This research focuses on documenting and analyzing the factors that affect mountain climbing in the state of Colorado and assessing the potential environmental impacts caused by the growing number of climbers visiting the Fourteeners—the 58 mountain peaks located within the Rocky Mountains exceeding an elevation of 14,000 feet. Key objectives were to: 1. identify factors that have a significant effect on mountain climbing frequency; 2. collect information from physical trail and route evaluation to develop an interim classification index; 3. combine relevant variables to formulate a composite Fourteeners Environmental Degradation Index (FEDI) and use it to evaluate, rank, and compare …

Modeling Third Sector Organizations: A Proposal For An Organizational Modeling Language, Roger A. Lohmann

Sector-talk is one of the stable features of discussions of nonprofit organizations today. However, little progress has yet been made in defining or measuring the allegedly different social relations which characterize the sectors. This paper proposes an approach to operational definition of the sectors, grounded in use of chemical modeling software to modify the lowly organization chart. The organizational modeling language proposed here addresses four dimensions: dominance, exchange, intimacy and mutuality.

This paper will examine the Constitutional issues raised by the influx of state anti-outsourcing legislation using a recently enacted New Jersey statute. The New Jersey statute is very similar to, and contains many of the same features as, many other bills introduced in legislatures across the nation. Moreover, the political impetus for the introduction and enactment of the legislation reflects the struggle over the outsourcing issue that is occurring in communities nationwide.

This comment will analyze the need to amend and revise the current global pharmaceutical patent system under TRIPS to take into account the needs of developing countries and overall public health. This comment will emphasize that the current international trade rules, which although administered by the WTO, are dictated by developed country governments and powerful pharmaceutical companies, and therefore, without reform will further diminish the access of poor people in developing countries to vital medicines. Accuracy Assessment Of Land Cover Maps Derived From Multiple Data Sources, Daniel Unger, Hillary Tribby, Hans Michael Williams, I-Kuai Hung

Maximum Likelihood (ML) and Artificial Neural Network (ANN) supervised classification methods were used to demarcate land cover types within IKONOS and Landsat ETM+ imagery. Three additional data sources were integrated into the classification process: Canopy Height Model (CHM), Digital Terrain Model (DTM) and Thermal data. Both the CHM and DTM were derived from multiple return small footprint LIDAR. Forty maps were created and assessed for overall map accuracy, user's accuracy, producer's accuracy, kappa statistic and Z statistic using classification schemes from U.S.G.S. 1976 levels 1 and 2 and T.G.l.C. 1999 levels 2 and 4. Prior studies have shown that the information and cultural product flow is dominantly one direction from large/wealthy markets to smaller markets. Extending this position through the underlying research, it is expected that the audiences in the United States, one of the largest cultural product exporters, may have shaped certain perceptions on the scarcity of Korean films in their domestic film market. By studying the users in an internet film discussion community, this research aims to provide useful ideas about how American audiences perceive Korean films. Regulatory Reform: The New Lochnerism?, David M. Driesen

This article explores the question of whether contemporary regulatory reformers’ attitudes toward government regulation have anything in common with those of the Lochner-era Court. It finds that both groups tend to favor value neutral law guided by cost-benefit analysis over legislative value choices. Their skepticism toward redistributive legislation reflects shared beliefs that regulation often proves counterproductive in terms of its own objectives, fails demanding tests for rationality, and violates the natural order. This parallelism raises fresh questions about claims of neutrality and heightened rationality that serve as important justifications modern regulatory reform.

Methods and technology for keeping track of current legal news range from simple to advanced. Simple methods such as becoming familiar with legal news web sites and visiting them regularly are still highly effective. More advanced technologies such as blogs and podcasts offer more diverse methods of delivering information by using sound and video (as opposed to reading plain text). Armed with basic knowledge about these new tools, you can make informed decisions about which technologies can increase your current awareness knowledge.

Public and private actors increasingly cooperate in global governance, a realm previously reserved for states and intergovernmental organizations (IOs). This trend raises fascinating theoretical questions. What explains the rise in public-private institutions and their role in international politics? Who leads such institutional innovation and why? To address the questions, this paper develops a theory of the political demand and supply of public-private institutions and specifies the conditions under which IOs and non-state actors would cooperate, and states would support this public-private cooperation. Over the course of a 92 day sit-in, Sudanese refugees demonstrating in a park in downtown Cairo formed a close-knit community. They preferred to remain outside in a public park indefinitely to other options available to them. Who these protestors were and the reasons for their prolonged stay were a matter of contention from the first days of their demonstration. This paper incorporates my research conducted during the demonstration in order to understand the factors that drew these refugees to protest for such an extended period of time. Different points on the research spectrum were under the microscope at the Wharton Health Care Business Conference last month as two panels of biotech, pharmaceutical and investment leaders discussed the state of R&D among big pharmaceuticals and the progress of stem cell research. While disappointing results in both sectors have dominated the news lately, panelists at each session also noted some promising developments -- and causes for optimism -- in their respective fields.

It is not often that a city gets to celebrate the opening of two modern, exciting new libraries located within blocks of each other within the same month. At the end of July 2005, the Li Ka Shing Library of the Singapore Management University opened its doors to its first group of students and faculty, a month after ACCESS covered the soft opening of the National Library of Singapore, just a ten minute walk away. Both of these modern, innovative structures are within the heart of Singapore's Arts, Culture, Learning and Entertainment hub.

Identifying Technically Efficient Fishing Vessels: A Non-Empty, Minimal Subset Approach, William C. Horrace, Kurt E. Schnier, Alfonso Flores-Lagunes

There is a growing resource economics literature, concerning the estimation of the technical efficiency of fishing vessels utilizing the stochastic frontier model. In these models, vessel output is regressed on a linear function of vessel inputs and a random composed error. Using parametric assumptions on the regression residual, estimates of vessel technical efficiency are calculated as the mean of a truncated normal distribution and are often reported in a rank statistic as a measure of a captain’s skill and used to estimate excess capacity within fisheries. We demonstrate analytically that these measures are potentially flawed, and extend the results of …

Inter-Industry Gender Wage Gaps By Knowledge Intensity: Discrimination And Technology In Korea, William C. Horrace, Beyza P. Ural, Jin Hwa Jung

A new gender wage gap decomposition methodology is introduced that does not suffer from the identification problem caused by unobserved non-discriminatory wage structure. The methodology is used to measure the relative size of Korean gender wage gaps from 1994 to 2000 across industries, differentiated by industrial knowledge intensity, where knowledge intensity is the extent to which industries produce or employ high-technology products. Korea represents an important case study, since it possesses one of the fastest growing knowledge-intensive economies, among industrialized countries. Empirical results indicate that over this period, discrimination (the unexplained portion of the gender wage gaps) in Korea was …
