Comparing Immigrant Services, Practices, Programs, And Policies In The City Of London And The City Of Toronto: The Implications For The City Of London, Tiwei Huang

This paper examines immigrant services, practices, programs, and policies in the City of Toronto in order to provide recommendations to the City of London on how to address the six key thematic areas of settlement, employment, neighbourhood, cultural competency and access to services, social inclusion, and systemic change. Interviews with key municipal government and community organization players in both cities were conducted. The findings reveal nine recommendations in the areas of systemic change, settlement, employment, and neighbourhood to improve immigrant services, practices, programs, and policies in London.

Capital Expenditures In Metropolitan Toronto: A Comparison Of The Capital Operations And Written Literature On Capital Infrastructure For The Municipality Of Metropolitan Toronto, Caspar Hall

This paper examines whether the assertions made by key literature on capital infrastructure in Metropolitan Toronto are empirically supported based on an analysis of annual capital operations financial statements. The findings reveal that, with a few exceptions, the historical analysis of capital operations does support the assertions made by the literature on capital infrastructure.

Watch Your Language: An Analysis Of Local Government Collective Agreement Harassment Language, Anne Macarthur

This paper examines whether collective agreement language in Canada is working to protect unionized employees from harassment in local government based on an analysis of 250 collective agreements – 200 from local government organizations and 50 from private organizations – and their harassment policies. The findings reveal that as a whole, local government unions are working to protect employees from harassment as compared to private organizations, but public sector unions could also be offering their members much more protection than they currently do.

Killing Bambi: Decision-Making When Values Clash, Eha Skaith

This paper examines whether there is a role for substantive rationality in gaining stakeholder acceptance when values conflict in a local government decision-making process. A case study of the Sifton Bog in London, Ontario, which involves the management of urban wildlife, is conducted to demonstrate a decision-making process where there is a conflict of values. The findings reveal that the more values conflict, the harder it is to implement substantive reasoning in the decision-making process.

This paper examines the processes used by the Waterloo Regional Police Service in the implementation of the community mobilization approach based on an analysis of information gathered from a variety of sources, including stakeholder interviews, academic journals, and government reports. The findings reveal that there are disconnections within the Police Service among officers holding various ranks and responsibilities and this divide indicates confusion over the concept, philosophy, practice, and role of community mobilization and community policing.

Substance dependence and treatment have been the focus of research for a number of years. Recently more attention has been directed toward identifying the most appropriate treatments for people with more complicated substance disorders, those with substance dependence and mental illness. The current study examined three aspects of group cohesion, a necessary condition for effective outcomes, in 64 substance abusers with a comorbid mental illness. The rated aspects of group cohesion included overall group climate, individual group members' self-worth, and each member's perception of the relationship with the group leader. Commander David S. Goddard arrived at the United States Maritime Training School at Government Island, near Alameda, California, in 1940. He enrolled in one of the first classes at that facility to train licensed officers for the Merchant Marine. He then served aboard the USMSTS American Sailor when that vessel was commissioned as a training ship in the summer of 1941. After receiving a promotion to the rank of Lieutenant, Goddard also spent time at the Maritime Service Training Station at Port Hueneme, California, during the summer of 1942. This facility, dedicated in August 1941, was modeled on the recently …

This study investigates ESL student beliefs about ESL teachers' overseas experience (OE), language learning experience (LLE), and overseas language learning experience (OLLE), the combination of the two, as well as student attitudes toward native-English-speaking teachers. Data is gathered via an online survey from students of university or college-affiliated Intensive English Progams in the United States. The results show that respondents consider OE and LLE to be important experiences for ESL teachers, and strongly prefer native-english-speaking teachers, although non-native-english-speaking teachers have both OE and LLE. Results suggest that OLLE may be considered a separate factor, but sample size was too small …

The article presents an interview with Florence Doksansky, interim university librarian at Brown University. Doksansky served as associate university librarian at Brown for twenty-one years until early 2004 when her supervisor resigned. Doksansky spoke about the challenges of being an interim director at a medium-size Association of Research Libraries library. The library was in the middle of a multi-year reorganization and into the second year of contract talks with unionized nonprofessional support employees who were working without a contract. Knowledge representation and reasoning on the Semantic Web is done by means of ontologies. While the quest for suitable ontology languages is still ongoing, OWL [5] has been established as a core standard. It comes in three flavours, as OWL Full, OWL DL and OWL Lite, where OWL Full contains OWL DL, which in turn contains OWL Lite. The latter two coincide semantically with certain description logics and can thus be considered fragments of first-order predicate logic.

Background and Purpose: The physical examination section of a multimedia program developed to teach infant history and physical examination skills was evaluated.

Methods: 71 students participated: one group viewed only the physical examination section (PX), one the history section (HX), one none of the program (CX). Physical examination skills were assessed by direct observation of medical students performing an abdominal exam and scored using a checklist at baseline, immediately after intervention and at the end of the pediatric clerkship. Results were analyzed using ANOVA with repeated measures.

The growing dependence of the state and local economy and the farm sector on Federal farm program payments is highlighted in this South Dakota case study. The concentration and distribution of farm program payments to recipients at the county, regional and state level from 1996 - 2001 is examined. Reasons for and implications of growing inequality of farm program payments are discussed.

This article provides an overview of the current trends in information and communication technology affecting library services and recommends how, because of these trends, library and information science (LIS) curricula should turn an inquisitive, interdisciplinary eye toward the field of educational technology. Gaps in current LIS professional training and practice are cited, curriculum standards in LIS and educational technology programs are described and compared, and examples are presented to demonstrate how educational technology pedagogy and practice help to successfully augment library skills, service, and practice.

Many librarians agree that virtual reference has expanded the range of library reference services. Along with an expansion of reference service, virtual reference (especially real-time chat) has influenced reference discourse. Style characteristics of chat include its telegraphic brevity, its conversational and informal tone, and its tendency towards interview and exchange. As is the case at many universities, Northern Kentucky University’s Advanced Writing class is often thought of as the “Research Paper class.” Frequently, a research paper on a variety of topics is the capstone of the course and many of the other course assignments lead up to it. Students are usually brought to Steely Library for one class during the semester to be taught all the information competencies deemed necessary in one session. The Population Research Center at Portland State University was asked by Medford School District to prepare an Enrollment Forecast for the 2005-2015 period. Impact Of Changes To Premiums, Cost-Sharing, And Benefits On Adult Medicaid Beneficiaries: Results From An Ongoing Study Of The Oregon Health Plan, Bill J. Wright, Matthew J. Carlson, Jeanene Smith, Tina Edlund

In 2003, Oregon implemented changes to its Medicaid program to cope with budget shortfalls. In addition to reducing benefits, increasing premiums, and implementing copays for a substantial portion of enrollees, the Oregon Health Plan (OHP) also eliminated premium exemptions and instituted a six-month lockout for individuals missing premium payments. In 2004, OHP rolled back some of these policies. An ongoing study of the impact of OHP’s program changes finds that, after the initial cost-sharing increases and benefit reductions, nearly two-thirds of individuals surveyed had lost their coverage, many directly resulting from increased costs. Those who left because of premiums and …
