Job analysis is described as the building block of most Human Resource (HR) functions. In recent years, many HR functions have been automated or adapted to computer applications; however, the use of computers for job analysis is lagging. The purpose of this paper is to describe a web-based job analysis process that is based on O*NET. The web-based job analysis process is more flexible and less resource intensive than traditional job analysis methods. The paper also will describe the application of the web-based job analysis process in the U.S. Navy and discuss strengths and limitations of this system.

Recent work in Human Resources (HR) has highlighted the importance of understanding and identifying occupationally-specific skills. The purpose of this article is to describe the need to identify occupationally-specific skills and outline a methodology used to create occupationally-specific skills. Evidence of the validity of the methodology used is presented. The article concludes by identifying possible uses for occupationally-specific skills and providing information about actual implementation and use of systems based on occupationally-specific skills.

Arguably, the government has some of the most complex and sophisticated Human Resource (HR) initiatives of any organization in the country. This is due to at least three reasons. First, the sheer size of the government requires sophisticated HR systems to manage the huge number of HR decisions required. Second, the HR systems in the government must respond to much greater external (public) scrutiny than any other organization because it is funded by government money and must be responsive to taxpayers interests and concerns. As such, fairness and defensibility are far more important factors than in other organizations. Third, the …

Multivariate Stochastic Volatility Models: Bayesian Estimation And Model Comparison, Jun Yu, Renate Meyer

In this paper we show that fully likelihood-based estimation and comparison of multivariate stochastic volatility (SV) models can be easily performed via a freely available Bayesian software called WinBUGS. Moreover, we introduce to the literature several new specifications that are natural extensions to certain existing models, one of which allows for time-varying correlation coefficients. Ideas are illustrated by fitting, to a bivariate time series data of weekly exchange rates, nine multivariate SV models, including the specifications with Granger causality in volatility, time-varying correlations, heavy-tailed error distributions, additive factor structure, and multiplicative factor structure. The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

Relationships, Layoffs, And Organizational Resilience: Airline Industry Responses To September 11, Jody H. Gittell, Kim Cameron, Sandy Lim, Victor Rivas

The terrorist attacks of September 11, 2001, affected the U.S. airline industry more than almost any other industry. Certain airlines emerged successful and demonstrated remarkable resilience while others languished. This investigation identifies reasons why some airline companies recovered successfully after the attacks while others struggled. Evidence is provided that layoffs after the crisis, although intended to foster recovery, instead inhibited recovery throughout the 4 years after the crisis. But, layoffs after the crisis were strongly correlated with lack of financial reserves and lack of a viable business model prior to the crisis. Digging deeper, the authors find that having a …

Higher Order Bias Correcting Moment Equation For M-Estimation And Its Higher Order Efficiency, Kyoo-Il Kim

This paper studies an alternative bias correction for the M-estimator, which is obtained by correcting the moment equation in the spirit of Firth (1993). In particular, this paper compares the stochastic expansions of the analytically bias-corrected estimator and the alternative estimator and finds that the third-order stochastic expansions of these two estimators are identical. This implies that at least in terms of the third order stochastic expansion, we cannot improve on the simple one-step bias correction by using the bias correction of moment equations. We extend Antras and Helpman (2004) on firm heterogeneity and organizational choice to a dynamic setting with FDI uncertainty, in which the probability of investment failure decreases with the host country's infrastructure level and increases with the technological complexity facing each firm. Moreover, it decreases over time as the accumulated mass of firms succeeding in FDI increases. We show that a minimum level of infrastructure is required to trigger a first wave of industrial migration. We then formalize the often noted "magnet effect" of FDI - the first wave of industrial migration generates positive externality (information spillover) for subsequent investors, …

