Statute And Public Policy In Private International Law: Gambling Contracts And Foreign Judgments, Tiong Min Yeo

This note argues that because there is a legal distinction between the public policy defence to the enforcement of foreign judgments under the common law and the corresponding defence in the Reciprocal Enforcement of Commonwealth Judgments Act, the prohibition against the enforcement of foreign wagering transactions under Singapore law is no longer founded on public policy.

In this paper, we expand upon previously reported results of a dynamical systems model for the impact of plant processes and programmatic performance on nuclear plant safety risk. We utilize both analytical techniques and numerical simulations typical of the analysis of nonlinear dynamical systems to obtain insights important for effective risk management. This includes use of bifurcation diagrams to show that period doubling bifurcations and regions of chaotic dynamics can occur. We also investigate the impact of risk mitigating functions (equipment reliability and loss prevention) on plant safety risk and demonstrate that these functions are capable of improving risk to …

Do Rural Land Markets Increase Inequality? Evidence From A Chinese Province, Qian Forrest Zhang

Using a 2001 provincial survey, we find that disparities in land-rights distribution have greatly increased in rural China, and the growth of land markets is directly responsible for that. The land markets tend to concentrate land in those who can more efficiently use it. This translates disparities in land-rights distribution to magnified inequality in farm income. However, such widening disparities caused by land markets have compensatory effects on overall rural inequality, as land markets tend to bring up families who would fall at the bottom of income distribution in the absence of such markets. The purpose of this paper is to present a new theory of the cartel party. My argument is straightforward. Assuming that parties are the political analog of firms, that party systems are the political analog of markets, that the shares of the electorate are the political analog of the market shares that firms control, Western European party systems share with oligopolistic markets some structural features. Research emphasises the importance of adolescents' psychological sense of belonging in relation to academic, motivational, psychosocial, developmental, and behavioural outcomes, particularly during transition to high school. However, adolescents' adjustment during transition period does not occur in isolation, it occurs in conjunction with normative biopsychosocial change-related effects. As most of adolescents biopsychosocial needs are negotiated in high school, the school's social context assumes a fundamental role in facilitating successful adolescent adjustment, and school belonging. In western culture, the majority of fathers become the non-residential parent after separation and it is reported many disengage from their children as time goes on. This review will elucidate the effects of separation on the father role. Within this body of literature there are two dominant ideologies pertaining to fathers – father absence and father importance. Prior to the 2004 federal election the Australian Greens were rising as the third force in the Australian political system. At the 2001 election they secured an increased share of the vote and returned a second Senator. Conversely the Australian Democrats, held to be the third force in Australian politics went backwards in 2001, losing a Senate seat. From 2001 to 2004 the Greens polled strongly and were buoyed by increased support for their anti-Iraq war and pro-refugee positions. As a party they appeared to be moving beyond single-issue status. "The Ship Has Gone Down With The Captain" : A Study Of The Framing Of Aboriginal And Torres Strait Islander Commission (Atsic) Chairman Geoff Clark In The Australian, Lauren Heinritz

This study looks at the frames used in the Australian newspaper's coverage of Indigenous leader Geoff Clark, from his re-election as chairman of the Aboriginal and Tones Strait Islander Commission (ATSIC) at the end of 2002 until the agency's demise in March 2004, and finds two divergent ways of reporting Indigenous issues. In summary, the Geoff Clark case study highlights the ideological divide between proponents of the so-called "tights-based agenda" in Indigenous affairs and those that favour the "responsibilities-based" agenda. When established in 1990, ATSIC was viewed as a significant step towards Indigenous self-determination. With official federal government policy shifting …

An Experience Sampling And Cross-Cultural Investigation Of The Relation Between Pleasant And Unpleasant Emotion, Christie N. Scollon, Ed Diener, Shigehiro Oishi, Robert Biswas-Diener

The present study examined whether the relation between pleasant and unpleasant emotion varies across cultures and level of analysis (i.e., within-person vs. between-person). A total of 386 participants included European Americans, Asian Americans, Japanese, Indian, and Hispanic students. Momentary mood was assessed up to 7 times daily for one week. At the between-persons level, pleasant and unpleasant mood were positively correlated among Asian Americans and Japanese, but were uncorrelated among the other groups. Factor correlations at the within-person level were strongly negative in all cultures, suggesting that pleasant and unpleasant feelings are rarely experienced at the same time. Implications for …

Human Mental Models Of Humanoid Robots, Sau-Lai Lee, Ivy Yee-Man Lau, Sara Kiesler, Chi-Yue Chiu

Effective communication between a person and a robot may depend on whether there exists a common ground of understanding between the two. In two experiments modelled after human-human studies we examined how people form a mental model of a robot's factual knowledge. Participants estimated the robot's knowledge by extrapolating from their own knowledge and from information about the robot's origin and language. These results suggest that designers of humanoid robots must attend not only to the social cues that robots emit but also to the information people use to create mental models of a robot.

This review outlines literature on the normative high school transitions that occur during adolescence. Research examines factors affecting the school transition experience (e.g., school size, structure, feeder patterns, and the additive affect of multiple school transitions), student outcomes (e.g., academic performance, self-esteem and psychological symptomatology), and student perceptions of their transition experience. Research limitations include the focus on American, metropolitan schools undergoing the elementary to middle school transition, and the utilisation of quantitative methodologies. One of the proposed solutions to Australia's ageing population (12% aged over 65 years in 1997 to 22% by 2031; Australian Bureau of Statistics, ABS, 2000) and the perceived burden on the economy, is for older adults to remain in paid employment longer. The present study explored the perspectives of older adults concerning employment and working beyond the age of 65 years. A qualitative methodology was employed and data was collected through the use of in-depth, semi-structured interviews with 11 participants aged between 60-75 years of age. Self-efficacy refers to the individual's belief in their capacity to exert control over themselves as well as situations which impact upon them: perceptions of self-efficacy influence cognitive development, behavioural capacity and emotional states. Low self-efficacy is often associated with problematic drug use, inappropriate sexual activity, low academic achievement, anxiety, depression, self-harming and suicidal behaviours during adolescence. Conversely, high self-efficacy is generally correlated with high academic achievement, positive social relationships and formation of sexual identity, increased self-regulatory ability and positive vocation selection. Studies consistently find an association between alcohol use and intimate partner violence (IPV) and many explanations for this association have been offered. The purpose of this review was to examine the nature of this association and determine the extent to which it is understood. Two questions were addressed. Is there conclusive evidence that alcohol use plays a causal role in IPV? What evidence supports the various theories put forward to explain the association between alcohol use and IPV? These comments concentrate on two issues arising from Fan’s overview. The first concerns the importance of finite sample estimation bias relative to the specification and discretization biases that are emphasized in Fan’s discussion. Past research and simulations given here both reveal that finite sample effects can be more important than the other two effects when judged from either statistical or economic viewpoints. Second, we draw attention to a very different nonparametric technique that is based on computing an empirical version of the quadratic variation process. This paper analyzes the question: What does it take for science parks and technology districts to evolve and grow? We propose an analytical framework to examine the gestation, evolution, and sustainability of science parks and related but broader regional phenomena such as technology districts. The framework comprises three aspects of a science park's development: growth mechanisms, level of technological capabilities, and nature of its integration with national or global markets. The main growth mechanisms we identify are government-led infrastructure provision, agglomeration effects, and continual self-renewal through the creation of new businesses.
