Workfare In Toronto: More Of The Same?, Ernie Lightman, Andrew Mitchell, Dean Herd

The Journal of Sociology & Social Welfare

This paper uses a recent survey of welfare leavers in Toronto to examine Workfare, a uniquely American initiative introduced into Canada, with its different welfare state history and traditions. When classic American workfare was imported by an enthusiastic government in Ontario, its application led to employment outcomes remarkably similar to those in the US (reduced caseloads, insecure and contingent employment, high recidivism). Yet, Canada's earlier commitment to community and collective responsibility have not been entirely subsumed below the overarching American umbrella. Language Barriers & Perceptions Of Bias: Ethnic Differences In Immigrant Encounters With The Welfare System, Philip Kretsedemas

The Journal of Sociology & Social Welfare

This article demonstrates why research on immigrant language barriers should account for local variations in the way these barriers are experienced by different immigrant groups. It makes the argument that variations in language barriers experienced by immigrant groups are often reflective of differences in the local migration histories and socio-economic status of these groups. These themes are illustrated by discussing the findings of a comparative survey of welfare service barriers experienced by Haitian and Hispanic welfare clients in Miami-Dade county. Secondary data on South Florida migration patterns is also used to explain disparities in the bilingual fluency of welfare caseworkers, …

West German television programs enjoyed a high level of popularity with the East German population, thereby posing the greatest competition to the GDR's own television stations. In her paper, "Aesthetics and Audiovisual Metaphors in Media Perception," Kathrin Fahlenbrach presents a model of audiovisual analysis where focus is on audiovisual aesthetics perceived physically and affectively. Fahlenbrach starts out from the assumption that image and sound are inseparable in audiovisual media and must be treated as a unit, a "synchresis" (Chion). Fahlenbrach proposes that only this premise is able to cover the pre-consciously perceived elements sufficiently, namely the sensorial and affective structures of audiovisual aesthetics. This article argues that President Ronald Reagan appropriated Dr. Martin Luther King, Jr.'s words and memory to suggest equal opportunity in the United States had been largely achieved. Individuals—rather than the government—now had to take responsibility for any additional progress. By arguing that the dismantling of federal civil rights laws and social programs was actually consistent with Dr. King's words, President Reagan advanced his own agenda for civil rights in direct violation of Dr. King's intentions, while narrowing the purview of civil rights to eliminate government intervention in employment, education, and other arenas.

Peer Helping is widely implemented in Colleges and Universities in the United States and Canada. Despite the popularity of these programs, very little has been researched on peer helping in the Asian context. This paper traces the theoretical foundations of peer helping and the nascent development of a peer helping program in the Singapore Management University and how this program has developed since the beginning of 2004. The initial focus of the program was based on the model of paraprofessional student counselors assisting their fellow peers through difficult moments in their lives. This paper discusses the theoretical foundations of utilizing Community Service Project (CSP) or service-learning to teach Leadership and Team-Building. It examines the students’ reactions to this innovative method of instruction. This is done through conducting a content analysis of students’ learning journals, in which students reflect on their CSP learning experiences. Two themes emerged from the data: (a) variety of learning experiences, and (b) impact of CSP experience. The data suggested that students derived a variety of learning experiences from the CSP. The city-state of Singapore has been highly ranked for its e-government services. Over the past two decades, it has leveraged its IT infrastructure for economic development and transformed its public services. The SARS outbreak in 2004 turned into a national health crisis because it spread rapidly and the medical community had little knowledge of how to treat the new mutation of the corona virus. Yet, several Singaporean government agencies utilized the e-Government infrastructure and related resources to quickly bring the outbreak under control. To what extent has the Internet strengthened civil society? In which ways have civil society organizations (CSOs) used the internet to communicate their missions, enhance the discussion of public issues, extend networks and mobilize collective actions? This article seeks to answer these and related questions by reporting on an empirical study in Hong Kong. The study involves an analysis of the web pages launched by 14 environmental groups and 22 labour organizations on the one hand, and in-depth interviews with representatives of five of these organizations on the other. The John H. Glenn Research Center at Lewis Field (Glenn) is one of 10 National Aeronautics and Space Administration (NASA) Centers. Glenn is situated on 350 acres adjacent to Cleveland Hopkins International Airport. Its physical plant includes over 150 buildings that contain a unique collection of world-class test facilities. Glenn also includes the 6,400-acre Plum Brook Station near Sandusky, Ohio, 50 miles west of Cleveland. It specializes in large-scale tests that would be hazardous within the confines of the main campus.

Poetic prose, a creative qualitative technique, is used to present the findings (emerging themes) of in-depth, thematic interviews with 14 African American parents with deaf children. This is presented in a multi- vocal, interactive, and interwoven style. This style of interweaving voices of participants in a creative poetic prose is indicative of African American cultural and oral traditions. It also permits and deepens the reader’s ability to emotionally and spiritually connect with experiences and emotions of African American parents and their perceptions of an American deaf community. The purpose of this study was to further the research of human figure drawings as useful assessment tools and add to the understanding of children’s human figure drawings from a cross-cultural perspective.

In this quantitative study, 147 human figure drawings made by 59 hearing and 64 hearing-impaired Taiwanese children and 24 hearing-impaired American children were collected. In addition, 50 drawings done by hearing American children were randomly chosen from the children’s drawing database of Eastern Virginia Medical School Graduate Art Therapy Program. The Human Factors Analysis and Classification System (HFACS) is a theoretically based tool for investigating and analyzing human error associated with accidents and incidents. Previous research performed at both the University of Illinois and the Civil Aerospace Medical Institute has successfully shown that HFACS can be reliably used to analyze the underlying human causes of both commercial and general aviation (GA) accidents. These analyses have helped identify general trends in the types of human factors issues and aircrew errors that have contributed to civil aviation accidents. Using The Delphi Technique To Search For Empirical Measures Of Local Planning Agency Power, Amal K. Ali

The Qualitative Report

This paper shows how the Delphi technique was used to conceptualize and operationalize local planning agency power. In the first of two Delphi studies, twelve scholars suggested four dimensions of agency power: legal authority, degree of control, relative autonomy, and capacity. In the second Delphi study, sixteen professional planners operationalized power dimensions proposed by the first Delphi study. The dimensions were operationalized in the context of Florida’s planning system. The proposed measures were tested empirically by reviewing Florida statutes, surveying municipal planning agencies, and conducting statistical analysis.
