Temporary Agency Employment As A Way Out Of Poverty?, David H. Autor, Susan N. Houseman

The high incidence of temporary agency employment among participants in government employment programs has catalyzed debate about whether these jobs help the poor transition into stable employment and out of poverty. We provide direct evidence on this question through analysis of a Michigan welfare-to-work program in which program participants were randomly allocated across service providers ('contractors') with different job placement practices. We draw on a telephone survey of contractors and on administrative program data linked with wage records data on all participants entering the program over a three-and-a half-year period. This paper examines the roles that museums play as 'unofficially sacred' places, underscoring or challenging the religious life of a people and 'nation'. It focuses on three key questions: (1) Do sub-national and transnational religious formations pose a challenge to or present opportunities for nation-building strategies, and what part do museums play in this struggle? (2) In what ways do re-presentations of religion in museums contest or reinforce religious community and identity? and (3) What challenges do museum displays pose to the understanding of religious meanings? This paper first reviews a number of epistemological and methodological issues relating to the estimation of party policy positions, particularly in a comparative context, with special reference to the methodology of ‘expert surveys’. It is argued that expert surveys, as systematic summaries of the views of country specialists, have a particular role in assessing the content validity of other types of estimates of party policy positions. The paper moves on to analyze the positions of Japanese political parties in a comparative context, using results from a new 47-country expert survey. Escaping From The Straightjacket That Baffled Houdini: An Analysis Of The Myths And Realities Of Empowering Toronto Through A City Charter, Luis Silva

This paper examines the idea that municipalities in Canada – with a specific focus on Toronto – can be legally empowered by a legislative charter to defend their autonomy from the actions of the provincial government. Case studies that analyze the political and legal relationships that selected charter cities – Saint John, Montreal, Halifax, Winnipeg, Vancouver, and Lloydminster – have with their respective province were conducted. The findings reveal that while provinces may politically treat some municipalities differently than others, no legal differentiation exists between charter cities and other municipalities with regards to protecting local self-government.

Effects Of Comprehensive Plan Amendments On Interchange Traffic In Oregon, James G. Strathman, Thomas J. Kimpel, Paul Roland Leistner, Kenneth Dueker

In this paper we examine the effects of amendments to local comprehensive plans on interchange performance. Plan amendments over a 15-year period in Oregon resulting in changes to industrial or commercial land use were reviewed to identify those that occurred within one mile of an interchange. Regression analysis was then performed to estimate the impact of nearby plan amendments on subsequent interchange ADT. Plan amendments were found to have a substantial ADT effect on rural interchanges, but their incidence was very limited. In urban core areas, the estimated effect of plan amendments was negligible, possibly due to interchange congestion or …

Nathan (2005) and Petronko (2005) provide excellent commentaries on our three case studies (Cigrang, Peterson, & Schobitz, 2005) describing the use of prolonged imaginal exposure for the secondary prevention of Post-Traumatic Stress Disorder (PTSD). In this response, we note that future research should build upon the lessons and experiences of these cases and include larger sample sizes, additional measures (anxiety, depression, grief, quality of life, subjective units of distress ratings), the development of a flexible treatment manual, and formal measures of Acute Stress Disorder (ASD). Livestock Risk Protection Insurance (LRP) is a pilot program from the USDA-Risk Management Agency (RMA) that provides minimum price protection for fed cattle, feeder cattle and swine producers. The program works like a put option in that a minimum price is established, but if prices increase producers can benefit from the increase. Producers pay a premium in exchange for this price insurance, which is available from licensed crop insurance agents.
