As the international response to recent events in Darfur demonstrates, the restriction of authority to intervene to the United Nations poses the greater legal barrier to intervention. From a practical perspective, then, the more pressing question may be whether international law ought to be modified to permit states, or multi-state organizations, to carry out unilateral humanitarian interventions; that is, interventions that are not authorized by the United Nations. The issue here is essentially a moral one: would the incorporation of a right to unilateral humanitarian intervention entail a moral improvement to international law – for example, a decrease in the …

Since its first publication in 1951, Duverger's Political Parties has influenced an entire branch of political science devoted to the study of the political consequences of electoral laws. This essay examines the two propositions known as Duverger's law and Duverger's hypothesis, both concerned with how electoral institutions shape party systems. First explaining the propositions and their context, the essay examines their influence on political science, and concludes by assessing where future research in the area might be best concentrated.

In this paper, we describe our work on using the Tycoon system developed by HP Labs to provide a market-based resource allocation and bidding framework for a grid. We discuss how we intend to evaluate the feasibility of the Tycoon system by measuring its economic performance using agent-based simulation experiments for a particular type of grid usage scenario, namely, the digital media market scenario. We will also discuss a related effort in collecting and using real grid data from the National Grid Pilot Platform in Singapore and how we will be using real data collected to derive actual usage patterns …

Architectural sociology is receiving renewed attention but still remains a neglected area of investigation. As a major theoretical perspective within sociology, symbolic interaction helps us understand how the designed physical environment and the self are intertwined, with one potentially influencing and finding expression in the other; how architecture contains and communicates our shared symbols; and how we assign agency to some of our designed physical environment, which then invites in a different kind of self-reflection. Homelessness is a complex social phenomenon that requires creative and bold solutions. Regardless of how one views current methods for facilitating the movement of people out of homelessness, the literature indicates there is still room for improvement.

The Transtheoretical model, a construct for understanding the natural process of behavioral change, has never been applied to understanding or facilitating the movement of individuals out of homelessness. This work is an update to the Regional Economic Indicators: Business and Innovation Climate report that was issued in August 2004. Although many of the same economic indicators are used in the analyses, there is a major difference between the two reports. The August 2004 release had a broad focus on the overall business climate in 36 comparable metro areas. The result was a single index—business and innovation climate. In this report, we focus almost exclusively on innovation and entrepreneurship, each with its own index.

In an effort to improve educational opportunities for all students, Arkansas policymakers have made education reforms in many areas since 2003, such as increasing school funding by nearly 30 percent, consolidating both districts with enrollments below 350 students and inefficient schools, and strengthening accountability measures designed to raise academic achievement. However, there is little empirical evidence about how any of these reforms have impacted districts, schools, and students across the state, so policymakers have no way of knowing whether such reforms have the potential to improve student achievement and help close the achievement gap between disadvantaged students and their more …

The need for programs that accommodate diverse types of students and adopt an interdisciplinary approach to the study of organizations has led universities with traditional I-O programs to also offer nontraditional programs. Nontraditional programs tend to attract highly heterogeneous sets of students in terms of age and academic and professional backgrounds or may be tailored for special types of students. Due to the mixed student population and high percentage of working adults, nontraditional programs tend to be more application and applied-research oriented than their traditional program counterparts.

Faculty, students, and administrators of nontraditional programs face a variety of challenges. In …

Derrida’S Deconstruction Of Logocentrism: Implications For Trauma Studies, Julie Elaine Goodspeed-Chadwick

Reconstruction: Studies in Contemporary Culture

This article examines Derrida’s conception of logocentrism as it is discussed throughout the entirety of his seminal work Of Grammatology, as well as in his collected interviews, Points...: 1974-1994. Systematically refuting logocentrism, Derrida’s deconstruction enables exposure of the mechanisms, such as binary constructions, that exert a dominant—and domineering—influence over marginalized people, places, and concepts. Specifically, presence and the (falsehood of the) totality of the sign define logocentrism, and these terms cannot productively contribute to trauma studies because it is precisely in texts and textuality that embodied states can be studied. While party autonomy has risen in the field of contract, this autonomy is not unfettered. Parties are allowed to choose the governing law of the contract but limitations on party choice can be seen through the operation of public policy and mandatory rules. The mobile penetration rate in Taiwan has climbed from 6.86 to 112.15. Mobile phone accounts per 100 capita in the first 6 years of market competition, during this time the state-owned incumbent Chunghua Telecom has been dethroned by a new entrant, Taiwan Cellular Corp. This paper addresses the cause of Taiwan's unprecedented mobile growth, and provides policy solutions for countries that strive to improve their telecommunications sectors in a short time scale. Cultural, religious and ethnic divisions are nothing new to the Slavic people of the southwest Balkans. The region once known as Yugoslavia has experienced periods of assimilation and peaceful coexistence as well as ethnic hatred and aggression. In recent years, the majority of this has been concentrated inside Serbia, the nucleus of the former Yugoslavia. This paper investigates whether since the 1980s neoclassical economics has been in the process of being supplanted as the dominant research programme in economics by a collection of competing research approaches which share relatively little in common with each other or with neoclassical economics. A shortlist of the new approaches in recent economics includes game theory, experimental economics, behavioral economics, evolutionary economics, neuroeconomics, and non-linear complexity theory. There has recently been a call to eliminate the penny. Arguments for and against the proposal are presented. The evidence suggests that there would be a net gain if the penny were eliminated and prices were rounded on cash transactions. The United States has experienced an increase in the offshore outsourcing (offshoring) of jobs in the service industry. Although offshoring is common in the manufacturing industry, it only recently began in the service industry. The recent increase in the service industry has occurred because of new technology and the ability to access information from anywhere.
