The aim of the thesis is to examine if the e-governance initiative in Egypt can contribute to poverty reduction. The study utilizes people-centered indicators by employing Sen's "capability approach" where Sen shifts from the traditional understanding of poverty as derivative of insufficient resources to a new perspective which incorporates the lack of capabilities and opportunities into the definition of the term. The thesis concludes that IT is not the determinant cure that can transform the mode of governance within the government sector in a way that can contribute to poverty alleviation. Participatory development is the embodiment of an approach that emphasizes a 'people centered' version of development, which ultimately aims to empower the people - so frequently portrayed as the 'objects' of development- to control their own development and the means by which it is to be achieved. This thesis examines the representation of the participation paradigm as per the discourse of that most important of development institutions- the World Bank- and provides an assessment of the latter's incorporation of participation in its activities.

We present an economic framework to revisit and reframe some important debates over the nature of free versus unfree labor and the economic consequences of emancipation. We use a simple general equilibrium model in which labor can be either free or coerced and where land and labor will be exchanged on markets that can be competitive or manipulated or via other non-market collusive arrangements. By working with variants of the same basic model under different assumptions about initial economy-wide factor endowments and asset ownership we can compare equilibrium distributional outcomes under different institutional and contractual arrangements including markets with free …

Sign Tests For Dependent Observations And Bounds For Path-Dependent Options, Rustam Ibragimov, Donald J. Brown

The present paper introduces new sign tests for testing for conditionally symmetric martingale-difference assumptions as well as for testing that conditional distributions of two (arbitrary) martingale-difference sequences are the same. Our analysis is based on the results that demonstrate that randomization over zero values of three-valued random variables in a conditionally symmetric martingale-difference sequence produces a stream of i.i.d. symmetric Bernoulli random variables and thus reduces the problem of estimating the critical values of the tests to computing the quantiles or moments of Binomial or normal distributions. A recent survey of Wichita State University faculty, staff, and students by the WSU Libraries shows the university community far from consensus on the issue of print versus electronic journals and other resources. The survey, made available to the entire campus via the Web, provides an in-depth look at the importance of materials in different formats, how print and electronic journals are located and used, the interest in alternative delivery methods, and the level of support for canceling subscriptions or buying fewer books to maintain or add electronic access. Gender, Social Bonds, And Delinquency: A Comparison Of Boys’ And Girls’ Models, Julia Mcquillan, Terceira A. Berdahl, Constance L. Chapple

Past research has assessed gender differences in delinquency due to differential social controls, yet important questions remain regarding gender and social bonding. As much of this work was premised on Hirschi’s measurement of the social bond, we examine whether gender moderates two parts of the social bond: the measurement of the social bond and structural differences between the social bond and delinquency. Using multiple-group structural equation modeling, we find that neither the measures of the social bond nor their relationships with property crime are gender-specific. The structural relationship between the elements of the social bond and violent delinquency differs slightly …

This paper describes G-Portal, a geospatial digital library of geographical assets, providing an interactive platform to engage students in active manipulation and analysis of information resources and collaborative learning activities. Using a G-Portal application in which students conducted a field study of an environmental problem of beach erosion and sea level rise, we describe a pilot study to evaluate usefulness and usability issues to support the learning of geographical concepts, and in turn teaching.

In this paper, we attempt to give spatial semantics to web pages by assigning them place names. The entire assignment task is divided into three sub-problems, namely place name extraction, place name disambiguation and place name assignment. We propose our approaches to address these sub-problems. In particular, we have modified GATE, a well-known named entity extraction software, to perform place name extraction using a US Census gazetteer. A rule-based place name disambiguation method and a place name assignment method capable of assigning place names to web page segments have also been proposed. In the spring of 2003 the University Libraries at University of Nevada, Las Vegas (UNLV), conducted a Serials Assessment Project which combined technology with effective communication between library users and subject librarians to successfully identify journals that could be cancelled, should cancellations be necessary due to budgetary constraints. Although the library had conducted similar assessments in 1998 and 2000, a fresh look at past assessments resulted in an innovative approach. Since its establishment in 1902, Lake Hospital System (LHS) has been a community-based, not-for-profit provider of comprehensive healthcare services to the residents of Lake, eastern Cuyahoga, Geauga, and Ashtabula Counties. Today, LHS is the largest employer in Lake County, with 500 physicians and over 2,400 healthcare professionals working in seven facilities.

