The most recent release of population estimates from the Census Bureau indicates that 70 Nebraska counties lost population between 2000 and 2005. These counties included 52 of the 53 that recorded population losses between 1990 and 2000, joined by 18 counties that had grown through the 1990s.

While those counties estimated to have lost population over the last five years included three of 11 micropolitan core counties, eight of ten outlying microplitan counties, and even one of seven outlying metropolitan counties, the great majority were nonmetropolitan. Health Policy and Management Issue Briefs

This policy brief builds on our prior work for the Robert Wood Johnson Foundation. In 2005, The George Washington University School of Public Health and Health Services (GW) evaluated the role of public and private insurance in financing preventive care and treatment for at-risk and obese children. One of the key findings from that report was that Medicaid's existing Early and Periodic Screening Diagnostic and Treatment (EPSDT) coverage standards provide for comprehensive, obesity-related pediatric health care interventions. Using data drawn from state Medicaid programs, this report examines the extent to which state programs use the Medicaid EPSDT benefit to address …

Economía solidaria is an alternative method of development that has sprung up in the last two decades in Latin America as a response to the devastating effects of neo-liberal policies. The questions that I was interested in exploring with this investigation were: How is economía solidaria defined in theory? How does it manifest in practice? What explains this discrepancy, if one exists? What do these answers tell us about the limitations, potentials, and unique contributions of economía solidaria? This article examines relocation stories of people who leave behind corporate work culture, relocate from metropolitan areas to small towns and rural places, and attempt to reorient themselves to work and family obligations. Decisions to start over take place within the context of moral questions about what makes a life worth living and what does not through a process in which geography has a bearing. For these migrants, a choice about where to live is also one about how to live. Choices of how to live one's life are made of more than simple economics, they are also moral. The …

Racial and ethnic disparities in cardiovascular care are greatly influenced by market factors and how the health care system is organized. This study examines key health system factors that contribute to disparities in cardiac care among racial and ethnic minorities in the United States. A market assessment, consisting of site visits, interviews, and data collection from key health care providers in 10 communities, was undertaken to identify common characteristics in the health care markets and to explore how these factors may drive disparities in cardiac care.

The Southeastern Librarian

Many professional associations are grappling with membership challenges. Recently, the American Medical Association (AMA) adopted a strategy they termed the “member-centered” approach (Romano, 2004). One feature of this approach designed to boost membership is teaming with state and specialty societies. The American Medical Association believes that “future cooperation and collaboration with state associations is vital to any membership turnaround” (Romano, 2004, p. 11). This partnership makes good business sense.

The American Library Association considers a cooperative venture with state associations as an important avenue to increase membership as well. Taking to heart the COPE recommendations and incorporating the idea of …

As a result of intense ground battles and extensive bombing during the Indo-China War, especially during the years 1964 – 1973, Lao PDR has the distinction of being, per capita, the most heavily bombed nation in the world. The war left widespread unexploded ordnance (UXO) contamination, which thirty years on continues to act as a barrier to socio economic development causing death and injury to adults and children. UXO injury, especially in a country such as Lao PDR where access to adequate health services is limited, can result in long-term medical and psychological sequelae (Handicap International, 2004) as well as …

For centuries, elephant locomotion has been a contentious and confusing challenge for locomotion scientists to understand, not only because of technical difficulties but also because elephant locomotion is in some ways atypical of more familiar quadrupedal gaits. We analyzed the locomotor kinematics of over 2400 strides from 14 African and 48 Asian elephant individuals (body mass 116-4632 kg) freely moving over ground at a 17-fold range of speeds, from slow walking at 0.40 m s^-1 to the fastest reliably recorded speed for elephants, 6.8 m s^-1. Objectives: While psychosocial stress and high effort coping have been associated with reduced immune function, no epidemiologic study has addressed psychological stress and risk of prostate cancer. The purpose of this analysis was to investigate the association between stress, coping, social support, and risk of prostate cancer among older men (age 65–79 years). Design: Population-based case-control study in South Carolina.

Participants: Cases were 400 incident, histologically confirmed prostate cancer cases identified through the South Carolina Central Cancer Registry between 1999 and 2001 (70.6% response rate). Controls were 385 men identified through the 1999 Health Care Financing Administration Medicare beneficiary file …

Playing And Eating Democracy: The Case Of Puerto Rico's Land Distribution Program, 1940s-1960s, Ismael Garcia-Colon

Publications and Research

In the early 1940s, the colonial government of Puerto Rico with the consent of the U.S. federal government began to elaborate a land reform. Under Title V of the Land Law of 1941, the government established resettlement communities for landless families. One of their goals was to transform landless agricultural workers into an industrial and urban labor force by teaching them “democratic, industrial, and modern” habits. Government officials distributed land to landless families through lotteries, portraying the ceremonies as acts of democracy. Community education programs produced literature, films, and posters aimed at fostering development and political participation. The colonial state …

The field of archaeology incorporates a confusing assortment of ideas and approaches to the record. With studies ranging widely in ideology and goals, from strict descriptive materialism to sociological interpretation, language used to communicate key concepts (not to mention which concepts are key) also varies widely, resulting in low levels of mutual interest and intelligibility across the discipline. Archaeologists commonly ignore the majority of available literature as a result, further widening intellectual chasms.

Liz Bryan begins her book with a description of the Canadian Plains:" . .. a voluptuous landscape of hills and valleys and plains, of lakes and tiny twinkling potholes, of flower-filled coulees and vast sand dunes." Her emphasis throughout on the landscape of southern Saskatchewan and Alberta is necessary since the ancient monuments she describes only truly resonate within this setting. Indeed, almost every page of this attractive book is adorned with at least two color images-of scenery, stone features, artifacts, and aboriginal events. The passage of the Native American Graves Protection and Repatriation Act (NAGPRA) in 1991 significantly changed the way archaeology would be done in the United States. This act was presaged by growing complaints and resentment directed at the scientific community by Native Americans over the treatment of their ancestral remains. Many of the underlying issues came to a head with the discovery and subsequent court battles over the 9,200-year-old individual commonly known as Kennewick Man. This had a galvanizing effect on the discipline, not only perpetuating the sometimes adversarial relationship between archaeologists and Native Americans, but also creating a rift …

It is a truism that the study of dinosaurs is alive and well. In 2004 the second edition of The Dinosauria was published at 861 pages, an increase of almost 130 pages from the previous edition. The page increase is not overwhelming, but examination of the difference in density of the words on the pages of each edition shows the second to be much more robust. The joke among experts was to question whether the publisher would also be issuing magnifying glasses for readers. It seems that single volumes dedicated to dinosaurs are a thing of the past.

Seed Bank Viability Of Inland Saline Wetland Sites In Agro-Ecosystems, Paul D. Nabity, Kyle D. Hoagland

Wetland restoration typically includes modifications to soils, flora, and hydrology. Will the return of wetland hydrology to former saline wetlands create conditions suitable for wetland taxa, especially saline wetland indicator species? To answer this question we evaluated the potential restoration efficacy of historical saline wetland soils by re-exposing them to wetland hydrological conditions simulated in a greenhouse. Agricultural lands contained no saline indicator plants and limited wetland species, likely due to significant and long-term land alteration. Restored wetlands showed only a few additional wetland taxa, and seeds of saline wetland plants emerged from soils of only one restored site. Because …
