Regional Planning and Metropolitan Growth Management Research Projects

This is a working document and is the second report in this series. In section one the document begins by reviewing the origin and definition of "Cascadia" as a named place. Section two includes a description of the Cascadian landscape, and the issues and conditions in both its metropolitan and nonmetropolitan areas. Section three present four strategies for growing, stewarding, and sustaining Cascadia along "ecolopoli­tan" lines. The document concludes with the next steps for this project.

The LR 42 Service Coordination Workgroup, coordinated by the office of State Senator Dennis Byars, asked the University of Nebraska Public Policy Center to conduct a study of developmental disabilities service coordination in Nebraska. The Public Policy Center explored the perceptions and experiences of a variety of stakeholders involved in the service coordination system for people with developmental disabilities. The Economic Resource Receipt Of New Mothers, Laura Nichols, Cheryl Elman, Kathryn M. Feltey

Sociology

U.S. federal policies do not provide a universal social safety net of economic support for women during pregnancy or the immediate postpartum period but assume that employment and/or marriage will protect families from poverty. Yet even mothers with considerable human and marital capital may experience disruptions in employment, earnings, and family socioeconomic status postbirth. We use the National Survey of Families and Households to examine the economic resources that mothers with children ages 2 and younger receive postbirth, including employment, spouses, extended family and social network support, and public assistance. Results show that many new mothers receive resources postbirth. Marriage …

When I held the first hearing on human trafficking as Chairman of the Subcommittee on International Operations and Human Rights back in 1999, only a handful of countries had laws explicitly prohibiting the practice of human trafficking. Individuals who engaged in this exploitation did so without fear of legal repercussions. Victims of trafficking were treated as criminals and illegal immigrants and had no access to assistance to escape the slavery-like conditions in which they were trapped. Few seemed to be even aware that this modern form of slavery was taking place and even some of those who did failed to …

In recognition of the need to explicitly define and uphold the rights of migrants, and in particular migrant workers and their families, the United Nations General Assembly approved the International Convention on the Protection of the Rights of All Migrant Workers and Members of their Families (ICMW) on 18 December 1990 (Appendix A).

The significance of the Convention has been identified as follows:

The Benefits Improvement and Protection Act of 2000 replaced the traditional cost-based reimbursement system for federally-qualified health centers (FQHCs) with a new prospective payment system. States were also allowed to implement an alternative payment methodology (APM) as long as it did not pay less than what FQHCs would have received under PPS and the affected FQHC agreed to the APM. Although changes in payment policies were to take effect in 2001, states were slow to implement them and most only did so after one or two years. Using VoIP, Alice may initiate her call from any location in Austria where she may find Internet access. [Excerpt] “Divorced parents in New Hampshire can rest a little easier these days. While there are a myriad of economic reasons why a divorce can become contentious, financing a child’s college education can no longer be included among those reasons. In January 2004, in a rather bold and unconventional move, the New Hampshire legislature overruled years of legal precedent and enacted a new statutory amendment that should alleviate some of the financial pressures divorced parents inevitably face. The photographs and slides in this collection document campus activities and student life at the University of South Florida St. Petersburg. J. M. “Sudsy” Tschiderer donated three scrapbooks in summer 2005 to the Nelson Poynter Memorial Library for use in the Fortieth Anniversary Exhibit of the campus. She gave the library additional slides, photographs, and photographic negatives in August 2006. These images illustrate the period from the mid-1960s through 1989 and capture notable events, members of the campus community, and general scenes that document the university experience at USF St. Petersburg.

With the recent passage of the Children’s Internet Protection Act (CIPA), and its constitutionality subsequently affirmed by the Supreme Court, libraries are faced with challenges presented by Internet filtering, and the obstacles to access it poses for disadvantaged patron groups. This paper discusses the ramifications of Internet filtering at public libraries on sexual minority youth and how this may translate into a negative health impact on this community and a restriction on intellectual freedom. Topics discussed include filtering technology, the risks it presents to equitable access, the disproportionate effect on the gay/lesbian community, and how filtering impairs the creation of …