The book The Final Arbiter addresses the legal and political consequences of the Bush v. Gore decision. This article presented as Chapter 4 addresses the lasting impact of Bush v. Gore on the law of remedies. While others have focused on what the Court should or could have done in the case, this article focuses on what the Court actually did by analyzing the text of the decision and the remedial platform that formed the Court's consensus. Mapping The Irish Policy Space: Voter And Party Spaces In Preferential Elections, Kenneth Benoit, Michael Laver

In this note we map the Irish policy space, locating both voters and parties on the most salient policy dimensions in Ireland. Estimates of the voter locations are based on the Irish National Election Survey (INES), conducted in 2002. Estimates of the party positions are based on an expert survey of party positions conducted by the authors in late 2002. We show that respondent self-placements on a priori policy scales are highly biased and difficult to interpret, and we rely instead on building scale positions for respondents from their answers to relevant attitude questions in the INES. The Poverty Of Unattached Senior Women And The Canadian Retirement Income System: A Matter Of Blame Or Contradiction?, Amber Gazso

The Journal of Sociology & Social Welfare

Structural and financial inadequacy of Canada's retirement income system, especially with respect to income support benefits (i.e. Old Age Security), are often identified as one major reason unattached senior women experience poverty. While it may be compelling to blame low benefit levels and changing eligibility requirements, particularly because 'crisis' policy discourses have influenced questionable restructuring over time (i.e. the clawback), this paper argues that this is too simplistic of an account of the relationship between these women's poverty and the retirement income system. Gender Poverty Disparity In Us Cities: Evidence Exonerating Female-Headed Families, Sara Lichtenwalter

The Journal of Sociology & Social Welfare

Utilizing data from the 2000 Census, this study examines the impact of family composition, education, and labor force factors on the difference between female and male poverty rates in the 70 largest U.S. cities. A stepwise regression analysis indicates that 41 % of the difference between female and male poverty rates can be explained by the percent of women in the three US Bureau of Labor Statistic's lowest wage occupations. There was no evidence of a unique impact from the percentage of female headed families in each city, or the study's other independent variables, on the gender poverty gap, with …

Urban poverty has been the subject of sociological and political debate for more than a century. In this article I examine theories of urban poverty and their place in American housing policy. I first discuss theories that have arisen out of the sociological and policy discourse on urban poverty and the research that supports and challenges these theories. I then review current public housing initiatives and discuss the impact of these theories on current housing policy.

Like other liberal-welfare states, Canada, in a climate of balanced budgets and deficit reduction, has been active in developing policies intended to move welfare recipients into employment in order to achieve selfsufficiency. The purpose of this paper is to employ a critical feminist analysis to examine the extent to which these policies, developed under the ideological umbrella of neo-liberalism, are gender sensitive. Literature on the economic and non-economic impacts of welfare-to-work policies is reviewed to evaluate whether these initiatives, while mandating lone-mothers into employment, recognize the gendered nature of work, employment and poverty. The purpose of this study was to introduce an AR approach to a group of science teachers during an in-service AR course program and learn its contributions to their professional development. Data were gathered through an AR project by working with a group of eight science teachers throughout a four-week period. In the content of the course, knowledge on educational research was given to teachers and then the participants were encouraged to conduct small-scale AR projects. During this process, it was found that project teachers willingly participated in all the meetings, embracing the views of doing research based on their …
