The landmine and explosive remnants of war problem in the Democratic Republic of the Congo has been a result of armed conflict since 1996. The contamination “extends diagonally from the northwest corner of Equateur province across the center of [the] country through Kasai to the southeast in Katanga province and then north along Lake Tanganyika up to Ituri district along the border with Uganda.” The extent of the contamination, however, remains unknown because acquiring information on mine contamination in the DRC has been difficult due to some areas being isolated by the threat from explosive remnants of war.

A civil war lasting for more than 20 years has caused Sudan’s landmine problem to be of great concern. According to UNICEF, Sudan ranks among the top 10 landmine-affected countries worldwide even though the full extent of the problem is largely unknown because no Landmine Impact Survey has been conducted. The greatest concentration of explosive remnants of war is located in the south, where the bulk of the fighting occurred, but exact statistics regarding existing stockpiles and mine-related incidents are unavailable due to a lack of records.

Landmine contamination in Senegal can be found in almost all the villages between the Casamance River and the border with Guinea-Bissau, and along the border with The Gambia. The contamination stems primarily from fighting in the Casamance region since 1982 between the Senegalese Army and the Mouvement des Forces Democratiques de Casamance, especially since 1997. The area south of Casamance between the Casamance River and the Guinea-Bissau border is the most affected region. The extent of the contamination is unclear without the Landmine Impact Survey, but according to the Landmine Monitor Report, about 1,400 square kilometers (541 square miles) of …

Libya is one of the world’s largest socialist republics and has been ruled by many different foreign powers. Libya’s official name is the Great Socialist People’s Libyan Arab Jamahiriya. During the Turk-Italian War of 1911, there was a constant battle between the Libyans and the Italians until the Italians seized the country in 1939. It was also the major battleground in northern Africa when Italy entered World War II, which left many landmines scattered throughout Libya. In the fall of 2001, Silvija Bogdany answered a Norwegian People’s Aid advertisement for mine-clearance personnel of both sexes. After six weeks of intense training, Bogdany became the youngest deminer in Croatia and began working in the field alongside highly experienced male deminers. In the spring of 2003, she was promoted to Team Leader. Though she only has about four years of experience, her former Project Manager, Damir Jakši, places her in the category of “highly experienced deminers.” Bogdany is now both the Technical Advisor to and Supervisor of the DCA Mine Action Program Sudan, where she trains demining staff. …

With so many factors limiting the education process in the Middle East, it is hard to believe that one more could be imposed upon the people of Tzur Baher, a village in Jerusalem. However, the presence of a minefield in their village severely hindered progress in the building of a school. Maavarim Civil Engineering Ltd. was brought in to begin work. The planned site for the school is now mine free, and construction is scheduled to start in the near future.

This report, which builds on the 2004 Geneva Call initial analysis, provides a comprehensive mapping of the use, acquisition, production, transfer and stockpiling of landmines by armed non-state actors through a presentation of individual group profiles and a global analysis. The report records global occurrences of antipersonnel and anti-vehicle mine planting by NSAs during 2003–2005, whether activated by victims, vehicles or at a distance using command detonation.

Egypt is one of the most heavily mined nations in the world, with estimates ranging from 16.7 to 22 million landmines/pieces of unexploded ordnance, or an estimated one-tenth of the world’s 200 million landmines. Seventeen million landmines and pieces of UXO are estimated to be located in the Western Desert, a result of intense fighting during World War II between Allied and Axis forces at the El- Alamein perimeter. Approximately five million additional landmines were spread across the Sinai Peninsula and Red Sea coasts, largely from the Arabian-Israeli conflicts of 1956, 1957 and 1973. This article describes how cutting-edge technology is being developed and disseminated in landmine-affected countries. Focusing particularly on the Tanzania Training Center for Orthopedic Technologists, the authors examine how a process of appropriate, resource-effective casting is being advanced and then shared through training workshops. Improved technology and its successful transfer are vital to better assisting landmine survivors, a goal the Center for International Rehabilitation is working to achieve.

