Laying The Foundation: Health System Reform In New York State And The Primary Care Imperative, Sara J. Rosenbaum, Peter Shin, Ramona Whittington

New York State has embarked on a substantial effort to restructure its health care system as a result of rapidly escalating health care expenditures, especially with respect to Medicaid expenditures for institutional health care. But it is impossible to alter these high cost health expenditures without strengthening and expanding the primary care foundation on which New York's health system rests.

Digitization has bestowed upon librarians and archivists of the late 20th and early 21st centuries the opportunity to reexamine how they access their collections. It draws these two traditional groups together with IT specialists in order to collaborate on this new great challenge. In this paper, the authors offer a strategy for adapting a library system to traditional archival practice.

Shifts In Agricultural Land Valuation In South Dakota: From Market-Based To Income Based Criteria, Tonya Hansen, Richard Shane, Larry Janssen

Agricultural land prices rise amidst increased demand from agricultural producers and individuals seeking land for recreational, speculative, or residential uses. Interest in changing South Dakota's method of valuing agricultural land from a market-based to an income-based approach surfaced and resurfaced in the late 1970s and 1990s, respectively. Using results from two studies, we describe differences in land market conditions between these time periods and summarize the state and county valuation shifts resulting from adopting an income valuation approach. Specifically, we report internal valuation shifts between crop and pasture landowners and external valuation shifts between agricultural landowners and nonagricultural property owners.

Christmas Bird Counts For North Dakota 2005, Robert N. Randall

Twenty areas were included in the North Dakota Christmas Bird Counts. One area that had been included during the previous four years was canceJled due to extreme icy conditions and could not be rescheduled.

There were 216 observers in the field and 41 additional participants counting the birds, which visited their feeders. The field observers were out for about 522.25 hours, 109.75 on foot and 412.5 in cars. Feeder watchers added 97.5 hours to the total. The field observers covered 121.2 miles on foot and 5,648.7 miles in vehicles. Some additional effort was spent in six of the areas where …

Nebraska’s agricultural land values rose an average of 9.6 percent during the year ending February 1, 2006. This brought the state’s average all-land value to over $1,000 per acre and the total worth of agricultural real estate to more than $45 billion.

In the wake of a series of generally favorable income years for most of the state’s agricultural sector, land values have advanced rather sharply over the past three years – particularly in the eastern third of the state. The three eastern districts have experienced value increases of 40 percent or more since February 2003.

Children's questions may reveal a great deal about the characteristics of objects they consider to be conceptually important. Thirty-two preschool children were given opportunities to ask questions about unfamiliar artifacts and animals. The children asked ambiguous questions such as “What is it?” about artifacts and animals alike. However, they were more likely to ask about the functions of artifacts, but about category membership, food choices, and typical locations of animals. They never asked questions about either artifacts or animals that would be considered inappropriate by adults. The results indicate that children hold different expectations about the types of information important …

Fear Of Acquaintance Versus Stranger Rape As A "Master Status": Towards Refinement Of The "Shadow Of Sexual Assault", Pamela Wilcox, Carol E. Jordan, Adam J. Pritchard

Using a sample of 1,010 women from a southeastern state university, we explore whether associations between fear of sexual assault and other crime-specific fears vary based on presumed victim-offender relationship. More specifically, we assess the extent to which fear of stranger- and acquaintance-perpetrated sexual assaults differ in the extent to which they are correlated with fear of other crime victimizations. Multivariate logistic regression analysis revealed that both fear of stranger-perpetrated sexual assault and fear of acquaintance- perpetrated sexual assault were positively associated with nearly all other crimespecific fears under examination. The experience of physical and sexual violence (victimization) is common among U.S. women and is associated with adverse health consequences. The study objectives were to estimate the prevalence of victimization in women with cancer and to examine associations with demographics, cancer screening, and cancer stage.

METHODS:

From 2004 to 2005, 101 women with breast, cervical, endometrial, or ovarian cancer were interviewed to collect demographics, cancer screening history, health care access/use, and violence history. Chisquare and Fisher exact tests were used test risk-factor associations. A multinomial logistic regression model was used for multivariable analysis.

Women make up a disproportionate share of the world’s poor, and Latin America is no exception to this trend. Nevertheless, very few studies of social policy in the region have investigated why the gendered character of welfare provision varies across countries. This article addresses that question through a comparative historical analysis of Chile and Uruguay and concludes that variation in the gendered nature of each state’s social policy regime resulted from a two-step process. In the first stage, female labor force participation, the mobilizing capacity of women, and policy legacies differentiated the two countries, placing Chile on a less equitable …

Evaluating Inflation Targeting Using A Macroeconometric Model, Ray C. Fair

This paper uses a structurally estimated macroeconometric model, denoted the MC model, to evaluate inflation targeting in the United States. Various interest rate rules are tried with differing weights on inflation and output, and various optimal control problems are solved using differing weights on inflation and output targets. Price-level targeting is also considered. The results show that 1) there are output costs to inflation targeting, especially for price shocks, 2) price-level targeting is dominated by inflation targeting, 3) the estimated interest rate rule of the Fed (in Table 4) is consistent with the Fed placing equal weights on inflation and …

This paper examines the Pension Reform Act 2004 (the Act) of Nigeria which brought into existence a Defined Contribution system that was fully funded, privately managed and based on individual accounts for both the public and private sector employees. The Act also established the National Pension Commission as the sole regulator and supervisor on all pension matters in the country. The rest of the paper is arranged as follows: in Section 2, a review was made of the literature on the Nigerian pension systems while institutional and Legal Frameworks were discussed in Section 3 and Section 4 concludes the paper.

Microeconomic lumpiness matters for macroeconomics. According to our DSGE model, it explains roughly 60% of the smoothing in the investment response to aggregate shocks. The remaining 40% is explained by general equilibrium forces. The central role played by micro frictions for aggregate dynamics results in important history dependence in business cycles. In particular, booms feed into themselves. The longer an expansion, the larger the response of investment to an additional positive shock. Conversely, a slowdown after a boom can lead to a long lasting investment slump, which is unresponsive to policy stimuli. Such dynamics are consistent with US investment patterns …

Infrastructure concessions are frequently renegotiated after investments are sunk, resulting in better contractual terms for the franchise holders. This paper offers a political economy explanation for renegotiations that occur with no apparent holdup. We argue that they are used by political incumbents to anticipate infrastructure spending and thereby increase the probability of winning the upcoming election. Contract renegotiations allow administrations to replicate the effects of issuing debt. Yet debt issues are incorporated in the budget, must be approved by Congress and are therefore subject to the opposition’s review. By contrast, under current accounting standards the obligations created by renegotiations circumvent …
