Past Publications

This report shows annual estimates of the population for Nebraska and its counties and cities. Demographic patterns and trends, including changes in the components of population change, are illustrated. As the passage of time takes us further from Census 2000 and closer to the 2010 Census, it is important to see how changes have been occurring at both the local and statewide level.

On May 18, 2005 the Nebraska Supreme Court adopted the following resolution: “The Minority and Justice Implementation Committee shall study indigency attorney fee structures statewide and report and make recommendations, if any, to the Supreme Court regarding indigency fees throughout the State of Nebraska.”

The Nebraska Supreme Court’s resolution was influenced by a certain county’s attempt to establish a flat fee for court appointed attorneys. The legal profession’s concern with this policy is that such a drastic rate reduction would likely encourage attorneys to spend less time on court appointed cases, and discourage more experienced attorneys from accepting court appointments …

Workforce development is a multidisciplinary domain in which policy, laws and regulations, social services, training and education, and information technology and systems are heavily involved. It is essential to have a semantic base accepted by the workforce development community for knowledge sharing and exchange. This paper describes how such a semantic base—the Workforce Open Knowledge Exchange (WOKE) Ontology—was built by using the adaptive modeling approach. The focus of this paper is to address questions such as how ontology designers should extract and model concepts obtained from different sources and what methodologies are useful along the steps of ontology development. School Choice Demonstration Project

The federal government recently enacted its first school voucher program as a pilot project in the District of Columbia. To be eligible, students need to be entering grades K-12 and have a family income at or below 185 percent of the poverty level. Although a rigorous analysis of the Opportunity Scholarship Program’s impact on student achievement and other outcomes remains a prospect for the future, at this early point initial data exists regarding the families that are applying for the program and the students that are using and not using the voucher when offered. This article presents the functional family therapy of James Alexander, focusing on his work with high risk youth who are high risk, delinquent, and who abuse substances. The interview addresses evidence-based interventions, indivudalizing treatment, and prevention of violence. Training efforts and recent developments in functional family therapy are discussed.

During the past ten years, rural Kentucky (and rural pockets of nearby states) witnessed the emergence of a new pharmaceutical drug of abuse. The powerful oxycodone, OxyContin, first manufactured in 1996 and designed for timerelease pain relief, found aready population in rural hamlets and mountain communities. Intended for patients in pain associated with terminal disease, it became a drug of abuse as it was over-prescribed and

Monte Carlo Methods For Estimating, Smoothing, And Filtering One- And Two-Factor Stochastic Volatility Models, Garland B. Durham

Finance

One- and two-factor stochastic volatility models are assessed over three sets of stock returns data: S&P 500, DJIA, and Nasdaq. Estimation is done by simulated maximum likelihood using techniques that are computationally efficient, robust, straightforward to implement, and easy to adapt to different models. The models are evaluated using standard, easily interpretable time-series tools. The results are broadly similar across the three data sets. The tests provide no evidence that even the simple single-factor models are unable to capture the dynamics of volatility adequately; the problem is to get the shape of the conditional returns distribution right. We present methods for optimally adapting Web processes to exogenous events while preserving inter-service dependencies. For example, in a supply chain process, orders placed by the manufacturer may get delayed in arriving. In response to this event, the manufacturer has the choice of either waiting out the delay or changing the supplier. Additionally, there may be compatibility constraints between the different orders, thereby introducing the problem of coordination between them if the manufacturer chooses to change the suppliers. We present our methods within the framework of autonomic Web processes. This framework seeks to add properties of self-configuration, adaptation, and self-optimization …

Community Health Faculty Publications and Presentations

Examined the degree of association between perceived and objective characteristics of the neighborhood environment and the relation of each type of measurement to neighborhood walking in older adults. Participants included 105 adults aged 65-92 (mean age 75.1) from 10 neighborhoods in Portland, Oregon, participating in Senior Health and Physical Exercise (SHAPE), a randomized walking intervention. Neighborhoods were stratified by a "walking friendliness" ranking variable. This variable was derived for each neighborhood based on available social and environmental data that were hypothesized to correlate with walking and physical activity: high income, high older adult population density, high proportion of white residents, …

The break-up of Yugoslavia led to the 1992-1995 Bosnian war, which resulted in more than 200,000 deaths, massive displacement, and widespread landmine contamination. There was no clear victor in the conflict, and the General Framework Agreement for Peace (GFAP) established a loose confederal structure, with a weak central government (the State), two Entities (the Federation of Bosnia-Herzegovina and the Republika Srpska or RS) and, within the Federation, ten cantons (each with its own constitution). The rapid growth of veterinary specialty practices has created a number of vexatious ethical issues relevant to veterinary medicine. The preeminent question pertains to “the duty to refer.” Do primary care practitioners have such a moral duty? If so, when does this duty arise? Does it pertain in all cases where specialized knowledge is relevant to a disease?
