This study’s objective is to determine the net present values (NPV) of both a master’s degree and Ph.D. degree for six demographic categories. One of the purposes of this study is to determine whether from a social perspective a master’s and Ph.D. degree should be pursued. Cost/benefit analysis is performed to determine whether social benefits exceed social costs of these degree programs. The goal is to determine whether it is advantageous to society to obtain more education. Economic Welfare Change In Poor Neighborhoods, Lulu Kevin Wang

This paper provided investigation on economic welfare changes in poor neighborhoods in U.S. central cities during the 1990's. Using Census data for 1990 and 2000, this study found that the association between changes in family median income of poor neighborhoods and changes in family median income of their metropolitan areas was not statistically significant. The empirical evidence indicated that welfare changes in poor neighborhoods were detached from those of their metropolitan areas. The study also tested the correlation between the changes in family income level and other economic factors in poor neighborhoods during 1990's. The test results suggest that government …

According to Heimlich (1989), one of the leading development economists who has published several articles on small and urban farming, there are two major forms of urban farms namely backyard gardens and community gardens. These may, further be classified into recreational, adaptive, and traditional farms. Urban farms emerged as a direct response to beautify the landscape, provide food security and serve as an additional income source. Over time, changes in the farming sector allowed farmers to adopt direct marketing initiatives, circumventing the intermediaries in the distribution chain. Part of the theory of programming and nonymonotonic reasoning concerns the study of fixed-point semantics for these paradigms. Several different semantics have been proposed during the last two decades, and some have been more successful and acknowledged than others. The amount of glycomics data being generated is rapidly increasing as a result of improvements in analytical and computational methods. Correlation and analysis of this large, distributed data set requires an extensible and flexible representational standard that is also ‘understood’ by a wide range of software applications. An XML-based data representation standard that faithfully captures essential structural details of a glycan moiety along with additional information (such as data provenance) to aid the interpretation and usage of glycan data, will facilitate the exchange of glycomics data across the scientific community. In most contemporary approaches to such pattern discovery either quantitative anomalies or frequency of substructure is used to measure the interestingness of a pattern. In this paper we address the issue of discovering informative sub-graphs within RDF graphs. We motivate our work with an example related to Semantic Search. Maine and Vermont have been national leaders in state-level coordination of high school reform. Both recently developed almost interchangeable, new, voluntary, statewide frameworks that describe multiple ways high schools should change. Both frameworks—Promising Futures (Maine Commission on Secondary Education 1998) and High Schools on the Move (Vermont High School Task Force 2001)—were published in book form and include extensive bibliographies grounding their claims that they are research based. Both frameworks recommend principles and practices for improving high schools for all students. Both frameworks were drafted primarily by leading local educators with only modest support from experts based beyond the …

Many new, or processual, archaeologists of the 1960s argued that Americanist archaeology became scientific only in the 1960s. The hypothesis that the rate of publication of archaeological research in Science and Scientific American increased after about 1965, as new archaeologists sought to demonstrate to their peers and other scientists that archaeology was indeed a science, is disconfirmed. The rate of archaeological publication in these journals increased after 1955 because the effort to be more scientific attributed to the processualists began earlier. Higher publication rates in both journals appear to have been influenced by an increased amount of archaeological research, a …

Recognition of the structural role of fair use has the potential to mitigate some of the uncertainty of current fair use jurisprudence. The statutory framework for fair use both mitigates and causes uncertainty. It mitigates uncertainty by providing a consistent framework of analysis the four statutory factors. However, when judges apply the statutory factors without articulating or justifying their own assumptions, they increase uncertainty. The statutory factors mean nothing without certain a priori assumptions as to the scope of the copyright owner's rights. A more stable and predictable fair use jurisprudence would begin to emerge if those assumptions were made …

The morality of human rights is not new; in one or another version, the morality is very old. But the emergence of morality in international law, in the period since the end of World War II, is a profoundly important development.

Deterrence Versus Brutalization: Capital Punishment's Differing Impacts Among States, Joanna M. Shepherd

Recent empirical studies by economists have shown, without exception, that capital punishment deters crime. Using large data sets that combine information from all fifty states over many years, the studies show that, on average, an additional execution deters many murders. The studies have received much publicity, and death penalty advocates often cite them to show that capital punishment is sound policy.

Indeed, deterrence is the central basis that many policymakers and courts cite for capital punishment. For example, President Bush believes that capital punishment deters crime and that deterrence is the only valid reason for capital punishment. Likewise, the Supreme …

This Article proceeds as follows. Part I introduces the Statutory Rape Vertical Prosecution Program that took shape in California in the mid-1990s. In addition to explaining how this program emerged and its central features, I highlight the aspects of the SRVPP that distinguish California statutory rape prosecutors from the traditional image of the local prosecutor in the United States. Part II offers some background on the new prosecution and the problem-oriented approach to criminal justice, explaining how this model differs from the traditional crime-based or case-based method of criminal justice work. Although the outcome of these cases might indeed prove helpful to the agendas of social movements for racial and sexual justice, progressive scholars and activists should not receive these cases with elation. Instead, the research of constitutional theorists, critical legal scholars, and political scientists allows for a more contextualized and guarded account of and reaction to these decisions. Because it is first necessary to recount some of the history of the Little Rock school cases, Part I discusses the origins and early steps in the long-running litigation. Part II considers the period from 1982 until 2004 when Richard Arnold was a member of the appellate panel assigned to the school cases. This part identifies three critical points of the Eighth Circuit's intervention under Judge Arnold's leadership. The 10 new member states are now facing the challenge of framing and implementing policies for adopting the euro. They are all bound by the EU Treaty to replace their national currencies with the euro at some future time as they were admitted to the Union with a derogation to this effect. In order to prepare adequately for entry to the euro area, the candidates need to undergo fiscal and monetary convergence. In principle, they should refrain from lax fiscal policies that could skew the eurozone policy mix by forcing the European Central Bank (ECB) to tighten monetary policy. They …

This paper first develops a reduced form three-factor model for valuing credit default premia that is used to provide implicit prices which are then compared with market prices of credit default swaps to determine if swap rates adequately reflects market risks. This model extends Jarrow (2001) two-factor model by adding three new features to enhance the effectiveness of the model and add to the growing debate on the empirical pricing of credit default swap and the effectiveness of reduce form models. Within the past twenty years, a great deal of research has addressed pregnancy and childbirth in the United States. Often, however, prior studies have focused on white middle-class women and have neglected the experiences of women of color and low-income women. Teen mothers have also been marginalized in past research. With few exceptions, the limited research that does exist on African American teen mothers is usually framed around the "teen pregnancy crisis" in the U.S; seldom are teens included in studies dealing with the overall issue of medicalization.
