Not even ghost towns are exempt from progress. In New Mexico, some ghost towns are disappearing into the earth or being subsumed by ranches, while others are reincarnating themselves into outright tourist attractions. Accordingly, books about them are morphing from travel guides that tell us what we'll see, to coffee tables that show us what we missed. Ghost Towns Alive by Linda Harris is one of the former, but its artistic photos and clever, sensitive writing nod to the latter.

Richard Erdoes has established a veritable cottage industry by co-authoring the autobiographies of prominent Indians from the 1970s. Beginning with 1972's Lame Deer (with John Fire Lame Deer), he has since helped to produce works by Mary Crow Dog, Leonard Crow Dog, and even a sequel with Mary Crow Dog (a follow-up to their 1990 best seller, Lakota Woman). His most recent effort couples him with one of the American Indian Movement's founders, Dennis Banks. In some respects, this one is different. The first thing readers should be made aware of is that the book's title is somewhat misleading. While the first two articles by Uping Zhu and Rose Estep Fosha focus on the Chinese in the Black Hills, the second two by Donald L. Hardesty and A. Dudley Gardner deal with the Chinese communities in Nevada and Wyoming, respectively. Perhaps more important, three of the four articles are actually about archaeology and what it reveals about the Chinese frontier experience rather than about the history and culture of the Chinese in the American West itself.

On April 19 and 20, 2005, the Andrus Center for Public Policy and the Idaho Statesman convened a conference, entitled Troubled Water, on the campus of Boise State University. Its purpose was to explore solutions for the Western water crisis. The conference was organized around the premise that in the 21st Century, water scarcity will reshape the West’s economy, growth, agriculture, environment, and recreation opportunities. In addition, access to clean water will be a global issue of huge importance.

The present study investigated the multivariate relationships among gender role conflict, psychological reactance, and relationship beliefs. Because intimate relationships have the potential to affect lives in many ways, it is important to examine factors that contribute to successful relationships. Although previous research has linked these constructs, no research exists that includes all three. The final sample included 346 undergraduate males and females who completed a demographic questionnaire, the Gender Role Conflict Scale (GRCS; O'Neil, Helms, Gable, David, & Wrightsman, 1986), Therapeutic Reactance Scale (TRS; Dowd, Milne, & Wise, 1991), and Relationship Beliefs Inventory (RBI; Eidelson & Epstein, 1981). The current WSDL standard operates at the syntactic level and lacks the semantic expressivity needed to represent the requirements and capabilities of Web Services. Semantics can improve software reuse and discovery, significantly facilitate composition of Web services and enable integrating legacy applications as part of business process integration. The Web Service Semantic s technical note defines a mechanism to associate semantic annotations with Web services that are described using Web Service Description Language (WSDL). It is conceptually based on, but a significant refinement in details of, the original WSDL-S proposal [WSDL-S] from the LSDIS laboratory at the University of Georgia. …

During self-motion, the world normally appears stationary. In part, this may be due to reductions in visual motion signals during self-motion. In 8 experiments, the authors used magnitude estimation to characterize changes in visual speed perception as a result of biomechanical self-motion alone (treadmill walking), physical translation alone (passive transport), and both biomechanical self-motion and physical translation together (walking). Their results show that each factor alone produces subtractive reductions in visual speed but that subtraction is greatest with both factors together, approximating the sum of the 2 separately. Kenya's Constituency Development Fund (CDF) is one of the ingenious innovations of the National Rainbow Coalition (NARC) Government of Kenya. Unlike other development funds that filter from the central government through larger and more layers of administrative organs and bureaucracies, funds under this program go directly to local levels and thus provide people at the grassroots the opportunity to make expenditure decisions that maximize their welfare consistent with the theoretical predictions of decentralization theory. We analyze the problem of fully implementing a social choice set in ex post equilibrium. We identify an ex post monotonicity condition that is necessary and — in economic environments — sufficient for full implementation in ex post equilibrium. We also identify an ex post monotonicity no veto condition that is sufficient. Ex post monotonicity is satisfied in all single crossing environments with strict ex post incentive constraints. In many economically significant environments, ex post implementation can be achieved in the direct mechanism. We consider the optimal design of flexible use in a digital-rights-management policy. The basic model considers a single distributor of digital goods and a continuum of consumers. Each consumer can acquire the digital good either as a licensed product or an unlicensed copy. The availability of (or access to) unlicensed copies is increasing both in the number of licensed copies and in the flexibility accorded to licensed copies. We thus analyze the optimal design of flexibility in the presence of unlicensed distribution channels (the “greynet”). Conflicts of interest arise between a decision maker and agents who have information pertinent to the problem because of differences in their preferences over outcomes. We show how the decision maker can extract the information by distorting the decisions that will be taken, and show that only slight distortions will be necessary when agents are “informationally small”. We further show that as the number of informed agents becomes large the necessary distortion goes to zero. We argue that the particular mechanisms analyzed are substantially less demanding informationally than those typically employed in implementation and virtual implementation. In a previous essay we modeled the enforcement of contract, and through it the provision of money and markets, as a production function within the society, the scale of which is optimized endogenously by labor allocation away from primary production of goods. Government and a central bank provided fiat money and enforced repayment of loans, giving fiat a predictable value in trade, and also rationalizing the allocation of labor to government service, in return for a fiat salary. Courage To Capital? A Model Of The Effects Of Rating Agencies On Sovereign Debt Roll-Over, Mark A. Carlson, Galina Hale

We propose a model of rating agencies that is an application of global game theory in which heterogeneous investors act strategically. The model allows us to explore the impact of the introduction of a rating agency on financial markets. Our model suggests that the addition of the rating agency affects the probability of default and the magnitude of the response of capital flows to changes in fundamentals in a non–trivial way, and that introducing a rating agency can bring multiple equilibria to a market that otherwise would have the unique equilibrium.

These words speak to the condition of the blocks bounded by SW 4th and SW 5th Avenues, I-405 and Market Street in the south end of Downtown Portland, Oregon. Yet, this corridor holds the potential for knitting the east boundary of Portland State University with the South Auditorium Urban Renewal Area, providing critical east-west linkages between the campus and the waterfront, and accommodating a confluence of current and planned transit lines. As the largest language phylum in the world and the most geographically widespread (Williamson & Blench 2000), Niger-Congo understandably exhibits some variation at all grammatical levels. Basic word order stands as no exception to this generalization, and there have been partisans for both an SOY and an SVO reconstructed word order. Gensler 1994 attempts to reconcile the two by claiming that neither proposal is correct; he suggests that both SOY and SVO are derived from Proto-Niger-Congo *S-AUX-O-V-Other. The life-cycle accounts proposal for Social Security reform has been justified by its proponents using a number of different arguments, but these arguments generally involve the assumption of a high likelihood of good returns on the accounts. A simulation is undertaken to estimate the probability distribution of returns in the accounts based on long-term historical experience. U.S. stock market, bond market and money market data 1871-2004 are used for the analysis. Assuming that future returns behave like historical data, it is found that a baseline personal account portfolio after offset will be negative 32% of the time on the retirement …

Changes in total surplus and deadweight loss are traditional measures of economic welfare. We propose necessary and sufficient conditions for rationalizing consumer demand data with a quasilinear utility function. Under these conditions, consumer surplus is a valid measure of consumer welfare. For nonmarketed goods, we propose necessary and sufficient conditions on market data for efficient production , i.e., production at minimum cost. Under these conditions we derive a cost function for the nonmarketed good, where producer surplus is the area above the marginal cost curve.
