Stabilization and reconstruction operations are necessary to secure and maintain the peace in the aftermath of conflict. The complexities of nation-building involve many different but interrelated systems and institutions. The basic structure of a country may or may not remain; its political, economic, and judicial systems, cultural, educational, medical, and military institutions, and critical infrastructure all vitally contribute to the overall progression of stability and prosperity. Understanding the significance of the dynamic relationships between the forces in play during stability and reconstruction operations is paramount to the successful conclusion of such missions. Exactly Distribution-Free Inference In Instrumental Variables Regression With Possibly Weak Instruments, Donald W.K. Andrews, Vadim Marmer

Cowles Foundation Discussion Papers

This paper introduces a rank-based test for the instrumental variables regression model that dominates the Anderson-Rubin test in terms of finite sample size and asymptotic power in certain circumstances. The test has correct size for any distribution of the errors with weak or strong instruments. The test has noticeably higher power than the Anderson-Rubin test when the error distribution has thick tails and comparable power otherwise. Like the Anderson-Rubin test, the rank tests considered here perform best, relative to other available tests, in exactly-identified models.

Increasing Empathic Accuracy Through Practice And Feedback In A Clinical Interviewing Course, David F. Barone, Philinda S. Hutchings

Faculty Publications – Psychology

Accurate empathy, long argued to be important in psychotherapy, now is an object of social-cognitive research. Graduate-level psychology students viewed brief portions of a therapy session and inferred the thoughts and feelings of the client. Accuracy scores were the rated similarity of their inferences to the client's reported thoughts and feelings. Throughout the semester course in interviewing, experimental participants practiced such judgments with feedback, while controls did not. Both groups' accuracy increased from pre-to post-test on inferred feelings, in part because the post-test was easier. Nonetheless experimental participants on the post-test had greater accuracy of inferred feelings than controls. Women …

Impacts Of Trip Permit Program Changes On Vehicle Operations And Inspections, Jennifer Dill

This research project has two inter-related parts: (1) an assessment of the equity of implications of the emissions inspection program in the State of Oregon and elsewhere; and (2) an assessment of the impacts of the new trip permit program on vehicle operations. The study provides a better understanding of the benefits and equity impacts of the inspection program and the recent change to the trip permit system. The findings will be of use to Oregon, as well as all public agencies that oversee vehicle inspection programs throughout the country. The Black Market In Small Arms: Examining A Social Network, David Todd Kinsella

In recent years, researchers have increasingly turned their attention to the proliferation of small arms, a transnational trade amounting to over $7 billion in value during 2002. Small arms are difficult to track and are not the stuff of military parades, but they are immensely destructive. As much as $1 billion worth enters the black market annually. I argue that the illicit trade in small arms should be understood not as a market but as a network, one that shares some important properties with networked forms of organization studied by sociologists. The Impact Of Program Changes On Enrollment, Access, And Utilization In The Oregon Health Plan Standard Population, Matthew J. Carlson, Bill J. Wright

In February 2003, in an effort to expand Medicaid coverage within tight fiscal constraints, the Oregon Health Plan (OHP) underwent a significant redesign of benefits, cost-sharing and premium structure. The OHP2 redesign resulted in two tiers of coverage, OHP Plus and OHP Standard, and a premium subsidy program. The OHP Plus benefit package and cost sharing structure is similar to the original OHP and serves the federally-mandated Medicaid populations: children and pregnant women, low-income elderly and individuals meeting the SSI definition of disability. OHP Standard, designed for Oregon’s expansion population,1 includes a reduced benefit package, expanded co-pays and increased premiums. …

Childhood And Adolescent Neighborhood Effects On Adult Income: Using Siblings To Examine Differences In Ordinary Least Squares And Fixed-Effect Models, Thomas P. Vartanian, P. W. Buck

Using sibling data from the Panel Study of Income Dynamics, this article examines the effects of child and adolescent neighborhood conditions on adult income. Estimates from fixed-effect models and ordinary least squares regression (OLS) models are compared at four stages of childhood development, with three important findings. First, OLS models that include extensive control variables do not necessarily overstate the effects of neighborhoods. Second, neighborhoods have both linear and nonlinear relationships with adult economic well-being. Third, neighborhoods exert effects on even the youngest children.

For example, an article by Bullock brings attentions to the increasing number of grandfathers who are becoming responsible for their grandchildren in the absence of fathers. Her study of 26 men age 65 and above who are responsible for the care of at least one grandchild revealed perceptions of powerlessness as grandfathers made this family role transition. Bullock argues that such feelings of powerlessness can be stemmed by programs that provide opportunities for …

The paper examines the accumulation of foreign currency reserve assets and explores its implications for monetary policy, global financial markets and the U.S. economy. It reveals an upward surge in Central Bank holdings of foreign currency assets or foreign exchange reserves in recent years, particularly in foreign government securities. The paper notes that most of the recent reserve purchases were made by Japan and other emerging Asia countries. Similarly, the scale of the purchases made their central banks key players in setting the pattern of capital flows across countries. The Merrick is a mixed-use, transit-oriented development located at 1231 NE Martin Luther King Jr. Blvd in Portland, in the Lloyd Center/Rose Quarter area. There are 185 rental apartments in the building, along with ground floor commercial space and underground parking. Metro provided the developers of The Merrick with financial assistance through the agency's Transit-Oriented Development (TOD) program. One primary purpose of the TOD program is to create higher density, mixed-use developments near transit stations that will increase transit ridership. Because of their involvement in the project, Metro wanted documentation of the transit use and travel patterns of Merrick residents. …

This paper began as a keynote address delivered at the 16th annual Organizational Communication Mini-Conference hosted by Western Michigan University. In it, I identify topical trends in organizational communication research, noting ways in which these trends are flexible, enduring, diverse, and problem-centered. I go on to invite current doctoral students to join us in developing these trends further. Specifically, I discuss how we might engage research in ways that sustain the vitality of the discipline as well as our own personal vitality. To encourage employment for individuals with disabilities, the Social Security Administration (SSA) offers special provisions that limit the impact of work on Social Security Disability Insurance (SSDI) or Supplemental Security Income (SSI) benefits. These provisions are called work incentives and include the Plan to Achieve Self-Support (PASS), Impairment-Related Work Expenses (IRWE), and Blind Work Expenses (BWE).

Approximately 18 million people in the U.S. have diabetes. Diabetes in and of itself does not necessarily qualify any given individual for disability services.
