As we know, Haiti, the first Black republic in the world, commemorated the bicentennial of its independence in 2004. This paper examines how that unique experience has been received by the Black world in general and by independent African states in particular, as well look at the place that Haiti occupies in their imagination. This paper will examine Haiti’s role as an ideological place of structuring and as a real space for experimentation with post-colonial strategies applied to independent Black nations, especially in sub-Saharan Africa. The proliferation of fools in independent African nations’ capitals and major cities should have entailed profound analyses. The period after 1804 in Haiti and after 1960 for Africa is marked by irrationality. From this point of view, Aimé Césaire, doom prophet, uses the Haitian past to warn newly independent African nations. The attempt to understand the phenomena has so far been based on psychoanalysis and other euro-centric methods. Réalisme Merveilleux Et Rire Macabre Contre La Zombification, Anastasil Delarose Makambo

The substance of this analysis is to use fiction, especially the novel, to observe Haiti and Black Africa some 200 years and 40 years, respectively, after independence. The contemporary novelists of these two time periods stress “zombification”, which is their common destiny. They denounce it by means of several scriptural strategies, such as magic realism and macabre laughter. The first contributes to reveal “zombifying” authorities such as houngans, wizards, politicians and their militia. The second is used to make “zombificators” ridiculous by showing how their ranting leads them to appear weak before their rebel victims.

The main argument of this study may be outlined as follows: colonized communities in the world economy being integrated by means of “historical fatality” from slavery to colonialism and neo-colonialism. The counter-movement of decolonization, as exemplified in the Haitian revolution, was meant to propose a more humane outbreak of enslaved peoples on the world scene. The account of globalization reveals that Haiti was forced into the world economy through the modality of extortion, which denied the most vulnerable members of Haitian society their basic humanity. Satire, Désordre, Folie Et Régénérescence : Lecture De Quelques Romans Africains, Augustin H. Asaah

Satire has the goal of reforming society and humans through the exposure and denunciation of evils. Using four novels, Beyala’s Tu t’appelleras Tanga, Touré’s Destins parallèles, Ken Bugul’s La folie et la mort and Nganang’s Tempsde chien as reference points, this article attempts to demonstrate how postcolonial Francophone African satire meets the criteria of the sub-genre. The four works deploy weapons of satire such as irony, contrast, verbal violence and exaggeration to lay bare the stench, madness and degeneration associated with neo-colonial order. As in all satirical works, the tableau of collective misery here encompasses a challenge to readers to …

Rationality, Tort Reform And Contingent Valuation: A Classroom Experiment In Starting Point Bias, Victor Matheson

This simple classroom experiment demonstrates the existence of starting point bias. Asked to place a dollar value on a non-market good such as the loss of a limb or the destruction of a wetland, students place a much smaller value on the loss if a small value is first suggested by the questioner while placing a significantly higher value on the loss when a large value is originally suggested. This experiment can be used in theory classes to demonstrate the limits of individual rationality or in applied classes in law or environmental economics in relation to tort reform or contingent …

A number of countries have pursued fiscal decentralization within a broad context of political and economic reforms to improve the performance of their public sector. Fiscal decentralization can potentially improve the allocation efficiency of the public sector and increase the capacity of a nation to address its pressing economic, social and political problems. The sustainability of such an approach is conditioned by the existence of effective democratic institutions and implementation capabilities. When political imperatives dictate the adoption of fiscal decentralization, however, the process would confront problems of the commons, capacity constraints and externalities that would limit the potential efficiency gains …

Evaluation of government-funded programs is essential to identify ways in which initial funding makes an impact and programs can improve. The purpose of this study was to understand the value of the North Central Region's Sustainable Agricultural Research and Education (SARE) grants operated through the United States Department of Agriculture, from their inception through 2002. Using both quantitative and qualitative data, impacts were explored from the perspective of former grant recipients. Survey data were collected from 171 former SARE and 33 interviews conducted with grant recipients who represented three different grant "families"--researchers, producers and educators. This presentation discusses youth crime and violence within the context of evolving democracy. The focus is to compare Turkish juvenile crime to that experienced in the United States and the United Kingdom (e.g., extent, characteristics, causes, solutions, etc.). During the mid-to late 1990s, Turkey’s juvenile crime rate skyrocketed, although rates have decreased in recent years. Increases seen during the 1990’s may be a natural by-product of Turkey's historical efforts to become and maintain a democratic society, and part of the price Turkey has to pay to join the European Union. In 2002, with support from The Commonwealth Fund, the National Public Health and Hospital Institute (NPHHI) created a consortium of safety net hospital systems to work together to address common concerns regarding the care of patients with diabetes. As part of that project, NPHHI conducted a survey of patients with diabetes who received at least some of their care from four Consortium hospital systems: Cambridge Health Alliance; Community Health Network of San Francisco/San Francisco General Hospital; Cook County Bureau of Health Services; and LSU/Medical Center of Louisiana at New Orleans. In his article on the Arawak in the Handbook of South American Indians, Irving Rousecitesthe Taínoasusinga “cottontube”todetoxifybittermanioc.This “cotton tipití,” which is mentioned nowhere else, had always puzzled me. By going back into the early literature, however, it was possible to establish that this was an error based on the loose use of words by the chronicler Girolamo Benzoni in 1572. It is possible to conclude, therefore, that the cotton tipití never existed.

Many schools are emphasizing non-traditional and extracurricular learning experiences for undergraduate engineering students. These include activities such as incorporating servicelearning projects into the classroom, involving students in design competitions (e.g., solar car, formula car races), and promoting involvement in traditional campus organizations. Often this emphasis is in response to changes in ABET requirements, desires of future employers, and needs to improve student retention. The profession of athletic training has continued to emerge as a profession for both men and women over the last 50 years. The nature of the profession and the environment in which it exists may lead to sexual harassment by coaches, athletes/clients, administration, or other certified athletic trainers (ATC's). The purpose of this study was to determine the perception of sexual harassment, the prevalence of sexual harassment, and mechanisms in place to prevent sexual harassment in three professional environments of athletic training: college/university, high school, and sports medicine clinic.

The predominant approach to African-American parenting research focuses on disadvantages associated with single parenthood to the exclusion of other issues. The current research suggests that this does not represent the diversity in family structure configurations among African-American families, nor does it give voice to the parenting resilience of single mothers. We argue that rather than marital status or family configuration, more attention needs to be given to the inadequacy of resources for this population.