The Minnesota Multiphasic Personality Inventory-2 (MMPI-2) is a 567-item questionnaire used by psychologists to help diagnose mental disorders. The effectiveness of the MMPI-2 validity scales (F, Fp, F-K, and Ds-r2) were evaluated by asking college students to respond honestly or fake bad on the MMPI-2. Each scale was scored in the usual manner, but as a group they were evaluated in a noncompensatory fashion. That is, failing even one scale was interpreted as a faked response. MMPI-2 protocols of all participants were analyzed to determine if the validity scales were able to accurately identify which subjects faked and which answered …

This study examined the characteristics of items using none of the above (NOT A) as an answer option in observation based multiple-choice questions. Previous research has examined only the use of a NOTA option in academic knowledge based testing, not in visual recognition testing. Item difficulty and discrimination were examined for three different item formats: (a) items without a NOTA option, (b) items with NOTA as a distracter, and (c) items with NOTA as the correct answer. Globalization is recognized as a world-encompassing phenomenon, even as its benefits are debated. Sustainability, the capacity to maintain high standards of living through generations, is at stake. This paper examines the problems of sustainability with globalization from several perspectives. High statistical correlation between indices of globalization and environmental degradation (r2 = 0.977, p < .001) is found using multi-dimensional scaling software. The socially destabilizing, culture flattening effects of globalization are examined, and the terms ‘nationalism’ and ‘terrorism’ are defined. On the basis of its medial position among the indices of both globalization and environmental degradation, Chile is explored in a case study of the interaction. Conclusions regarding Chile’s vulnerabilities are reached, and the country’s environmental, social, and economic ‘weak spots’ are identified. The ethical positions of globalization and sustainability are considered, and the conclusion that there is very little that can be done to alter the nature of the interaction is drawn. It is suggested that globalization minimizes the prospects of success in efforts toward sustainability by maximizing vulnerabilities among sustainability’s components.

This study investigated the influence of age, processing speed, working memory,and associative processes on the acquisition of contingency information. Young and older adults completed positive (+.65) and negative (-.65) contingency tasks that measured their ability to discover the relationship between a symptom (e.g., FEVER) and a fictional disease (e.g., OLYALGIA). Both d' scores, i.e., contingency learning, and contingency estimates, i.e., contingency judgment, were examined. Participants were also asked to complete cognitive tasks that measure the constructs of processing speed, working memory resources, associative memory, and associative learning. The present study attempted to replicate the results found in Roch and Paquin (2004). Raters in their study viewed a video tape performance and rated a target's performance during a leaderless group discussion. Their results indicated that as item specificity decreased (i.e., as items became more vague), there was an increase in interrater agreement, a positive correlation between item difficulty and interater agreement, and a positive correlation between performance and interrater agreement. The mine and unexploded ordnance contamination in Chad is a result of decades of internal conflict, the 1973 Libyan invasion and intensive mining during Libya’s occupation of the Aouzou Strip in the north from 1984 to 1987. Most of the known mined areas are in the Borkou- Ennedi-Tibesti region in the north and the Biltine and Quaddai regions in the east. Areas such as the Wadi Doum Military Base are also contaminated with abandoned missiles, munitions and other explosive remnants of war.

Understanding The Ottawa Convention’S Obligations To Landmine Victims, Kerry Brinkert

The Ottawa Convention is unique for a number of reasons, not the least of which being that the Convention has linked obligations concerning the use of a weapon with a requirement that Convention signatories assist a victim wounded by that weapon. When the Convention was adopted in September 1997, this aspect, while lauded by diplomats and activists, was certain to be a challenge to implement. The real work began once the Convention entered into force and states had to act on this responsibility. This article discusses in particular the Convention’s victim assistance obligations.

By offering a different view on the International Campaign to Ban Landmines’ dominant message concerning mine action, this article presents an argument for possible alternatives. The author brings up such points as a lack of discussion and an acceptance of facts without proper checking of research. In addition, suggestions of constructive use of landmines in the defense of vulnerable populations are made to refute the idea of a necessary worldwide ban.

Ethiopia’s 70-year history of internal and international armed conflict, from the Italian invasion of 1935 to the Ethiopian- Eritrean War (1998–2000), has contributed to significant landmine and unexploded ordnance contamination. Ethiopia is one of the world’s 10 most heavily mined countries, with the government estimating it will take decades to clear. The most extensive contamination is in the Tigray, Afar and Somali regions. It is estimated that during the recent Ethiopian-Eritrean conflict, Ethiopian forces laid 150,000–200,000 landmines and Eritrea laid 240,000 mines over the disputed border areas.
