A recent book by Robert Frank (2004), a well-known researcher and writer on the nature of our economic nature, points to how the business world appears to be in the grip of “infectious greed” attributing this phrase to Alan Greenspan, the current U.S. Federal Reserve Chairman. Greenspan has also said it is “not that humans have become more greedy than in generations past,” but rather that “the avenues to express greed have grown so enormously (quoted by Frank, 2004, p. vii).” So, apparently in the minds of the business community, perhaps even in our own agribusiness and farming communities, many …

Providing For The Priceless Student: Ideologies Of Choice In An Emerging Educational Market, Scott Davies, Linda Quirke

The growing popularity of school choice is typically linked to the spread of neoliberal ideology. Identifying four components of this ideology, we examine the rationales of providers in an emerging private school market. Data come from interviews and site visits at 45 “third-sector” private schools in Toronto, Canada. We find that only one of the four components has a strong resonance among these educators. Few private school operators sharply criticize public schools, compete via quantitative performance indicators, or are strongly business oriented. However, they voice a philosophy of matching their personal talents to the needs of “unique” children. Overall, rather …

The African Telecommunications Union: A Pan-African Approach To Telecommunications Reform, Patricia K. Mccormick

Communication Faculty Research Publications

This article examines the organisational structure and strategic plans of the African Telecommunica- tions Union (ATU). Although the ATU has been restructured to include private telecommunications entities as asso- ciate members, it remains essentially an inter-governmental agency. The article assesses the benefits of a regional approach to telecommunications reform and proposes that regional economic organisations replace the nation states as members of the ATU. Although the goals of the ATU, as articulated in its strategic plans are laudable, clearly de- fined benchmarks and specific strategies to achieve them are needed to make the organisation more effective.

The project is being developed by Integrators for Robotic Systems (IntRoSys) with funding from the Portuguese National Defence Ministry. The 1997 Ottawa Convention defines a mine as "a munition designed to be placed under or near the ground or other surface area and to be exploded by the presence, proximity or contact of person or a vehicle." An AP mine is defined as "a mine designed to be exploded by the presence, proximity or contact of a person and that will incapacitate, injure or kill one or more persons."

Scholars of business associations have recently learned a great deal about how associations contribute to development, but much less about the origins of such developmental associations. This essay introduces and assesses a new political explanation for the origins of ‘developmental associations.’ Conventional wisdom holds that developmental associations must be able to rise above political and collusive pressures and establish autonomy from states. Yet, I argue that these associations’ developmental capacities emerge as a result of active state support by key actors, and in response to challenges and threats posed by competitive business organizations. The purpose of this research is to understand the complex relationships between working conditions and occupational health. The research draws from labor process theory that generally views worker control over the labor process as essential to non-alienated labor and from epidemiologic models of host, agent/exposure, and environment. Using General Social Survey 2002 cross sectional data, I investigate the effects of standard epidemiologic factors and worker labor process control factors in multivariate models to predict the dependent variables of workplace injury, persistent pain, exhaustion, and general health status. I suggest that labor process autonomy, social cohesion and skill utilization generally have …

A key center for refugee­based activity is the United Nations High Commissioner for Refugees (UNHCR) regional office, located in Cairo. In recent years, this unit has referred approximately 4,000 recognized refugees per year for resettlement to the United States, Canada, Australia and a number of other smaller receiving countries, making it the largest such program in the world. But despite the size of the refugee population and the resettlement program in Cairo, there has been little research conducted into the expectations and experiences of the refugees themselves on this process. The 30-year struggle between Ethiopia and Eritrea (1961–1991), as well as the border conflict between the two countries (1998–2000), left a legacy of serious mine and UXO contamination throughout much of Eritrea. The problem was not seriously addressed until four years ago with the signing of a comprehensive peace agreement between Ethiopia and Eritrea in 2000. This peace process rapidly opened the doors for a number of interested mine action players—including the United Nations as well as international mine action non-governmental organizations (NGOs)—to enter the arena and tackle the landmine problem of Eritrea. For well over a decade, landmine clearance has figured prominently in the post-conflict reconstruction and national reconciliation processes in Latin America. During armed conflicts in Central America in the 1970–80s, combatants on both sides used anti-personnel landmines. As the conflicts drew to a close and peace agreements were negotiated, the removal of landmines emerged as both an agenda item in negotiations and an obstacle to address in the post-conflict reconstruction phase. El Salvador, Guatemala and Nicaragua all commenced landmine clearance efforts in individualized ways based on the context of their national conflicts.

According to the Geneva International Centre for Humanitarian Demining (GICHD), a mine risk education (MRE) project should achieve the following:

• Provide information, assurance and encouragement required to encourage mine-safe behaviour.
• Identify and promote model mine-safe behaviour.
• Teach essential skills and ensure that beneficiaries can utilise these skills.
• Provide a social environment that supports mine-safe behaviour.
• Provide ongoing encouragement to sustain mine-safe behaviour.
• Encourage beneficiaries to transfer knowledge and information to others.

The Geneva International Centre for Humanitarian Demining (GICHD) has recently initiated a range of activities designed to improve the standard and effectiveness of mine action evaluations. The Centre is following a two-track approach. One aspect is to develop a range of tools available to all, which will assist in improving the standard of evaluations, and the second is to undertake a range of evaluations itself where appropriate.
