Interlocal Cooperation In The Bluegrass Area Development District: What Factors Lead To Success?, Lora B. Littleton

Regionalism, or interlocal cooperation, is an important consideration for elected officials in the Bluegrass Area Development District. The reasons to join in a partnership and the suspected outcome are of great concern to the judge-executives and mayors but also to the communities they serve. In order to assist elected officials in their decision-making capacities, this study was designed to primarily analyze what factors lead to success in regional projects within the Bluegrass ADD. A secondary consideration was to look at when and why local governments enter into regional efforts.

Statement of Problem

National guardsmen are a unique human resource issue because their association with the guard is frequently part-time with another position, such as a State Trooper, acting as primary employment. When mobilized, the guardsman leaves an opening in their department, which must be available upon return. This can create operational and management stresses, especially if the guardsman has unique skills. Moreover, the loss of personnel can mean critical loss of manpower to small emergency service departments.

Contracting Waste Collection In Kenton County: Will Inter-Municipality Cooperation Decrease Cost?, Thomas A. Rauf

Inter-municipal cooperation can be a valuable tool used by cities to decrease the costs of public services. An analysis of waste collection costs in Kenton County have indicated that using inter-municipal cooperation to change the contracting method from the sixteen cities individually contracting to the cities contracting as one unit (inter-municipal cooperation) will not decrease the cost of waste collection per household per year. Inter-municipal cooperation might still be appropriate given other criteria, such as equity, ensuring that all households have the same or similar waste collection services.

Accountability is required for programs to maintain accreditation and is essential to the overall success of graduate programs like the Martin School. To show that it is meeting the stated goals, the Martin School has put tracking measures in place to gauge the success of the Master of Public Administration (MPA) program. These measures include pre and post skills assessments and an alumni survey among others. Analysis of the results is used to determine where goals are being met as well as areas where improvement is possible, and make necessary and appropriate adjustments.

In this essay, we further explore the responses of Arab and South Asian Muslim communities to the War on Terror, and ask whether these responses reveal alliance-building and pan-ethnic identification. Like Sunstein and other advocates of 'republican' or 'civic' liberalism, I believe that it is historically unsound and politically unwise to insist on a sharp distinction between liberalism and republicanism. Others disagree, however, and there is much to be learned from their position even if, ultimately, we should not adopt it. Several key factors explain the incremental approach to election law after the 2000 presidential election. The close election in Florida spurred lawmakers in Virginia to create the Joint Subcommittee Studying Virginia's Election Process and Voting Technologies. This special subcommittee was formed to learn more about the capacity of election administration. Through that process, Virginia officials concluded that the election system was fundamentally sound, though they identified a need for additional resources to increase staff, improve polling place access for disabled voters, and clean up registration rolls. Over the past 15 years we have seen the rise of a field of inquiry known as Whiteness Studies. Two of its major tenets are (1) that white identity is socially constructed and functions as a racial norm and (2) that those who occupy the position of white subjectivity exercise ‘white privilege’, which is oppressive to non-whites. However, despite their ubiquitous use of the term ‘norm’, Whiteness Studies theorists rarely give any detailed account of how whiteness serves to normalize. The term "Francophone African literature" is widely used to designate sub-Saharan African literature written in French by authors living in Africa or abroad. It derives from Francophonie, the nineteenth-century neologism coined by the French geographer Onesine Redus (1837-1916). In the African context, the concept gained relevance in the 1960s under the aegis of Leopold Senghor and Habib Bourguiba, two African presidents who advocated the creation of an organization linking all the nations sharing the French language and culture.

The Old South's taboo against love between blacks and whites has cast a long shadow. No cross-racial relationship has been so pathologized by American society. Even in 1967, when the Supreme Court finally declared antimiscegenation laws unconstitutional in the case of Loving v. Virginia, sixteen states still prohibited interracial marriage, down from thirty states as recently as 1948. Not until 1998 and 2000 did ballot initiatives in South Carolina and Alabama finally eliminate the last of the antimiscegenation laws, although no one had tried to enforce them for years. The growth of ISO 14001 certificates worldwide has led to much research on the role of voluntary standards in improving the environmental impacts of industry. Most of this research, however, has focused on industrialized countries, with very little research examining the effects of ISO 14001 and other voluntary initiatives in the developing world. This is especially unfortunate because it is in these very countries that proponents of ISO 14001 claim the largest benefits of the standard will occur, by helping polluting industries improve performance and by assisting environmental regulators in enforcing laws more effectively.

The classification and mapping of land cover provides fundamental information about the characteristics, activities, and status of specific areas on the earth's surface. The quality of the final classification is critical in providing accurate information for ecologists and resource managers in decision-making and for developing a landscape-level understanding of an ecosystem. A land cover classification was developed for 5 research watersheds in Garland and Saline counties in Arkansas using 2002 LANDSAT7 Enhanced Thematic Mapper Plus (ETM+) satellite imagery. Walden Pond is located in Concord, Massachusetts, a place associated with Henry David Thoreau, a 19th century icon of American environmentalism. The site of his simple dwelling (and the focus of his book by the same name) is now a state park and national landmark that receives over half a million recreational users and tourists each year, in addition to visitors with a particular interest in Thoreau’s life and writing. ABSTRACT JOB SATISFACTION, BURNOUT, AND PERCEIVED EFFECTIVENESS AMONG BUILDING-BASED AND DISTRICT-BASED SCHOOL PSYCHOLOGISTS by Dawn Marie Farnsworth November 2005 In the present study, the relationship between the number of school buildings that a school psychologist works in and the resulting levels of job satisfaction, burnout, and perceived effectiveness was studied. A questionnaire was mailed to 252 school psychologists that contained 28 items on a Likert scale related to the areas of job satisfaction, burnout and perceived effectiveness. Sixty-one of the returned questionnaires were classified as building based and 82 of the questionnaires were classified as district based. The results showed …

Modulation in American Sign Language is meaningful systematic change in sign form. Young cross-fostered chimpanzees used sign modulations in ways that resemble human signers. Jensvold and Gardner (2000) videotaped conversations between adult chimpanzees-Washoe, Moja, Tatu, and Dar-and a human interlocutor under four conditions: general, on-topic, off-topic, and can't. Signs from this dataset were selected and analyzed for modulation. Like human signers, the adult chimpanzees modulated the signing speed, size, length, and number of reiterations. They used both single and combinatorial modulations. Modulation use varied with different functional categories of signs. The chimpanzees varied the sign modulation on repeated glosses between …

In this paper, I will examine how tag-questions function in English and test if they function in the same way in Spanish. Then, I will compare the differences between the two languages and propose a structure and method for forming tag-questions in each language. Also, I will examine how ellipsis functions in each language and how it supports the analysis of the tag-questions. Finally, I will show that a few of the apparent differences between the two languages are incorrect and I will give my proposed solution.
