The Workforce Investment Act (WIA) emphasizes coordination and collaboration for better service delivery between state departments of Vocational Rehabilitation (VR) and other One-Stop partners. Although WIA's requirements for VR participation are clear, the parameters of this partnership are flexible and depend on a variety of factors within each state and local system. Defining the role of VR has had its challenges, as is the case for many partners in the WIA system. However, there are numerous examples of VR agencies working creatively to establish effective partnerships that positively influence services for job seekers with disabilities in the One-Stop system. The Workforce Investment Act of 1998 (WIA) established a network of One-Stop Career Centers by integrating different employment and training services into one comprehensive workforce investment system. Within this environment, One-Stop partners are mandated to collaborate to create a seamless service delivery system that enhances access to services and improves employment outcomes for all individuals, including those with disabilities. WIA's intent was to establish local workforce development systems that would respond to their areas' specific needs with unique solutions and creative partnerships. The Workforce Investment Act (WIA) facilitates partnerships among organizations for more coordinated service delivery to all job seekers. Although the state Vocational Rehabilitation (VR) agency is the only disability agency or program that is a mandated partner under WIA, community-based disability organizations (CBOs) can also work with One-Stop Career Centers to enhance their capacity to support customers with disabilities. Through case study research, the Institute for Community Inclusion identified several models of involvement between CBOs and One-Stops. The VR system has the flexibility to purchase a wide array of services to support an employment outcome, including vocational evaluation, vocational training and postsecondary education, transportation, supported employment, interpreters, and adaptive equipment. VR services include core counseling and guidance provided by a VR counselor as well as services that are purchased based on an individual employment plan.

This paper examines issues related to the economic impact of sports championships on the local economy of host cities. While boosters frequently claim a large positive effect of such championships, a closer examination leads to the conclusion that the impact is likely much smaller than touted and may even be negative.

Negotiation Of Dialectical Contradictions By Parents Who Have Experienced The Death Of A Child, Paige W. Toller

This study examines how bereaved parents experience communicating with individuals in their social network. The bereaved parents in this study experienced two dialectical contradictions: (a) between the physical absence of their child and the continuing presence and emotional bond with their deceased child; and (b) between being open or closed when deciding whether to talk about the deceased child to others. Results describe how parents communicatively negotiated these contradictions. The article concludes by discussing practical applications for bereaved parents, bereavement support groups, helping professionals, and individuals within the bereaved parents’ social network.

In this era of education reform, school counselors are among educators being held accountable for the academic achievement of minority and poor children, School counselors in urban schools serve a disproportionate number of minority and poor children at risk for school failure. Urban school counselors can play critical roles in engaging their school's stakeholders in implementing partnership programs that foster student achievement and resilience. This article discusses team facilitator, collaborator, and advocacy roles and strategies for urban school counselors and specific types of partnership programs they need to promote to foster academic achievement and resilience in minority and poor students.

Research has indicated that anxiety is the most prevalent of all psychological disorders, affecting up to 30 million people in the United States at some point during their lives (Lepine, 2002). It has also been determined that anxiety may be a fairly stable trait that people experience. Some people are more likely to experiencing anxiety than others, and for those who are more likely it is also more difficult to stop having anxiety. Predictors of anxiety have been identified and include such items as: low self-esteem, ineffective social support, high education, low religiosity (Hovey & Magana, 2002), low vocational satisfaction …

The Importance Of Education-Occupation Matching In Migration Decisions, Michael A. Quinn, Stephen D. Rubb

In this article, we present and test a model that incorporates education-occupation matching into the migration decision. The literature on education-occupation matching shows that earnings are affected by how individuals' education matches that required by their occupation. Accordingly, individuals with more schooling than required by their occupation have an additional incentive to migrate: the increase in earnings that occurs with a more beneficial education-occupation match. Using data from Mexico, we found statistical support for the importance of education-occupation matching in migration decisions. Targeting Relative Inflation Forecast As Monetary Policy Framework For Adopting The Euro, Lucjan T. Orlowski

This study proposes relative inflation forecast targeting as an operational framework of monetary policy for adopting the euro by the EU new Member States. This strategy assumes containing differentials between the domestic and the eurozone inflation forecasts as an operational target. A model prescribing the RIFT framework is presented along with a set of appropriate policy indicator variables and instrument rules. The proposed framework advances the strategy based on relatively strict inflation targeting that is currently pursued by some NMS. This cost-benefit analaysis of mine clearance operations in Cambodia was launched by the national regulatory and coordinating body, the Cambodian Mine Action and Victims Assistance Authority (CMAA) in cooperation with UNDP. The socio-economic benefits of mine action was assessed covering the period since the start of the programme in 1992, and a cost benefit analysis model developed for the use of the Royal Government of Cambodia and stakeholders involved in mine clearance.
