum Chay Roum

Based on recently acquired data from selected areas in Battambang province in northwestern Cambodia, the authors offer a preliminary report on what appear to be very significant shifts in the nature of the mine/unexploded ordnance situation. The new data is used to make comparisons between the situation in 2000 and the current situation. Next, they offer evidence of how locally based initiatives appear to have become the predominant driving force of mine action in the selected areas.

Panther Ridge Research initially designed a Laser Receiver Controller system for the blasting industry where non-electric shock tubing could be used as the lead for initiating the blast-hole pattern of the material to be blasted (known as the overburden). Presently, the system is being modified for the explosive ordnance disposal and unexploded ordnance technician. This tool was designed “by a tech for a tech,” and it is anticipated it will save operators many grueling hours of setting up the disposal sites, as well as cleanup after operations are completed.

Rats To The Rescue: Results Of The First Tests On A Real Minefield, Ron Verhagen, Frank Weetjens, Christophe Cox, Bart Weetjens, Mic Billet

The study in this article showed that using rats to evaluate mine risk is a very promising mine-detection method. When three rats were used to evaluate a contaminated area, the success rate was 95 percent, showing that rats can be a speedy and cost-effective means of mine detection.

Research shows injury risks to deminers can vary depending on their body positioning. Here, the authors present the preliminary results of a study testing the effects of body position on deminer injury using mannequins. They hope to refine further their methodology and continue to learn information that will benefit the demining community.

In February 2004, Barbara Holland presented a workshop for CSU service-learning practitioners and community partners titled, "Understanding and Strengthening the Role of Community in Service-Learning Partnerships." Holland designed the workshop to be easily replicated and modified by others. Elements from Holland's workshop are included here for reference, and a modified version of her PowerPoint presentation can be found in Appendix A. Political Context And The Turnout Of New Women Voters After Suffrage, Kevin Corder, Christina Wolbrecht

Many observers expected new women voters to respond to their political context in distinctive ways. Some scholars anticipated that newly-enfranchised women—lacking political interest and experience—would be volatile and highly responsive to context. Others expected political isolation and norms proscribing political activity would insulate women from political stimuli.We test these competing predictions with a Bayesian approach to ecological inference and a unique set of aggregate data.We find that the responsiveness of women’s turnout is strikingly similar to that of men. However, the lesser impact of electoral competition, and the greater effect of electoral laws and prior suffrage activism, suggest that the …

This study explores the impact a modified therapeutic community has on institutional disorder. Treatment programs are normally evaluated by their ability to prevent recidivism and relapse. This study examines the efficacy of a modified therapeutic community in reducing the number and severity of write-ups of its clients in a medium security male prison. The study describes research findings regarding the relationship between the write-ups of clients in a modified therapeutic community compared with the write-ups of inmates in a non-treatment unit. In the summer of 2005, 19 senior-level managers from mine action programs worldwide descended on James Madison University in the heart of Virginia’s Shenandoah Valley to develop and improve their toolbox of management skills at a course sponsored by the United Nations Development Programme. Five weeks later, they left with a wealth of new knowledge, new friends and fond memories of their learning experience.

The regulation of human exposure to potentially carcinogenic chemicals constitutes society’s most important use of animal carcinogenicity data. Environmental contaminants of greatest concern within the USA are listed in the Environmental Protection Agency’s (EPA’s) Integrated Risk Information System (IRIS) chemicals database. However, of the 160 IRIS chemicals lacking even limited human exposure data but possessing animal data that had received a human carcinogenicity assessment by 1 January 2004, we found that in most cases (58.1%; 93/160), the EPA considered animal carcinogenicity data inadequate to support a classification of probable human carcinogen or non-carcinogen. Due to limited human exposure data, risk classification and the consequent regulation of exposure to potential carcinogens has conventionally relied mainly upon animal tests. However, several investigations have revealed animal carcinogenicity data to be lacking in human predictivity. To investigate the reasons for this, we surveyed 160 chemicals possessing animal but not human exposure data within the US Environmental Protection Agency chemicals database, but which had received human carcinogenicity assessments by 1 January 2004. We discovered the use of a wide variety of species, with rodents predominating, and of a wide variety of routes of administration, and that there were …