Wichita State University has developed an integrated set of virtual reality models of an aircraft assembly line. These models are intended to provide students an ‘artifact’ of industrial and manufacturing engineering by providing a realistic environment for initial learning and application. By utilizing a virtual model of the line, students are able to view the process and interrogate the process details, make changes and observe the effects, and gain a better understanding of the concepts and their interrelationships. Social Identity Strategies In Recent Economics, John B. Davis

This paper reviews three distinct strategies in recent economics for using the concept of social identity in the explanation of individual behavior: Akerlof and Kranton's neoclassical approach, Sen's commitment approach and Kirman et al.'s complexity approach. The primary focus is the multiple selves problem and the difficulties associated with failing to explain social identity and personal identity together. The argument of the paper is that too narrow a scope for reflexivity in individual decision‐making renders the problem intractable, but that enlarging this scope makes it possible to explain personal and social identity together in connection with an individual behavior …

Personality assessment of three al-Qaida leaders in the September 11, 2001 terrorist attack on the United States – Osama bin Laden, Ayman al-Zawahiri, and Mohamed Atta – provides evidence for a rudimentary model of the leadership roles required for a global-reach terrorist operation: (1) a narcissistic, charismatic leader devoid of core values beyond personal self-interest, adept at exploiting others in pursuit of his grandiose ambitions (e.g., bin Laden); (2) a strategic-thinking “true believer” without constraints of conscience regarding the level of violence he is willing to employ in his single-minded pursuit of mission (e.g., al-Zawahiri); and (3) unobtrusive, disciplined operatives …

Job insecurity has been increasing since the 1980s. While researchers have found job insecurity to be negatively associated with multiple indicators of well-being for workers and their families in cross sectional studies, less is known about the long term effects of prolonged job insecurity. Specifically, there is a need to collect measures of both insecurity and its consequences at multiple time periods. The current study followed workers for 3 1/2 years to assess the effects of chronic job insecurity on psychological distress. Results indicate that while workers reported increased feelings of security over time, there were longer term negative effects …

This article explores a new paradigm or model for the professional social worker: The poet/practitioner. The training and practice of the poet are congruent with many aspects of social work practice. An examination of the practice of the poet, and the congruence of these practices to social work, reveals a paradigm with the capacity to focus social workers on the essential values of our profession. This paradigm, which highlights the humanistic, creative, and socially conscience role of the social work practitioner, may be particularly important today given the medicalization of social problems and the conservitization of society.

Adoption is closely intertwined with many issues that are central to public policy in this country-welfare and poverty, race and class, and gender. An analysis of the history of adoption shows how it has been shaped by the nation's mores and demographics. In order to better understand this phenomenon, and its significance to larger societal issues, this analysis reviews its historyfocusing on four key periods in which this country's adoption policy was shaped: the late Nineteenth Century's 'orphan trains'; the family preservation and Mothers' Pensions of the Progressive Era; World War II through the 1950s, with secrecy and the beginnings …

Altruism Or Self-Interest? Social Spending And The Life Course, Debra Street, Jeralynn Sittig Cossman

The primacy of self-interested individuals is often regarded as the appropriate basis for US social spending decisions. One thread of this argument has advanced age-based self-interest and politically powerful elderly to explain why Social Security and Medicare have thrived in a policy environment that has seen retrenchment in other programs. We argue that crude self-interest and individual programs considered in isolation are insufficient to understand social spending preferences. We use General Social Survey data to contrast conventional and critical explanations for understanding the role of age in preferences for social spending. Job Satisfaction Among Tanf Leavers, Jeff Scott

Using means tests, ANOVA, contingency methods and polytomous logistic regression techniques, I analyze job satisfaction survey data provided by former welfare recipients in Illinois. Mean job satisfaction in the sample is high. Wages, work hours, professional status, having employer sponsored health care and being in good health have sign ficant positive effects on job satisfaction. Contrary to popular assumptions regarding welfare dependency, time on welfare positively affects post- TANF job satisfaction. I discuss implications of these findings in the context of policy debates regarding TANF reauthorization.
